ORDER OF THE MINISTRY OF EDUCATION AND SCIENCE OF UKRAINE

of September 26, 2005 No. 557

About ordering of payment terms of work and approval of schemes of job grades of employees of educational institutions, organizations of education and scientific institutions

(as amended on 30-04-2021)

In pursuance of the resolution of the Cabinet of Ministers of Ukraine of August 30, 2002 "About compensation of workers based on the Single scale of charges of categories and coefficients on compensation of employees of organizations, institutions and the organizations of separate industries of the budget sphere" (with changes) and for the purpose of streamlining of payment terms of work of workers of industry I ORDER to No. 1298:

1. Approve:

the sizes of categories and coefficients on compensation of employees of educational institutions, organizations of education and scientific institutions based on the Single scale of charges of categories and coefficients on compensation, according to appendix 1 to the order;

schemes of job grades of positions (professions) leading scientific and pedagogical, pedagogical, scientists, professionals, specialists and other employees of educational institutions, organizations of education and scientific institutions according to appendices 2-20 to the order.

2. To heads of educational institutions, organizations of education and scientific institutions within the approved salary fund since September 1, 2005 to establish to employees of educational institutions, organizations of education and scientific institutions the specific sizes of official pay rates (wage rates) according to the schemes of job grades approved by this order.

3. To establish official pay rates of vice rectors, deputy managers of educational institutions, organizations of education and scientific institutions, deputy managers of structural divisions of educational institutions, organizations of education and scientific institutions for 5-15 percent, chief accountants - for 10-30 percent, assistants to heads - is 30-40 percent lower than official pay rate of the corresponding head determined by schemes of the job grades approved by this order.

4. Establish:

1) that to the employees of educational institutions, organizations of education and scientific institutions having the status of the national can remain in case of determination of the maximum sizes of official pay rates (wage rates, the tariff charges) and rates of hourly pay of work additional coefficient of increase in official pay rates which was applied to the specified workers according to the current legislation;

2) allowances to workers:

a) at the rate to 50 percent of official pay rate (wage rate, the tariff charge):

for high achievements in work;

for accomplishment of especially important work (for the term of its accomplishment);

for complexity, intensity in work.

The extreme size of the specified allowances for one worker shall not exceed 50 percent of official pay rate. Such restriction does not extend to workers of national institutions (organizations).

In case of untimely task performance, quality degradation of work and violation of labor discipline the specified allowances are cancelled or decrease;

b) for honorary titles of Ukraine, the USSR, the federal republics of the USSR "national" - in the amount of 40 percent, "deserved" - 20 percent of official pay rate (wage rate);

c) for sports ranks "honored trainer", "Honoured Master of Sports" - in the amount of 20 percent, "world class master of sports" - 15 percent, "Master of Sports" - 10 percent of official pay rate (wage rate).

Allowances for honorary and sports titles are established to workers if their activities for profile match with the available honorary or sports title. In the presence of two or more ranks of the allowance about one (highest) rank is established. Compliance of honorary or sports title of profile of activities of the worker on post is determined by the head of educational institution, organization of education and scientific institution;

d) for knowledge and use in work of foreign language: one European - 10, one east, vengro-Finnish or African - 15, two and more languages - 25 percent of official pay rate (wage rate).

The allowance is not established to workers for whom requirements for holding the post provide knowledge of foreign language that is supported by the relevant document;

3) surcharges to workers:

a) at the rate to 50 percent of official pay rate (wage rate, the tariff charge):

for fulfillment of duties of temporarily absent workers;

for combination of professions (positions);

for expansion of zone of servicing or increase in amount of the performed works.

The specified types of surcharges are not established to heads of educational institutions, organizations of education and scientific institutions, their deputies, heads of structural divisions of educational institutions, organizations of education and scientific institutions, their deputies;

b) at the rate to 40 percent of the hour tariff charge (official pay rate) for work at night for each working hours from 10 o'clock in the evening to 6 o'clock in the morning;

c) for academic status:

professors - in extreme size of 33 percent of official pay rate (wage rate);

the associate professor, the senior research associate, the senior researcher - in extreme size of 25 percent of official pay rate (wage rate).

The specified surcharge is established to workers if their activities for profile match with the available academic status. In the presence at the specified workers of two or more academic statuses surcharge is established on one (highest) rank;

d) for scientific degree:

doctors of science - in extreme size of 25 percent of official pay rate (wage rate);

the candidate of science, the doctor of philosophy - in extreme size of 15 percent of official pay rate (wage rate).

The specified surcharge is established to workers if their activities for profile match with the available scientific degree. In the presence at workers of two scientific degrees surcharge is established on one (highest) scientific degree.

Compliance of academic status and scientific degree of profile of activities of the worker on post is determined by the head of educational institutions, organizations of education and scientific institutions.

The documents certifying availability of scientific degree and academic status shall meet regulations and the requirements, stipulated by the legislation;

ґ) for use in work of disinfectants, and also to the workers occupied with cleaning of toilets - in the amount of 10 percent of official (monthly) pay rate;

4) to drivers of vehicles:

allowances for classiness to drivers of the II class - 10 percent, to drivers of the I class - 25 percent of the established tariff charge for worked time;

surcharges for irregular working hours - in the amount of 25 percent of the tariff charge for worked time.

5) to grant to heads of educational institutions, organizations of education and scientific institutions the right within the salary fund approved in profit and loss budgets, to provide to workers financial support, including on improvement, in the amount no more than one official pay rate in year, except financial support on burial; approve procedure and the amount of awarding of workers according to their personal deposit in general results of work within funds for compensation.

Awarding of heads of educational institutions, organizations of education and scientific institutions, establishments of allowances and surcharges by it to official pay rates, provisions of financial support are performed according to the decision of body of the highest level within the available funds for compensation.

5. If to employees of educational institutions, organizations of education increase in official pay rates (wage rates) on several bases provided by work payment terms is provided, the absolute amount of each increase is determined, proceeding from the size of official pay rate (wage rate), without other increase.

6. If official pay rates of separate employee categories on the Single scale of charges, in comparison with the official pay rates of these employee categories (determined without the increases provided by work payment terms), were effective till September 1, 2005, increase less than by percent of increase in minimum wage since September 1, 2005 or if there is decrease in official pay rates, to these employee categories the previous official pay rate (without the increases provided by work payment terms) raised on percent 7,1 is established.
