About additional measures for acceleration of implementation of investment and infrastructure projects in 2018-2019

In recent years in the country efforts on considerable enhancement of investment processes, determination of procedure for forming of state programs of development, increase in transparency and efficiency of selection of projects, their financing are made.

Measures for creation of the Single national information system of project management of the Republic of Uzbekistan including the Single national reference book of resources allowing to create market value of goods, works and services, to perform efficiency evaluation of the project decision, correctness of determination of quantity and type of resources, electronic control of forming of plans and schedules, accomplishment of programs are implemented.

At the same time, the nesinkhronizirovannost on terms of all components of new procedure for forming of state programs of development with stages of implementation of the large and strategically important investment projects begun, approved, and also created in the current year, especially with participation of direct foreign investments, creates investment and financial risks for their timely completion, increase in production capacities, the beginning of production and creation of new workplaces.

For the purpose of forming of the list of projects with participation of direct foreign investments, and also the accelerations of implementation of the investment and infrastructure projects begun, approved, and also created in 2018-2019:

1. Take into consideration that the State committee of the Republic of Uzbekistan on investments together with the interested ministries, departments, economic associations and public authorities on places creates lists:

industry investment projects with participation of the direct foreign investments realized in 2018 according to appendix No. 1;

industry investment projects with participation of the direct foreign investments realized in 2019 according to appendix No. 2;

perspective industry investment projects with participation of direct foreign investments according to appendix No. 3;

regional investment projects with participation of the direct foreign investments realized in 2018 according to appendix No. 4;

regional investment projects with participation of the direct foreign investments realized in 2019 according to appendix No. 5;

perspective regional investment projects with participation of direct foreign investments according to appendix No. 6.

2. Confer the personal responsibility on:

heads of the relevant ministries, departments, economic associations, public authorities on places - for ensuring timely implementation of the investment projects included in appendices No. No. 1, of 2, 4 and 5, with provision on each decade basis of information on the course of their realization in the Ministry of investments and foreign trade of the Republic of Uzbekistan;

heads of the Ministry of investments and foreign trade and the corresponding complexes of the Cabinet of Ministers - for implementation on system basis of monitoring of the project progress with participation of direct foreign investments, and also timely identification of the main problems and development of offers on their decision with introduction on monthly basis of the relevant information into the Office of the President of the Republic of Uzbekistan.

3. To the ministry of investments and foreign trade of the Republic of Uzbekistan:

a) provide coordination of works of the ministries, departments, economic associations, public authorities on places on:

to development and introduction in a month on approval in the Cabinet of Ministers of the Republic of Uzbekistan of the complex network schedules of projects implementation included in appendices No. No. 1, of 2, 4 and 5, with determination of monthly amounts of development of investments, terms of realization of the main stages of investment projects and input of objects in operation and also "road maps" on acceleration of the beginning of projects implementation according to appendices No. No. 3 and 6 to this resolution;

to completion of development and introduction till April 1, 2019 on approval in the Cabinet of Ministers of industry, regional and target concepts of development for 2020 - 2024 and to forming of project portfolios;

b) in a month to develop and implement the modern software allowing to perform monitoring of implementation of investment infrastructure projects with ensuring the corresponding access to information base of initiators of projects and state bodies;

c) in coordination with the National agency of project management in case of the President of the Republic of Uzbekistan (further - the Agency) to provide in accordance with the established procedure in time:

till November 1, 2018 - forming and entering into the Cabinet of Ministers of the Investing program of the Republic of Uzbekistan for 2019 including passing and again begun industry and regional projects at the expense of all sources of financing;

till November 1, 2019 - forming and entering into the Cabinet of Ministers of the Republic of Uzbekistan of the State program of development of the Republic of Uzbekistan for 2020 - 2022 developed on the basis of the industry, regional and target project portfolios approved taking into account the corresponding concepts of development.

4. Determine that within forming of the Investing program of the Republic of Uzbekistan for 2019:

only the passing projects, and also again begun projects are included in the address list from the moment of approval in accordance with the established procedure of TEO/TER of projects;

investment projects according to which there are provisional solutions (intentions) of investors provided in the State committee of the Republic of Uzbekistan on investments about their realization are included in the list of perspective projects.

5. Agree with offers of the Agency on cancellation of the requirement for obligatory development of PTEO/PTER and approval of the Agency of address lists of buildings on investment and infrastructure projects.

6. Determine procedure according to which in SUE The Center of Complex Examination of Projects and Import Contracts under the Ministry of Economy and Industry of the Republic of Uzbekistan (further - the Center) complex examination of the preproject documentation only according to investment and infrastructure projects is performed:

a) financed by means of budgets of budget system, Fund of financing of state programs of development of the Republic of Uzbekistan under the Cabinet of Ministers, Fund of reconstruction and developments of the Republic of Uzbekistan:

on infrastructure projects using the standard and repeatedly applied projects (construction of facilities of the social sphere and housing stock) - regarding examination of the standard project. At the same time examination of further binding of the standard project is performed in SUE Ekspertiza gradostroitelnoy dokumentatsii under the Ministry of construction of the Republic of Uzbekistan;

according to individual and other investment and infrastructure projects - with the cost of 10 billion sum and more. At the same time projects with cost less than 10 billion sum are subject to examination in SUE Ekspertiza gradostroitelnoy dokumentatsii under the Ministry of construction of the Republic of Uzbekistan;

b) implemented based on the separate decisions of the President of the Republic of Uzbekistan providing privileges on taxes and other obligatory payments;

c) implemented by bodies of economic board, business entities from shares of the state in authorized fund (capital) of 50 percent and more, and also business entities, in authorized fund which (capital) of 50 percent and more belongs to the legal entity from shares of the state of 50 percent and more - on projects with cost in equivalent more than 5 million US dollars;

d) providing production and/or conversion of strategic minerals, irrespective of financing sources, except for the projects realized within production sharing agreements in which the special procedure for development and approval of documentation is provided.

At the same time:

entering into the Center for complex examination of the preproject documentation for other investment and infrastructure projects, not provided by subitems "a" - "" of this Item, initiators of projects on voluntary and contractual basis is allowed;

The center has the right to perform on contractual basis development of the preproject documentation according to the investment and infrastructure projects realized with participation of the international financial institutions and foreign government financial organizations in case of the address of initiators of projects.

7. Determine that when entering into the Center for examination and registration of the import contracts signed following the results of the held tenders, examination on them is performed only regarding their compliance to conditions of the tender documentation, to the legislation of the Republic of Uzbekistan and correctness of transfer of the text into the state and Russian languages.

9. To the state committee of the Republic of Uzbekistan on investments together with the ministries, departments, economic associations - initiators of projects in a month critically to study network schedules of implementation of investment and infrastructure projects and, if necessary, in coordination with the Agency to submit the corrected network schedules for approval in the Cabinet of Ministers of the Republic of Uzbekistan.

10. To the Cabinet of Ministers of the Republic of Uzbekistan (A. Zh. Ramatov, Zh. A. Kuchkarov, A. S. Sultanov) together with the Ministry of Finance, the State committee on investments, the State committee on highways, JSC Uzbekenergo, JSC Uzbekneftegaz, JSC Uzbekiston temir yullari, other interested departments and economic associations:

carry out inventory count of investment projects according to which the legislation provides construction of necessary external engineering and communication networks at the expense of budgetary funds and other internal sources of financing;

following the results of the carried-out inventory count till October 1, 2018 to develop and provide approval in accordance with the established procedure of "Road maps" on leading to again under construction objects of necessary external engineering and communication networks with determination of stages, terms of construction and specific sources of financing of works.

11. To the ministry of investments and foreign trade of the Republic of Uzbekistan:

in two-month time to provide complete implementation on the website of committee of "The investment portal", with inclusion of the list of the investment projects in it offered for investors including foreign;

together with the Central bank of the Republic of Uzbekistan, commercial banks to provide placement and permanent updating on "The investment portal" of information on the credit lines of foreign banks and international financial institutions attracted with commercial banks with indication of conditions of loan granting and the current remaining balance of undeveloped part of credit lines.

12. Ceased to be valid according to the Resolution of the President of the Republic of Uzbekistan of 25.07.2022 No. PP-332

13. To the state committee of the Republic of Uzbekistan on investments together with the Agency to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this resolution in a month.

14. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov, the Attorney-General of the Republic of Uzbekistan O. B. Murodov, the deputy prime minister of the Republic of Uzbekistan - the chairman of the State committee of the Republic of Uzbekistan on investments S. R. Holmuradov and the director of the National agency of project management in case of the President of the Republic of Uzbekistan Sh. M. Sadikov.
