About measures for the organization of activities of specialized boarding schools of the Olympic reserve
For the purpose of ensuring execution of the tasks determined by presidential decrees of the Republic of Uzbekistan of January 25, 2018 No. UP-5313 "About Measures for Radical Enhancement of System of General Average, Secondary Vocational and Professional Education" of March 5, 2018 with No. UP-5368 "About Measures for Radical Enhancement of System of Public Administration in the field of Physical Culture and Sport" and the resolution of the President of the Republic of Uzbekistan of February 3, 2018 No. PP-3504 "About enhancement of activities of the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan", and also enhancement of system of preparation of sports reserve for forming of national teams on the Olympic and national sports the Cabinet of Ministers decides:
1. Approve:
Regulations on specialized boarding school of the Olympic reserve according to appendix No. 1;
Regulations on procedure for admittance of students in specialized boarding school of the Olympic reserve and the state specialized boarding school on the Olympic and national sports, their certification and transfer according to appendix No. 2;
Regulations on procedure for introduction of parent payment for partial covering of expenses on food at specialized boarding school of the Olympic reserve and the state specialized boarding school on the Olympic and national sports according to appendix No. 3
Regulations on payment procedure of work of certain employees of specialized boarding school of the Olympic reserve according to appendix No. 4;
The standard staff list managerial, technical, servicing and educational support personnel of specialized boarding school of the Olympic reserve according to appendix No. 5;
Standard daily rate of products for pupils of specialized boarding school of the Olympic reserve according to appendix No. 6;
Regulations on the centers of the Olympic reserve under specialized boarding schools of the Olympic reserve according to appendix No. 7.
2. Agree with offers of the Ministry of physical culture and sport of the Republic of Uzbekistan and National Olympic Committee of Uzbekistan on the organization of the centers of the Olympic reserve under specialized boarding schools of the Olympic reserve, and also educational and training process in them from 2020/2021 academic years.
3. Determine that in 2018/2019 and 2019/2020 academic years the number of pupils at specialized boarding schools of the Olympic reserve - 600 people, the number of pupils at Republican specialized boarding school of the Olympic reserve - 750 people.
4. Determine that admittance of students in the 6th class of specialized boarding schools of the Olympic reserve is performed from 2020/2021 academic years.
5. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 8.
6. To the ministry of physical culture and sport of the Republic of Uzbekistan together with the interested ministries and departments to bring the normative legal documents accepted by them into accord with this resolution in a month.
7. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. A. Abdukhakimov and the minister of physical culture and sport of the Republic of Uzbekistan D.Kh. Nabiyev.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of August 14, 2018 No. 660
1. This Provision determines the status, the purposes and the main objectives, the rights, procedure for the organization and management of teaching and educational process, and also procedure for financing of specialized boarding school of the Olympic reserve (further - boarding school).
2. The boarding school is general education state sports educational institution which activities are directed to training of highly qualified specialists and sports reserve for forming of national teams on the Olympic and national sports.
3. The boarding school in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, this Provision and other acts of the legislation, and also the charter.
The charter of boarding school affirms the Ministry of physical culture and sport of the Republic of Uzbekistan and undergoes state registration in accordance with the established procedure.
4. The general contingent of boarding school is created in number of 550 pupils studying in 6 - the 11th classes.
The general contingent of Republican specialized boarding school of the Olympic reserve is created in number of 700 pupils, Taylaksky specialized boarding school of the Olympic reserve - in number of 600 pupils.
5. The boarding school is legal entity, has the separate balance, seals and forms with the image of the State Emblem of the Republic of Uzbekistan and own name in state language, other necessary seals and stamps, personal treasurer accounts in Treasury of the Ministry of Finance of the Republic of Uzbekistan and bank accounts.
6. The ministry of physical culture and sport of the Republic of Uzbekistan performs the common directorship, organizes control, takes measures for strengthening organizational and personnel and material and technical resources of boarding school.
7. The purposes of boarding school are:
profound profile training, all-round development of pupils and acquisition by them of sports specialty and profession;
education of young athletes in the spirit of commitment to the ideas of independence, patriotism and dedication, forming of pride at them for the fatherland and respect for national cultural and historical traditions.
8. The main objectives of boarding school are:
selection of the most gifted athletes from among had preliminary training in the children's and youth sports schools, specialized children's and youth sports schools, sports educational institutions or sports clubs and also predisposed to sports activities which showed willingness to study at boarding school, for continuation of training at boarding school at competitive basis;
preparation of sports reserve in structures of national teams for participation in republican and international sports competitions;
ensuring profound development of professional bents, skills of the pupils athletes necessary for their participation in republican and international sports competitions, continuations of training at the following steps of formation of sports preparation, and also occupation labor activity on the acquired profession;
providing necessary organizational, educational and methodical, material and psychology and pedagogical conditions for high-quality training of specialists and sports reserve;
implementation of general education training programs within the state educational standard;
providing conditions for realization of improving orientation of teaching and educational process, implementation of regulations of healthy lifestyle.
9. The boarding school has the right:
participate in the international sports competitions in the line of the Ministry of physical culture and sport of the Republic of Uzbekistan, National Olympic Committee of Uzbekistan and other organizations, to hold educational training camps abroad according to the Schedule sports and physical cultural events of the Ministry of physical culture and sport of the Republic of Uzbekistan;
in accordance with the established procedure to sign agreements with the foreign sports organizations for exchange of workers of trainer's teaching staff and athletes of boarding school, to holding joint sporting events, holidays, reviews, seminars and т.п;
perform the international activities for questions of education and physical culture and sport according to the legislation.
10. The boarding school can perform training of specialists for foreign countries according to the procedure, established by the legislation.
11. The boarding school can perform selection of athletes and trainers for the direction them abroad (for the purpose of experience exchange, training, participation in different actions, competitions, the Olympic Games, etc.) according to the Schedule sports and physical cultural events of the Ministry of physical culture and sport of the Republic of Uzbekistan.
12. Educational process at boarding school is performed according to the state educational standards according to the curriculum approved by the Ministry of physical culture and sport, the Ministry of national education of the Republic of Uzbekistan.
13. The schedule of educational process, types of studies, classroom and out-of-class, and also other forms of the organization of teaching and educational process are determined proceeding from requirements of the Ministry of national education of the Republic of Uzbekistan.
14. Academic year begins on September 2 and comes to an end according to the curriculum.
15. Training at boarding school is performed in presentia. Duration of occupations, academic load of pupils and other questions of teaching and educational process are determined according to the state educational standards.
16. The curriculum of boarding school determines forms and methods of the organization of educational, educational and training, individual and educational work.
The realization of training programs is enabled according to the curriculum in the following forms:
educational lesson - integral part of educational process, the system including educational situation, form of interaction of participants of education, the purpose, content, methods and means of education;
the lecture - the leading form of the organization of training, directs pupils to highlights of training material, promotes accomplishment of the orientation, informative, methodological, educational and developing functions;
seminar - the occupation form directed to the organization of active communication between teaching and students, providing necessary conditions for use of theoretical knowledge in practical activities;
laboratory work - development by pupils of objects with independent carrying out experiments. Experiments can be organized in individual or group forms;
independent preparation - the integral part of educational activities applied for the purpose of independent development by pupils of training material without communication with the teacher. Independent preparation can be applied in the course of lesson or out of lesson in oral or written form;
practical occupation - is held under the leadership of the teacher for the purpose of deepening of scientific-theoretical knowledge and forming of skills of independent work.
The main forms of educational and training process are group and individual educational and training occupations, participation in educational training camps, sports competitions.
17. Quality control of education and sports preparation is performed according to requirements of the state educational standard.
18. The diploma about the secondary vocational education of the state sample according to appendix according to the procedure established by the legislation is issued to the graduates of boarding school who mastered the training program and underwent final state assessment.
The diploma about secondary vocational education of the state sample grants the right to implementation of labor activity.
19. Activities of boarding school for creation of necessary conditions for study, sports preparation, work and rest, accommodation of pupils, and also their content are performed in the procedure established by the legislation.
20. The boarding school for the purpose of support and increase in level of sports skill of pupils in vacation time can organize active recreation of pupils with holding educational training camps lasting up to 60 days.
21. The pupils enlisted in boarding school have the right:
on training in general education and special sports disciplines;
on participation in educational and training process and sports competitions;
on providing with food (consumption) according to standard daily rate of products for pupils of boarding school;
on free use of material and technical resources and property of boarding school;
on free accommodation in the house of accommodation of pupils;
on transfer in accordance with the established procedure in other educational institution.
22. The fullness of educational classes of boarding school makes 25 people. Pupils unite in classes on general education and special sports disciplines, and in the directions of sports preparation - in departments.
