1. The regulations on procedure for rendering by military units of Armed Forces of the Republic of Belarus of paid services in storage of oil products (daleepolozheniye) are developed according to the Civil code of the Republic of Belarus, the resolution of the Cabinet of Ministers of the Republic of Belarus of September 9, 1996 No. 592 "About procedure and sales terms of material means, rendering paid services and delivery of the secondary resources performed by the Ministry of Defence" (Collection of presidential decrees and resolutions of the Cabinet of Ministers of the Republic of Belarus, 1996, No. 26, the Art. 680).
2. This Provision regulates procedure for rendering by military units of Armed Forces of the Republic of Belarus of paid services in storage of oil products and extends to transport troops of the Republic of Belarus.
3. According to the legislation of the Republic of Belarus military units, warehouses and bases of fuel, military educational institutions, the organizations of the Ministry of Defence of the Republic of Belarus (further - military unit) render to legal entities and physical persons paid services in storage of oil products (further - paid service), using the available reservoir reservoirs and processing equipment.
4. The service in storage of oil products includes directly the storage, technological transactions connected with acceptance, issue of oil products and gas station of the equipment and also any combinations of these components.
5. Management of fuel and lubricants of the Ministry of Defence (further - management of fuel and lubricants) annually by January 15 of the current year represents to management of material resources of Armed Forces (further - management of material resources) the minimum rates of payments for storage of oil products in month (percentage of fuel cost as of January 1) calculated based on charges of subordinate warehouses and bases of fuel (further - minimum rates of payments). Minimum rates of payments are calculated management of fuel and lubricants and affirm the deputy defense secretary on the back - the chief of the back of Armed Forces of the Republic of Belarus.
Minimum rates of payments separately for acceptance and for issue of oil products are accepted equal to minimum rate to storage within a month. When filling the equipment of the customer with means of gas station of military unit the rate for issue of oil product increases to the 1,5 size of minimum rate for storage.
Rates of payments for the rendered paid services are established by marketing board not below of the fuel and lubricants of minimum rates of payments given by management. In case of lack of minimum rates of payments for storage of oil products in management of material resources approval of agreements on rendering paid services (further - the agreement) stops before their representation by service fuel and lubricants.
6. The commander of military unit the order appoints the officials responsible for implementation of transactions on rendering paid services.
7. After obtaining from legal entity or physical person (daleezakazchik) of the offer on the conclusion of the agreement on storage of oil products the military unit signs the contract with the customer and makes its written registration according to appendix 1.
Rendering paid services without execution of the agreement established procedure is forbidden.
8. Amounts and storage durations of oil products are coordinated and drawn up by the protocol which is integral part of the agreement according to appendix to the agreement of storage of oil products.
9. In case of execution of the draft agreement on the back of the last leaf of copy of the agreement remaining in military unit the position, surname, initials of person which is drawing up the draft agreement, date of execution of the draft agreement and other data on specifying of the commander of military unit are specified.
