Article 1. The main characteristics of the budget of Federal Compulsory Health Insurance Fund for 2019 and for planning period of 2020 and 2021

1. Approve the main characteristics of the budget of Federal Compulsory Health Insurance Fund (further - Fund) for 2019:

1) the predicted total amount of budget receipts of Fund in the amount 2 098 026 849, 7 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 78 981 778, of 9 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 2 190 182 919, 2 thousand rubles;

3) amount of budget deficit of Fund in the amount 92 156 069, 5 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2020 and 2021:

1) the predicted total amount of budget receipts of Fund for 2020 in the amount 2 349 925 265, 5 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 244 244 213, of 4 thousand rubles, and for 2021 in the amount 2 495 797 857, 5 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 269 256 905, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2020 in the amount 2 350 456 250, 1 thousand rubles and for 2021 in the amount 2 501 474 122, 1 thousand rubles;

3) amount of budget deficit of Fund for 2020 in the amount of the 530th 984, 6 thousand rubles and for 2021 in the amount 5 676 264, 6 thousand rubles.

Article 2. Chief managers of budget receipts of Fund, chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

3. Determine that in case of change in 2019 of structure and (or) functions of chief managers of budget receipts of Fund or chief managers of sources of financing of budget deficit of Fund, and also change of the principles of appointment and assignment of structure of codes of classification of the income of budgets of the Russian Federation and classification of sources of financing of deficits of budgets corresponding changes are reflected in the performance report of the budget of Fund for 2019 based on regulatory legal act of the Ministry of Finance of the Russian Federation.

Article 3. Sources of internal financing of budget deficit of Fund

Approve sources of internal financing of budget deficit of Fund for 2019 and for planning period of 2020 and 2021 according to appendix 3 to this Federal Law.

Article 4. Budgetary appropriations of the budget of Fund for 2019 and for planning period of 2020 and 2021

Approve distribution of budgetary appropriations of the budget of Fund for Sections, subsections, target Articles and groups of expense types of classification of budgets expenses:

1) for 2019 according to appendices 4 and 4.1 to this Federal Law;

2) for planning period of 2020 and 2021 according to appendix 5 to this Federal Law.

Article 5. Interbudget transfers from the budget of Fund to other budgets of budget system of the Russian Federation

1. Approve distribution of the subventions from the budget of Fund sent to budgets of territorial funds of compulsory medical insurance on financial provision of payment commitments of subjects of the Russian Federation and the city of Baikonur arising when implementing of the powers delegated in the field of compulsory medical insurance (further - subventions), for 2019 according to appendix 6 to this Federal Law.

2. Determine that provision of subventions to budgets of territorial funds of compulsory medical insurance is performed monthly after transfer in accordance with the established procedure in the budget of Fund from the budget of the subject of the Russian Federation of the amount of monthly insurance premium for compulsory medical insurance of the idle population.

3. Determine that from the budget of Fund interbudget transfers in the amounts established by appendices 4 and 5 to this Federal Law to payment to the medical organizations and other organizations performing medical activities, participating in program implementation of the state guarantees of free rendering to citizens of medical care and territorial programs of the state guarantees of free rendering to citizens of medical care, services in the medical care provided to women during pregnancy in the amount 3, of 0 thousand rubles and the medical care provided to women and newborns during childbirth and during the postnatal period in the amount 6, of 0 thousand rubles respectively for each woman for performing routine medical examinations of the child go in 2019 and in planning period of 2020 and 2021 to the budget of Social Insurance Fund of the Russian Federation, delivered within the first year of life aged up to three months on accounting in the specified organization, in the amount 1, of 0 thousand rubles for the first six months and in the amount 1, of 0 thousand rubles for the second six months during which routine medical examinations, for each child were performed from the moment of its statement on accounting, and also on fee on production and delivery in territorial authorities of Social Insurance Fund of the Russian Federation of forms of birth certificates.

4. Determine that in 2019 from the budget of Fund the grant is provided to the federal budget in the amount established by appendix 4 to this Federal Law, for the purpose of provision according to the procedure, established by the Government of the Russian Federation, subsidies to budgets of subjects of the Russian Federation on joint financing of expenses of the subjects of the Russian Federation arising when rendering the high-technology medical care which is not included in the basic program of compulsory medical insurance, to citizens of the Russian Federation.

Article 6. Features of establishment of separate expenses of the budget of Fund in 2019

1. Determine that according to Item 3 of Article 217 of the Budget code of the Russian Federation the basis for introduction in 2019 of changes in indicators of summary budget list of the budget of Fund is use (redistribution) according to decisions of Fund of the means of the normalized safety stock of Fund reserved within the budgetary appropriations established by appendix 4 to this Federal Law:

1) on increase in the budgetary appropriations provided:

a) on provision of the subventions established by part 1 of article 5 of this Federal Law, to budgets of territorial funds of compulsory medical insurance of the Republic of North Ossetia-Alania and Krasnodar Krai in connection with execution of international agreements;

b) on execution of the payment commitments of Fund provided by this Federal Law in case of insufficiency of budget receipts of Fund for financial provision of their execution;

2) on financial provision of expenses on execution of court resolutions;

3) on payment of expenses of Fund on production and delivery of policies of compulsory medical insurance of single sample over the budgetary appropriations provided by appendix 4 to this Federal Law according to the target expenditure item "Expenses on Ensuring Activities (Rendering Services) of Public Institutions" of the departmental target program "The Organization of Compulsory Medical Insurance in the Russian Federation" within the subprogramme "Enhancement of delivery of health care, including prevention of diseases and forming of healthy lifestyle of" the state program of the Russian Federation "Health care development" the subsection "Other Questions in the field of Health Care" of the Section "Health care" of classification of budgets expenses, in case of the insufficiency of the specified budgetary appropriations formed in course of execution of the budget of Fund in 2019.

2. Determine that in 2019 the Fund provides to federal state institutions of subsidy for financial provision of accomplishment by them of the state task for rendering the high-technology medical care which is not included in the basic program of the compulsory medical insurance, to citizens of the Russian Federation approved by the federal executive body performing functions and powers of the founder concerning the specified federal state institutions in the amount established by appendix 4 to this Federal Law.

Article 7. Features of budget implementation of Fund

1. Determine that the means transferred into the budget of Fund from budgets of territorial funds of compulsory medical insurance for violation of the conditions established by provision of interbudget transfers from the budget of Fund which source of financial provision were interbudget transfers from the federal budget are subject to transfer in the federal budget.

2. 3. Establish coefficient of rise in price of cost of medical services for calculation of rate of insurance premium for compulsory medical insurance of the idle population according to the Federal Law of November 30, 2011 No. 354-FZ "About the size and procedure of payments of rate of insurance premium for compulsory medical insurance of the idle population" for 2019 in the amount of, equal 1,119, for 2020 - 1,162, for 2021 - 1,208.
