1. Bring in the order of the acting minister of power industry of the Republic of Kazakhstan of May 28, 2015 No. 378 "About approval of regulations of the state services in the field of use of atomic energy" (it is registered in the Register of state registration of regulatory legal acts No. 11450, it is published on July 14, 2015 in information system of law of Ad_let) the following changes:

in the regulations of the state service "Licensing for Performance of Works, the Subjects to Use of Atomic Energy Connected with Stages of Lifecycle" approved by the specified order:

"2. Form of rendering the state service - electronic.";

5, of 6, 7 and 8 to state Items in the following edition:

"5. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment, and the sequence of their accomplishment, including stages of passing of all procedures (actions) by each structural division in case of licensing and (or) appendix to the license:

1) the statement on the receipt of the state service which arrived through the portal from uslugopoluchatel Monday through Friday from 9-00 till 18-30 o'clock is registered the employee of office of the service provider receipt date and is submitted the head of the service provider or his deputy. In case of receipt of the statement not in working hours, days off and holidays according to the labor law, the statement are registered the next working afternoon.

The most allowed time for implementation of this procedure - 15 (fifteen) minutes;

2) the head of the service provider or his deputy imposes the resolution to management of licensing.

The most allowed time for implementation of this procedure - 1 (one) hour;

3) management of licensing checks completeness and effective period of the documents submitted on receipt of the license and (or) appendix to the license. In case of factual determination of incompleteness of the submitted documents and (or) the expiration of their action gives motivated refusal in further review of the statement. In case of representation of complete document package and lack of documents with the expired effective period sends them with appendix of the conclusion about primary check to management of nuclear and radiation safety.

The most allowed time for implementation of this procedure - 2 (two) working days;

4) management of nuclear and radiation safety performs the analysis of compliance of uslugopoluchatel to the requirements necessary for licensing and (or) appendix to the license, and transfers the conclusion about compliance or discrepancy to the control of licensing.

The most allowed time for implementation of this procedure - 25 (twenty five) working days;

5) management of licensing prepares the decision on result of rendering the state service. In case of compliance of uslugopoluchatel to the requirements necessary for licensing and (or) appendix to the license, management of licensing prepares the decision on licensing and (or) appendices to the license, and in case of discrepancy of uslugopoluchatel to the requirements necessary for licensing and (or) appendix to the license - the decision on refusal in licensing and (or) appendices to the license. The decision is approved by the chiefs of the department of licensing and management of nuclear and radiation safety and affirms the head of the service provider or his deputy. Management of licensing after receipt of the approved decision draws up the license and (or) appendix to the license or the motivated answer about refusal in rendering the state service.

The most allowed time for implementation of this procedure - 2 (two) working days;

6) the drawn-up license and (or) appendix to the license or the motivated answer about refusal in rendering the state service is signed by the head of the service provider or his deputy.

Contents of each procedure which is part of process of rendering the state service, duration of its accomplishment, and the sequence of their accomplishment, including stages of passing of all procedures (actions) by each structural division in case of renewal of the license and (or) appendix to the license by reorganization of legal person licensee in forms of allocation and separation:

1) the statement on the receipt of the state service which arrived through the portal from uslugopoluchatel Monday through Friday from 9-00 till 18-30 o'clock is registered the employee of office of the service provider receipt date and is submitted the head of the service provider or his deputy. 1) the statement which arrived through the portal from uslugopoluchatel is registered in day of revenues to receipt of the state service by the employee of office of the service provider and is submitted the head of the service provider or his deputy.

The most allowed time for implementation of this procedure - 15 (fifteen) minutes;

2) the head of the service provider or his deputy imposes the resolution to management of licensing.

The most allowed time for implementation of this procedure - 1 (one) hour;

3) management of licensing prepares the decision on allowance of the application on response.

The most allowed time for implementation of this procedure - 1 (one) working day;

4) the decision on allowance of the application on response is signed by the head of the service provider or his deputy.

The most allowed time for implementation of this procedure - 2 (two) hours.";

13. The description of the sequence of procedures (actions) between structural divisions (workers) with indication of duration of each procedure (action):

1) the employee of office of the service provider performs registration of the arrived documents with assignment of sequence registration number and date within 15 (fifteen) minutes;

2) the head of the service provider or his deputy imposes the resolution and transfers the statement and documents to management of licensing within 1 (one) hour;

3) management of licensing checks completeness and effective period of the submitted documents within 2 (two) working days;

4) the management of nuclear and radiation safety carries out the analysis of the arrived documents on compliance of uslugopoluchatel to the requirements necessary in case of licensing and (or) appendices to the license and renewal of the license and (or) appendix to the license by reorganization of legal person licensee in forms of allocation and separation within 25 (twenty five) working days.

In case of renewal and (or) appendices to the license in the cases specified in item 4 of the Standard, except for renewals of the license and (or) appendix to the license in cases of reorganization of legal person licensee in forms of allocation and separation compliance of uslugopoluchatel to qualification requirements is not checked;

5) management of licensing prepares the decision on result of rendering the state service:

when licensing and (or) appendices to the license, renewal of the license and (or) appendix to the license by reorganization of legal person licensee in forms of allocation and separation within 2 (two) working days;

in case of allowance of the application on response within 1 (one) working day;

in case of renewal of the license and (or) appendix to the license in the cases specified in item 4 of the Standard, except for renewals of the license and (or) appendix to the license in cases of reorganization of legal person licensee in forms of allocation and separation within 4 (four) hours;

6) the head of the service provider or his deputy signs the decision on result of rendering the state service within 2 (two) hours.

The detailed description of the sequence of procedures (actions), interactions of structural divisions (workers) of the service provider in the course of rendering the state service is reflected in the reference book of business processes of rendering the state service according to appendix 1 to these regulations.";
