About approval of the State program of development of education and science of the Republic of Kazakhstan for 2016 - 2019
The government of the Republic of Kazakhstan DECIDES:
1. Approve the enclosed State program of development of education and science of the Republic of Kazakhstan for 2016 - 2019 (further - the Program).
2. To the central and local executive bodies, other organizations (under approval), responsible for program implementation:
1) to take measures for program implementation;
2) to provide in the Government of the Republic of Kazakhstan information on course of execution of the Program according to the procedure and the terms determined by the order of the Government of the Republic of Kazakhstan of November 29, 2017 No. 790 "About approval of System of state planning in the Republic of Kazakhstan".
1) the order of the Government of the Republic of Kazakhstan of April 25, 2016 No. 243 "About approval of the Actions plan on implementation of the State program of development of education and science of the Republic of Kazakhstan for 2016 - 2019";
2) Item of 14 changes and additions which are made to some decisions of the Government of the Republic of Kazakhstan, No. 353 "Some questions of the Ministry of information and communications of the Republic of Kazakhstan" approved by the order of the Government of the Republic of Kazakhstan of June 16, 2016 (SAPP of the Republic of Kazakhstan 2016, No. 36, by the Art. 209).
4. To impose control of execution of this resolution on the Ministry of Education and Science of the Republic of Kazakhstan.
5. This resolution becomes effective from the date of its signing and is subject to official publication.

The scope of children from 3 to 6 years preschool education and training increased with % 78,6 to % 90,5 (2015 - % 81,6, 2016 - % 85,8, 2017 - % 90,5).
Development of network of the preschool organizations promoted growth of number of pedagogical personnel. In comparison with 2015 the number of teachers increased by 9,8 of thousand and in 2017 made 90,6 of thousand people (in 2015 - 80,8 of thousand people, in 2016 - 84,7 of thousand people, 2017 - 90,6 of thousand people).
The considerable attention is paid to development of informative aspects of preschool education. The State obligatory standard (further - STATE) preschool education and training is updated. The standard training program of preschool education and training is developed. Approbation of the programs oriented to creative and cognitive development of the child is carried out based on 77 kindergartens and 30 pilot schools of the country. In comparison with the countries of OECD it is incomparable indicators of fullness of groups in the preschool organizations differ. In Kazakhstan on average it is the share of one teacher 30-35, in the countries of OECD - 14 children;
