1. The rules of realization of service model of informatization approved by the specified order to be reworded as follows according to appendix to this order.

2. To provide to department of informatization of the Ministry of information and communications of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of information and communications of the Republic of Kazakhstan;

4) within ten working days of state registration of this order submission to Legal department of the Ministry of information and communications of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of information and communications of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of realization of service model of informatization

Chapter 1. General provisions

1. These rules of realization of service model of informatization (further - Rules) are developed according to the subitem 4) of article 7 of the Law of the Republic of Kazakhstan of November 24, 2015 "About informatization" (further - the Law) and determine procedure for realization of service model of informatization.

2. The service model of informatization is regulated according to the single requirements in the field of information and communication technologies and ensuring information security approved by the order of the Government of the Republic of Kazakhstan of December 20, 2016 No. 832 (further - ET) and the requirements for development of architecture of "the electronic government" approved according to the subitem 10) of article 7 of the Law (further - Requirements), and also these rules.

3. Rules do not extend on:

1) the electronic information resources, information systems and information and communication infrastructure containing, processing and (or) transferring the data carried to the state secrets according to the Law of the Republic of Kazakhstan from March 15, 1999 "About the state secrets";

2) electronic information resources, information systems and information and communication infrastructure of National Bank of the Republic of Kazakhstan, except for the information systems which are integrated with objects of information and communication infrastructure of "the electronic government".

4. In these rules the following basic concepts and determinations are used:

1) authorized body in the field of informatization (further - authorized body) - the central executive body performing management and cross-industry coordination in the field of informatization and "the electronic government";

2) the list of projects of public-private partnership on service model of informatization (further - the list of projects of PPP of media) - the list of the projects planned to realization on projects of public-private partnership on service model of informatization, created by the service integrator of "the electronic government";

3) the customer of information and communication service (further - the customer of IK-service) - state body, including the local executive body of area, city of republican value automating activities for service model of informatization including the speaker as the state partner in the agreement of public-private partnership in service model of informatization;

4) the potential supplier - the individual entrepreneur, particular partnership, temporary consolidation legal entities (consortium) or the legal entity, except for persons acting as the state partners according to these rules, performing activities in the field of information and communication technologies and applying for provision in lease of service software product or object of information and communication infrastructure, necessary for rendering information and communication service;
