I.O.'S ORDER OF THE MINISTER OF INVESTMENTS AND DEVELOPMENT OF THE REPUBLIC OF KAZAKHSTAN

of January 28, 2016 No. 133

About approval of calculation procedure and standard rates of costs for creation, development and maintenance of information systems of state bodies

(as amended on 08-08-2019)

According to the subitem 23) of article 7 of the Law of the Republic of Kazakhstan of November 24, 2015 "About informatization" I ORDER:

1. Approve:

1) method of calculation of costs for creation, development and maintenance of information systems of state bodies, according to appendix 1 to this order;

2) standard rates of costs for creation, development and maintenance of information systems of state bodies, according to appendix 2 to this order.

2. Declare invalid the order of the Minister of Transport and Communications of the Republic of Kazakhstan executing obligations of October 25, 2012 No. 722 "About approval of standard rates of costs for creation, development and maintenance of information systems" (registered in the Register of state registration of regulatory legal acts for No. 8075, No. 427-428 published on December 8, 2012 in the Kazakhstanskaya Pravda newspaper (27246-27247).

3. To committee on communication, informatization and information of the Ministry for Investments and Development of the Republic of Kazakhstan (Kazangap T. B.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also in the Republican center of legal information within ten calendar days from the date of receipt of the registered order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.

4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Method of calculation of costs for creation, development and maintenance of information systems of state bodies

Chapter 1. General provisions

1. This Method of calculation of costs for creation, development and maintenance of information systems of state bodies (further - the Technique) is developed according to the subitem 23) of article 7 of the Law of the Republic of Kazakhstan "About informatization".

2. The technique is applied at definition phase of the budget investment project of creation of information system to planning of the budget, and also in planning process of works on development and maintenance of the state information system.

3. In this Technique the following basic concepts and reducings are used:

1) the actor - any computing essence, external in relation to system, which interacts with system and uses its functionality for achievement of particular purposes or the solution of private tasks;

2) information system (further - IS) - the organizational arranged set of the information and communication technologies, service personnel and technical documentation realizing certain technological actions by means of information exchange and intended for the solution of specific functional objectives;

3) labor input of development of IS - costs of work, working hours for production of application software of IS measured in man-monthes;

4) the appraiser of IS - the user or users of this technique calculating labor input and the cost of development of application software;

5) development of application software of IS - development of the new modules or components of software product and the corresponding documentation caused by the arisen needs for new additional functionality of IS;

6) creation of application software of IS - the process of development of application software including works on the analysis of requirements on designing, on programming, on assembly, on testing, on commissioning and on acceptance of IS;

7) maintenance of IS - the ensuring use of the information system put into commercial operation according to its appointment including actions for carrying out adjustment, modification and elimination of defects of the software without carrying out upgrade and implementation of additional functional requirements and on condition of preserving its integrity;

8) technical requirements to IS - requirements to development environment, support, operation of the software. Requirements to programming languages, operating systems, instruments of testing, to databases and the user interface can be technical requirements to system;

9) lifecycle of IS - set of stages of creation, commercial operation, maintenance, development and termination of commercial operation of information system;

10) functionality of IS - set of functions and procedures which the application software shall perform to fulfill functional user requirements. Functional user requirements do not include technical requirements and quality requirements;

11) the IS functional size - the size of application software of IS measured in functional units of measurement and determined by measurement of number of functional user requirements;

12) information and communication infrastructure - (further - IK-infrastructure) - set of the objects of information and communication infrastructure intended for ensuring functioning of the technological circle for the purpose of forming of electronic information resources and provision of access to them;

13) the external device of IK-infrastructure - the devices of input-output, printout, storage and information transfer connected functionally with the central processing unit according to IK-infrastructure;

14) developer - the physical person or legal entity performing works on development (including the analysis of requirements, designing, acceptance tests) in the course of lifecycle of software;

15) the software - set of programs, program codes, and also software products with the technical documentation necessary for their operation;

16) support of the software - ensuring functioning, process of improvement, optimization and elimination of defects and defects of the software after transfer to commercial operation;
