- time for conducting laboratory examinations of the selected samples with issue of the certificate on quarantine phytosanitary examination, depending on complexity of examination - from 3 to 72 hours;

- time for registration and issue of the act of inspection or the quarantine certificate - up to 40 minutes.

Procedure for appeal

In case of matters of argument on rendering the state service the consumer or his representative has the right to address in accordance with the established procedure with the claim in oral or written form management of the authorized body which adopted the administrative act or in the higher state body performing policy in the field of quarantine of plants.

The written complaint is submitted in a free form and shall contain:

- the name of state body in which the claim is submitted;

- Full name of the physical person making the complaint, its address and contact information;

- The full name making the complaint from the legal entity, its position and the location of the legal entity and contact information;

- subject of the claim;

Refusal in provision of the state service

The refusal in provision of the state service is possible:

- in cases of incomplete provision by the consumer of the documents specified in Item 12 of this standard;

- provision of service does not correspond to specifications

Procedure for appeal

In case of matters of argument on rendering the state service the consumer or his representative has the right to address in accordance with the established procedure with the claim in oral or written form management of the authorized body which adopted the administrative act or in higher state body performing policy in the field of quarantine of plants.

The written complaint is submitted in a free form and shall contain:

- the name of state body in which the claim is submitted;

- Full name of the physical person making the complaint, its address and contact information;

- The full name making the complaint from the legal entity, its position and the location of the legal entity and contact information;

- subject of the claim;

- the requirement of person making the complaint;

- the list of the documents attached to the claim;

- number, month and year of submission of the claim;

- the signature of person making the complaint;

- the signature of person making the complaint on behalf of the legal entity and seal of the legal entity (in case of its availability).

The term of consideration of the written address and receipt of the answer by the applicant shall not exceed 14 working days from the date of its registration.

In case of dissatisfaction the made decision according to the claim the applicant has the right to appeal the decision of the state body performing policy in the field of quarantine of plants in court

Frequency of review of the standard of the state service

The standard of the state service shall be reviewed regularly, with frequency once in three years suffices
