1. 2. To provide to committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2) and 3) this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of provision of the state support to subjects of the industrial and innovative activities directed to performance improvement of work and development of territorial clusters

Chapter 1. General provisions

1. These rules of provision of the state support to subjects of the industrial and innovative activities directed to performance improvement of work and development of territorial clusters (further - Rules), are developed according to the subitem 24) of Item 2 of article 100 of the Entrepreneurial code of the Republic of Kazakhstan of October 29, 2015, the State program of the support and business development "The road map of business-2020" (further - the Program) approved by the order of the Government of the Republic of Kazakhstan of August 25, 2018 No. 522, and determine procedure for provision of the state support to subjects of the industrial and innovative activities directed to performance improvement of work and development of territorial clusters.

2. Provision of measures of the state support to subjects of industrial and innovative activities in performance improvement of work and development of territorial clusters is performed by authorized body in the field of the state support of industrial and innovative activities with involvement of national institute of development in the field of development of the industry (further - national institute).

3. Subjects of industrial and innovative activities cannot use measures of the state support, founders (including participants, shareholders) which are the state companies / organizations, national managing holdings, the national companies and the organizations, fifty and more percent of shares (share in the authorized capital) which directly or indirectly possess the state, national managing holding, national holding, the national company (except for social business corporation, and also the entrepreneurs founded within the agreement on public-private partnership), persons, and also entrepreneurs, affiliirovanny with them, whose pattern of ownership is drawn up as private institution, and non-profit organizations.

4. 6. In these rules the following basic concepts and reducings are used:

1) information system - the organizational arranged set of the information and communication technologies, service personnel and technical documentation realizing certain technological actions by means of information exchange and intended for the solution of specific functional objectives;

2) six sigma (Six Sigma) - element of economical production, the management concept production providing need of improvement of quality of exits of each of processes, minimization of defects and statistical variations in operating activiies (further - Six Sigma);

3) installation of equipment - assembly, installation in project provision and permanent fixture of the equipment with accession to it of control facilities and automatic equipment, and also the communications providing raw material feed, waters, couple, energies, etc. and production waste disposal;
