About approval of the State program of development of education and science of the Republic of Kazakhstan for 2016 - 2019

The government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed State program of development of education and science of the Republic of Kazakhstan for 2016 - 2019 (further - the Program).

2. To the central and local executive bodies, other organizations (under approval), responsible for program implementation:

1) to take measures for program implementation;

2) to provide in the Government of the Republic of Kazakhstan information on course of execution of the Program according to the procedure and the terms determined by the order of the Government of the Republic of Kazakhstan of November 29, 2017 No. 790 "About approval of System of state planning in the Republic of Kazakhstan".

3. Recognize invalid:

1) the order of the Government of the Republic of Kazakhstan of April 25, 2016 No. 243 "About approval of the Actions plan on implementation of the State program of development of education and science of the Republic of Kazakhstan for 2016 - 2019";

2) Item of 14 changes and additions which are made to some decisions of the Government of the Republic of Kazakhstan, No. 353 "Some questions of the Ministry of information and communications of the Republic of Kazakhstan" approved by the order of the Government of the Republic of Kazakhstan of June 16, 2016 (SAPP of the Republic of Kazakhstan 2016, No. 36, by the Art. 209).

4. To impose control of execution of this resolution on the Ministry of Education and Science of the Republic of Kazakhstan.

5. This resolution becomes effective from the date of its signing and is subject to official publication.

Sources and amounts of financing	Budget funds, and also other means which are not prohibited by the legislation of the Republic of Kazakhstan will be allocated for program implementation in 2016 - 2019. Total costs from the budget on program implementation will constitute 1 868, 4 billion tenges (the Republic of Belarus – 1 273, 3 billion tenges, MB – 595, 1 billion tenges).

The legislation of the Republic of Kazakhstan provides measures for ensuring protection of the rights and legitimate interests of all categories of children.

The Law of the Republic of Kazakhstan adopted in 2011 "About science" opened new opportunities for the advanced scientific achievements.

Development of the Kazakhstan science for the good of interests of economy and business is designated in the Law of the Republic of Kazakhstan "About commercialization of results of scientific and (or) scientific and technical activities".

In 2015 changes and additions are made to the Law of the Republic of Kazakhstan "About education". Phased transition on updated content of school education, dual training is legislatively regulated, receipt of the first working profession in colleges is free, transition from the state certification to independent accreditation of colleges and HIGHER EDUCATION INSTITUTIONS, etc.
