1. Approve the Regional program for implementation of the state investment projects of social value for sustainable development of local communities for 2018-2023 it (is applied).

2. To the state committee on investments and management of state-owned property of the Republic of Tajikistan, the Ministry of Economic Development and Trade of the Republic of Tajikistan and the Ministry of Finance of the Republic of Tajikistan to take necessary measures for attraction of grants for implementation of the specified program.

3. To the ministries, departments and local executive bodies of the government to render assistance to the National social investment fund of Tajikistan on projects implementation within this program.

4. Include the Regional program for implementation of the state investment projects of social value for sustainable development of local communities for 2018-2023 in the following program of the state investments.

5. To provide to national social investment fund of Tajikistan annually information on the course of application of funds within the specified program in the Ministry of Economic Development and Trade of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan and the State committee on investments and management of state-owned property of the Republic of Tajikistan.

Also at the expense of grants for the purpose of development of local infrastructure the program implementation "Communal funds for assistance to development of basic education and to recovery of utility infrastructure" proceeds (phase 3) and the "Construction of Schools and the Corresponding Infrastructure in Group of Areas of the Region Rasht" Programs.

Within priorities of the National development strategy to the period till 2030 and for the purpose of program implementation the subsequent attraction of financial aid on development of paramount local infrastructure by means of implementation of small social projects which make the impact on improvement condition of life of the population of vulnerable regions of the country is possible.

2. Results of implementation of the state investment projects with direct participation of local communities

In 1997-2002 for the purpose of recovery and development of important objects of social infrastructure, creation of new workplaces, preparation and accomplishment of small projects with participation of the population in areas of the cities and regions of the Republic of Tajikistan the pilot project on decrease in level of poverty was realized.

At this time in general 184 projects on 7 tipologiya with scope of 603 734 beneficiaries in 45 cities and areas of republican subordination, Sughd and Khatlon areas and the Gorno-Badakhshan Autonomous Region were performed.

During 2002-2006 by means of the second project on decrease in level of poverty process of implementation of projects with contribution of the population was strengthened and along with communal projects, the sponsored projects and dokhodoprinosyashchy projects were also executed.
