1. Establish the following conditions of the admission of the goods coming from foreign state or group of the foreign states allowed on the territory of the Russian Federation for the purposes of implementation of purchases of goods for ensuring the state and municipal needs specified in appendix No. 1, appendix No. 2 to this order (further in case of joint mentioning - Appendices):

1.1. When carrying out tender, auction, request for quotation electronically benefits concerning the contract price in the amount of 15 percent concerning the goods specified in appendix No. 1, in the amount of 20 percent concerning the goods specified in appendix No. 2 and which are purchased in case of implementation of national projects (programs) according to subitems 1.2 and 1.3 of Item 1 of this order are provided to procurement participants whose requests are acknowledged conforming to requirements of the notice on implementation of purchase, documentation on purchase (if the Federal Law provides documentation on purchase) and contain only offers on delivery of the goods coming from state members of the Eurasian Economic Union.

1.2. When carrying out tender, request for quotation electronically consideration and assessment of the requests containing offers on delivery of the goods specified in Appendices, and coming only from state members of the Eurasian Economic Union are performed by the commissions of customers on implementation of purchases and operators of electronic platforms using to the price of the contract of the lowering 15 percent coefficient offered in the specified requests concerning the goods specified in appendix No. 1, of the lowering 20 percent coefficient concerning the goods specified in appendix No. 2 and which are purchased in case of implementation of national projects (programs). The contract is signed at the price offered in the request by the winner of tender, request for quotation electronically.

1.3. In case of holding the auction the contract is signed at the price:

a) lowered by 15 percent concerning the goods specified in appendix No. 1, lowered by 20 percent concerning the goods specified in appendix No. 2 and which are purchased in case of implementation of national projects (programs) from offered by the winner of auction if the request of such winner contains the offer on delivery of the goods specified in Appendices, country of source at least of one of which is the foreign state (except for state members of the Eurasian Economic Union);

b) offered by the winner of auction if the request of such winner contains the offer on delivery of the goods specified in Appendices, and coming only from state members of the Eurasian Economic Union.

1.4. In case of variation of requests according to Item 1 of the order of the Government of the Russian Federation of November 30, 2015 No. 1289 "About restrictions and conditions of the admission of the medicines coming from the foreign states included in the list of vital and essential drugs for the purposes of implementation of purchases for ensuring the state and municipal needs" (The Russian Federation Code, 2015, No. 49, the Art. 6981) (further - the Resolution No. 1289), the contract is signed with the procurement participant at the contract price offered them in case of set of the following conditions:

a) the request of such procurement participant contains the offer on supply of medicines which all production stages, including synthesis of molecule of active ingredient in case of production of pharmaceutical substances, are performed in the territories of state members of the Eurasian Economic Union, and at the same time data on such pharmaceutical substances are included in the state register of medicines;

b) the request of such procurement participant conforms to requirements of the notice on implementation of purchase, documentation on purchase (if the Federal Law provides documentation on purchase);

c) such procurement participant the contract suggested price which is the smallest among procurement participants (in the presence of such procurement participants) whose requests are not rejected according to Item 1 of the Resolution No. 1289 and at the same time there correspond sets of the conditions specified in subitems "an" and "b" of this subitem;
