About approval of Rules of safe operation of the heatmechanical equipment of power plants and thermal networks
According to Regulations on the Ministry of Labour and Social Policy of Ukraine, No. 1035/2000, approved by the Presidential decree of Ukraine of 30.08.2000 I ORDER:
1. Approve Rules of safe operation of the heatmechanical equipment of power plants and thermal networks (further - Rules) which are attached.
2. To the chairman of State department on supervision of labor protection (Storchak S. O.):
- take measures concerning studying of requirements of Rules by the state inspectors, other officials of Gosnadzorokhrantrud, experts of the Expert and technical centers, employees of the companies, organizations, organizations;
- provide systematic control of observance of requirements of these Rules;
- include Rules in the State register of DNAOP and databank of the automated information fund of regulations about labor protection;
- provide the timely edition of Rules.
3. With enforcement of these Rules to consider such that are not applied in the territory of Ukraine, "The safety regulation in case of operation of the heatmechanical equipment of power plants and thermal networks" (Moscow, Energoatomizdat, 1985) approved by the Ministry of Energy of the USSR 05.11.83.
4. Abolish the order of Ministry of Labor of 13.07.2001 of N296 "About Approval of Rules of Safe Operation of the Heatmechanical Equipment of Power Plants and Thermal Networks".
5. To impose control over the implementation of this order on the Deputy State secretary Soldatenko M. O.

1.1. Rules of safe operation of the heatmechanical equipment of power plants and thermal networks (further - Rules) extend to workers who perform works on the heatmechanical equipment of power plants, thermal networks, thermal Items and heating boiler rooms.
1.2. Requirements of these Rules are obligatory in case of performance of works on installation, adjustment, repair, reconstruction and operation of the heatpower, mechanical, fuel and water treatment equipment, not electric devices of thermal automatic equipment and measurements of fuel and transport, kotloturbinny and by-product recovery departments of power plants, thermal networks, thermal Items and heating boiler rooms.
1.3. Requirements of these Rules need to be fulfilled when designing and servicing the heatmechanical equipment.
1.4. During execution of works on the heatmechanical equipment it is necessary to be guided by also state industry acts on labor protection, standards of labor safety, regulations and instructions of the manufacturing plants of the equipment.

3.1. Officials and workers who perform works on the heatmechanical equipment of power plants of thermal networks, thermal Items and heating boiler rooms, irrespective of pattern of ownership, in case of employment, and also in the course of labor activity shall undergo training and examination of these Rules according to requirements of the Standard regulations on training in questions of labor protection approved by the order of Committee on supervision of labor protection of Ukraine 17.02.99 of N 27, of the registered in Ministry of Justice of Ukraine 21.04.99 for N248/3541, and Standard regulations on special training, instructing and examination concerning fire safety at the companies, in organizations and the organizations of Ukraine, the Ministry of Internal Affairs of Ukraine approved by the order 17.11.94 of N 628, registered in Ministry of Justice of Ukraine 22.12.94 for N308/518.
3.2. Medical examination of workers should be performed according to requirements of the Regulations on medical examination of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 31.03.94 of N 45, registered in Ministry of Justice of Ukraine 21.06.94 for N136/345.
3.3. Workers who service the heatmechanical equipment of power plants, thermal networks, thermal Items and heating boiler rooms shall know and conform to these Rules.
Workers who did not undergo training and examination concerning labor protection and fire safety are not allowed to work.
3.4. Workers who perform the works specified in the List of works with the increased danger approved by Gosnadzorokhrantrud's order of Ukraine of 30.11.93 of N 123, registered in Ministry of Justice of Ukraine 23.12.93 for N 196, shall have the corresponding entry in the certificate of examination.
3.5. Registered in Ministry of Justice of Ukraine 28.07.94 for N176/385, workers, are allowed not younger 18 years to the works specified in the List of hard work and works with harmful and dangerous working conditions on which application of work of minors is forbidden approved by the order of the Ministry of Health of Ukraine of 31.03.94 of N 46,.
3.6. Workers with signs of alcoholic or drug intoxication are not allowed to work.
3.7. Heads, specialists who directly organize work shall provide accomplishment it according to requirements of these Rules.
3.8. The workers guilty of violation of requirements of safe operation on the heatmechanical equipment of power plants and thermal networks, bear responsibility according to the current legislation.
3.9. Workers who service the equipment in gas dangerous places and also deal with hazardous substances, shall know:
- the list of gas dangerous places in the workshop (area);
- properties and poisonous action of hazardous substances and signs of poisoning with them;
- rules of work and stay in gas dangerous places;
- instructions for use remedies;
- flammable substances and means of their suppression;
- rules of evacuation from gas dangerous places of workers which suffered from action of hazardous substances, and acceptances of rendering the pre-medical help to them.
The workers servicing gas economy and boiler installations which use natural gas except requirements of these Rules shall know and fulfill requirements of appropriate sections of Safety rules of the gas supply systems of Ukraine approved by Gosnadzorokhrantrud's order of Ukraine of 01.10.97 of N 254, registered in Ministry of Justice of Ukraine 15.05.98 for N318/2758.
3.10. Workers shall work in overalls buttoned on all buttons - for prevention of capture with the moving (rotating) parts of mechanisms. To roll up sleeves of overalls and to sprain tops of boots it is forbidden.
In case of work with toxic and aggressive agents, rasshlakovka of surface of heating of coppers, descent of ashes from bunkers, and also during electro-gas welding, obmurovochny, insulating works, when unloading and loading of the loose and raising dust materials trousers it is necessary to put on from above boot (навыпуск).
Being in rooms with the operating energy equipment, in wells, cameras, channels, tunnels, on the building site and in repair zone, all workers shall put on protective helmets. Hair should be selected under helmet.
3.11. Professionally prepared workers by age shall be allowed to accomplishment of independent steeplejack works 18 years which had medical examination according to requirements of the Regulations on medical examination of workers of certain categories are not younger. Workers who are for the first time allowed to accomplishment of steeplejack works shall work during 1 year under direct supervision of the experienced workers appointed by the order on the company.
Workers who are allowed to independent accomplishment of steeplejack works shall have the corresponding entry in the certificate on the right of accomplishment of such works.
4.1. Territory, rooms and workplaces
4.1.1. At each company it is necessary to develop and bring to all workers liquidation plans of accidents and fires and evacuation of workers on case of the fire or emergency. Liquidation plans of accidents and fires shall consider dangerous features of fuel (coal, gas, fuel oil, substitutes) which is used at power plants and in thermal networks.
4.1.2. It is forbidden be without accompanying workers in the territory or in production premises of power plant (thermal network), fuel storage depots, ash dumps to workers who do not participate in equipment maintenance.
4.1.3. In the territory of the company it is necessary to develop and establish on foregrounds of the traffic pattern of transport - for the organization of safe traffic conditions of vehicles.
It is not allowed to move on the individual transport in production premises of power plants and thermal networks.
On the transport ways of the company it is necessary to establish route signs and to put marking. Borders of the carriageway of transport ways in production rooms should be established taking into account dimensions of vehicles with loads which are subject to movement. The distance from carriageway border to elements of structures of buildings and the equipment shall be more 0,5 of m, and on sites during movement of people - there is more m 0,8.
At the company it is necessary to establish terms of control of condition of transport ways, procedure for its carrying out and obligation of workers who will see off it.
4.1.4. All passes and drives, entrances and exits as in production rooms and constructions, and outside in the territory adjoining to them shall be lit, free and safe for movement of pedestrians and transport.
Encumber passes and drives or it is forbidden to use them for warehousing of loads.
Passes, drives, transitions, and also ladders, platforms and handrail to them should be held always operational and net, and placed under the open sky - to clear of snow and ice and to sand. The territory of black oil economy in embankment, and also drain devices it is necessary to clear after each snowfall.
Floorings of platforms and transitions, and also handrail to them need to be fixed reliably. For carrying out repair work instead of the removed handrail it is necessary to establish temporary operational barriers.
4.1.5 At all gate and doors of buildings in zone of movement of rail and road transport it is necessary to determine the protecting columns and handrail, and also route signs or indicating panels that specify the most admissible under safety conditions vertical clearance of the vehicle. On gate it is necessary to establish fixers, - to interfere with spontaneous closing and opening of gate under the influence of wind pressure. For cars and other vehicles it is necessary to establish admissible speeds of movement in the territory of the company, and also in buildings. Zones of limited speed of movement, the parking lot of vehicles and the place of their turns shall be noted by the corresponding route signs which shall be well visible day and night. In places of journey of road transport under communications and constructions it is necessary to establish signs which limit the dimensional height and width. In gate with side struts and at distance of opening of gate for protection them from arrivals and blows it is necessary to establish restrictive columns or posts.
4.1.6. The territory of the company shall have barrier, lighting and to be kept clean and procedure.
4.1.7. The territory of the company should be equipped with drainage systems and drains. Hatches of drains and other underground communications should be held closed. During repair, earth and other work in the territory of the company open hatches, trenches and holes should be protected. It is necessary to light with night of barrier. In places of transition through trenches it is necessary to establish transitional bridges in width more than 1 m with handrail height to m 0,9.
4.1.8. Folding gate of production rooms shall open outside, and gate in the territory of the company - inside.
4.1.9. During train service, shunting echelons, locomotives if unhook cars, it is necessary to depart previously to the safe place - on roadside or between ways on distance more than 2 m from extreme rail.
4.1.10. Masterful, sanitary and household and other rooms shall not be placed under gas flues and platforms of fuel feeding.
4.1.11. Inserted floors, floor, channels and priyamk shall be in good repair. All openings in floor need to be protected. Covers and edges of hatches of wells, cameras and priyamk, and also overlappings of channels shall be level with floor or the earth and are reliably fixed.
4.1.12. In cameras and channels it is necessary to maintain purity, to regularly pump out water from priyamk and not to allow blocking up of passes.
4.1.13. Remake building constructions and punch openings in them - without confirmation it is forbidden by calculation of possibility of performance of works.
4.1.14. It is not allowed to arrange deaf partitions which interfere with easy access of the servicing workers in channels.
In exceptional cases, when separation of the channel into separate compartments is necessary on technological conditions, for example for the device of steel concrete panel board motionless support, before and after distribution partition it is necessary to make exits to the Earth's surface.
4.1.15. At each company (in the workshop, on the site) there shall be plan with designation of repair platforms and admissible loadings on them. In workshops (on sites) it is necessary to mark accurately borders of platforms, and on plates to specify permissible loads them.
4.1.16. Level of illumination, noise and vibrations on workplaces shall meet the requirements of sanitary standards.
4.1.17. For lighting of rooms to which penetration of combustible gas, vapors of explosive substances is possible it is necessary to use explosion-proof electric equipment and lighting fixtures.
4.1.18. Systems of ventilation, air conditioning and air heating shall provide sanitary and hygienic requirements to microclimate of production rooms according to requirements of GOST 12.1.005.
4.1.19. Content of hazardous substances in air of the working area of production rooms shall not exceed the established predelnodopustimy concentration (further - maximum allowable concentration).
4.1.20. At each company it is necessary to carry out certification of workplaces according to requirements of the Procedure for carrying out certification of workplaces under the terms of the work approved by the resolution of the Cabinet of Ministers of Ukraine of 01.08.92 of N 442, in the terms provided by the collective agreement, but at least once in 5 years.
4.1.21. Acids, alkalis, phosphates, reagents and other materials need to be stored in storage facilities.
4.1.22. Mercury needs to be stored in packaging of the manufacturing company in special storage facilities at temperature to plus the 50th hail. C and in case of relative humidity more than 30%. In each such room there shall be inventory of ware and devices for safe packing up and transportation of mercury.
It is necessary to transport mercury only in ware which does not fight.
4.1.23. Chemicals and materials which contain flammable, explosive and toxic components need to be stored in the special storage facilities isolated from other rooms.
4.1.24. Gasoline, kerosene, alcohol, nitropaints, solvents, thinners and other flammable materials is allowed to be stored in production rooms only in limits of daily requirement. These materials need to be stored in strong metal container in special shop storage rooms on which doors safety signs about prohibition of smoking and use of naked flame shall be hung out.
Near workplaces it is allowed to store lubricants in special metal tanks and butterdishes.
Flammable materials need to be stored in the special storage facilities located out of production rooms. On doors of storage facilities safety signs according to GOST 12.4.026, shall be hung out that are provided in table 4.1.
