I ORDER:
1. Approve the Instruction about procedure for creation of the act of ecological, emergency and technological armor of electric utility service of the consumer it (is applied).
2. To department of power industry (Ulitich Yu. I.) in accordance with the established procedure to submit this order on state registration.
3. To suppliers of electrical energy on the regulated rate (the electrotransferring organizations), the State inspectorate for energy supervision of the modes of consumption of electrical and heat energy till 01.09.2004 to constitute according to requirements of the approved Instruction about procedure for creation of the act of ecological, emergency and technological armor of electric utility service of the consumer acts of ecological, emergency and technological armor of electric utility service with the consumers included in the Lists of consumers of electrical energy and their equipment approved in accordance with the established procedure for which ecological armor of electric utility service in administrative and territorial unit shall be established.
4. To provide to suppliers of electrical energy on the regulated rate (the electrotransferring organizations) in 2004 renewal of the existing acts of emergency and technological armor of electric utility service of consumers according to requirements of the Instruction about procedure for creation of the act of ecological, emergency and technological armor of electric utility service of the consumer.
5. Declare invalid the order of Mintoplivoenergo of 17.01.2002 N18 "About Approval of the Instruction about Procedure for Creation of the Act of Emergency and Technological Armor of Electric Utility Service of Consumers" registered in the Ministry of Justice 01.02.2002 for N92/6380.
6. To impose control of execution of this order on the deputy minister Cech S. M.

1.1. Appointment and scope of application
1.1.1. This Instruction is developed according to the Law of Ukraine "About power industry", the Law of Ukraine "About environmental assessment", the Regulations on the Ministry of Fuel and Energy approved by the Presidential decree of Ukraine of April 14, 2000 N 598, the Regulations on the state energy supervision of the modes of consumption of electrical and heat energy approved by the resolution of the Cabinet of Ministers of Ukraine of May 17, 2002 N 665, Procedure for creation of the list of consumers and their equipment for which ecological armor of electric utility service, by the approved resolution of the Cabinet of Ministers of Ukraine of December 26, 2003 N 2052, Procedure for identification and accounting of objects of the increased danger and the Procedure for declaring of safety of objects of the increased danger approved by the resolution of the Cabinet of Ministers of Ukraine of July 11, 2002 N 956, Instructions for use electrical energy shall be established approved by the resolution of the National commission of regulation of power industry of Ukraine of July 31, 1996 N28 (in edition of the resolution of the National commission of regulation of power industry of August 22, 2002 N 928, registered in the Ministry of Justice on November 14, 2002 for N903/7191 (further - PKEE), for the purpose of prevention of emergence of emergency situations of technogenic and natural nature because of the termination or restrictions of electric utility service.
