To the Ministry of Finance together with the Ministry of questions of emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash, the State Treasury, the Ministry of Fuel and Energy, the National commission of regulation of power industry to develop and approve the Procedure for financing from the government budget of ecological armor of electric utility service in a month in case of failure to pay or incomplete payment for the consumed electric power by consumers which have such reservation and to recommend to local government bodies to apply this Procedure to implementation of the corresponding payments from local budgets.
