About urgent actions for stabilization of financial position of the companies of electrical power area
For the purpose of stabilization of financial position of the companies of electrical power area due to pay increase for the consumed electrical and heat energy, the Cabinet of Ministers of Ukraine decides the terminations of bezoplatny leave of energy carriers:
1. Council of Ministers of the Autonomous Republic of Crimea, to the regional, Kiev and Sevastopol city public administrations, the ministries, other central executive bodies, heads of the companies, organizations and the organizations of all patterns of ownership to perform in limits of the competence of action, the payments connected with providing till April 1, 1999 in full of the consumed electrical and heat energy or return of debts behind the schedules approved with owners of sources of power supply.
In case of failure to carry out by consumers of conditions concerning payment of electrical and heat energy Council of Ministers of the Autonomous Republic of Crimea to provide to the regional, Kiev and Sevastopol city public administrations together with the power supplying companies of all patterns of ownership in limits of the competence the termination since April 1, 1999 delivery of electrical and heat energy by it.
2. National commission of regulation of power industry and Department of Energy:
a) impose in accordance with the established procedure in two-month time liability of the licensee for failure to carry out of payment terms of the electrical energy acquired in the wholesale market as one of the main conditions of implementation of licensed activity on delivery of electrical energy and to develop procedure for stop of action of the license or its cancellation in case of failure to carry out of the conditions provided in it;
