About introduction of temporary quantitative restriction on export of logs from birch out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union

According to the Federal Law "About Bases of State Regulation of Foreign Trade Activity" and the Agreement on the Eurasian Economic Union of May 29, 2014 (7) the Government of the Russian Federation decides appendix No.:

1. Establish from January 1, 2019 to June 30, 2019 quantitative restriction (quota) for export out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, logs from birch (Betula spp.) with a diameter of smallest cross section at least 15 cm, at least 1 m long (code 4403 95 000 1 of the CN FEA EEU) (further - logs from birch), being significantly important for the domestic market of the Russian Federation, when placing under customs procedure of export in the amount of 567 thousand CBM.

2. Approve the enclosed Rules for apportionment between participants of foreign economic activity of quotas concerning the logs from birch which are taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union.

3. To the Ministry of Industry and Trade of the Russian Federation to perform:

distribution in 2018 between participants of foreign economic activity admissible for export from the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, amounts of logs from birch, the stipulated in Item 1 this resolution;

issue to participants of foreign economic activity of one-time licenses for export from the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, logs from birch within the quotas distributed according to the Rules approved by this resolution.

4. To the Ministry of Economic Development of the Russian Federation in accordance with the established procedure:
