1. The rules of conducting single national testing and complex testing approved by the specified order to state in edition, according to appendix to this order.

2. To provide to department of the higher and postgraduate education of the Ministry of Education and Science of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the vice-Minister of Education and Science of the Republic of Kazakhstan Aymagambetov A. K.

4. This order becomes effective after day of its first official publication.

Rules of conducting single national testing

Chapter 1. General provisions

1. These rules of conducting single national testing (further - Rules) are developed according to the subitem 12) of article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education", and also with the Standard Regulations of Admission to training in the organizations of education realizing educational programs of the higher education approved by the order of the Minister of Education and Science of the Republic of Kazakhstan No. 600 of October 31, 2018 (it is registered in the Register of state registration of regulatory legal acts at No. 17450) (further - Standard rules) and establish procedure for conducting single national testing (further - ENT).

2. In these rules the following concepts are used:

1) the information sheet - the sheet issued by Item of carrying out ENT (further - PPENT) or basic higher educational institution (further - HIGHER EDUCATION INSTITUTION) together with the certificate of ENT, and also selection committee of higher educational institution in case of filing of application for participation in tender on award of the educational grant at the expense of means of the republican budget according to the chosen combination of profile objects. Information leaf contains information: about the list of groups of educational programs, the number of the selected educational grants in the current year and results of tender of previous year on award of educational grants;

2) special discipline - the discipline directed to assessment of knowledge and competences of special disciplines of the educational programs of technical and professional, postsecondary education in the related directions of training of the higher education providing the reduced training terms;

3) basic higher educational institutions - The HIGHER EDUCATION INSTITUTIONS performing carrying out ENT;

4) selection committee of basic HIGHER EDUCATION INSTITUTIONS - the commission under HIGHER EDUCATION INSTITUTION performing carrying out ENT;

5) profile subject is the subject directed to more complete assessment of knowledge and competences of subject domain, determining stability of profound academic knowledge according to the chosen training profile;

6) all-professional discipline - the discipline directed to assessment of knowledge and competences of all-professional disciplines of the educational programs of technical and professional, postsecondary education in the related directions of training of the higher education providing the reduced training terms;

7) leaf of answers - the special form intended for estimation of results of ENT on which arriving notes answers to test tasks;

8) the copy of leaf of answers - the form intended for independent calculation of points after ENT which is not the document for estimation of results of testing;

9) linear HIGHER EDUCATION INSTITUTIONS - The HIGHER EDUCATION INSTITUTIONS performing documents acceptance for participation in ENT;

10) selection committee of linear HIGHER EDUCATION INSTITUTIONS - the commission under HIGHER EDUCATION INSTITUTION performing documents acceptance from arriving for participation in ENT;

11) leaf of distribution of options - the leaf containing information with fixing of version of books to certain number of the place in audience for arriving on the related directions of preparation according to the educational programs providing the reduced training terms;

12) the landing sheet - the sheet of distribution arriving in places in audience;

13) ENT - one of forms of selection examinations for receipt in the organizations of the higher and (or) postgraduate education;

14) PPENT - Item of carrying out ENT;

15) threshold point - the minimum amount of points determined by Standard rules in each subject and of all objects or disciplines of testing, and of the separate fields of education and HIGHER EDUCATION INSTITUTIONS allowing participation in tender on award of the educational grant at the expense of means of the republican budget or local budget or for transfer in HIGHER EDUCATION INSTITUTION on paid basis;

16) the certificate - the personalized document of the established sample which confirms officially the points gained on ENT.

3. ENT is carried out for:

1) students final 11 (12) classes of the organizations of secondary education for transfer in HIGHER EDUCATION INSTITUTION on paid basis at will;

2) graduates of the organizations of secondary education of the current year for participation in tender on award of the educational grant at the expense of means of the republican budget or local budget or for transfer in HIGHER EDUCATION INSTITUTION on paid basis at will;

3) graduates of the organizations of secondary education of last years, technical and professional or postsecondary education for participation in tender on award of the educational grant at the expense of means of the republican budget or local budget or for transfer in HIGHER EDUCATION INSTITUTION on paid basis at will;

4) the graduates of technical and professional or postsecondary education arriving according to the educational programs of the higher education providing the reduced training terms for participation in tender on award of the educational grant at the expense of means of the republican budget or local budget at will;

5) graduates of the organizations of secondary education studying through the international exchange of school students abroad and also the persons of the Kazakh nationality who are not citizens of the Republic of Kazakhstan, graduated from educational institutions abroad for participation in tender on award of the educational grant at the expense of means of the republican budget or local budget or for transfer in HIGHER EDUCATION INSTITUTION on paid basis at will;

6) persons enlisted in HIGHER EDUCATION INSTITUTIONS on full-time courses on paid basis before completion of the first academic period for transfer in HIGHER EDUCATION INSTITUTION on paid basis;

7) the studying HIGHER EDUCATION INSTITUTIONS on group of educational programs, requiring creative preparation, and persons interested to be transferred to other groups of educational programs on paid basis.

Chapter 2. Procedure for carrying out ENT

Paragraph 1. Documents acceptance for participation in ENT

Reception of applications in form, according to appendix 1 to these rules or according to the established sample, in the form approved by the order of the acting minister of science and education of the Republic of Kazakhstan of October 23, 2007 No. 502 "About approval of the document form of the strict reporting, used by the organizations of education in educational activities" (it is registered in the Register of state registration of regulatory legal acts at No. 4991) (further - No. 502 the order) for participation in ENT is performed in the following terms:

1) from December 1 to December 15 calendar year for persons specified in subitems 1), 6) and 7) of Item 3 of these rules;

2) from February 1 to February 15 calendar year for persons specified in the subitem 1) of Item 3 of these rules;

3) from March 10 to May 10 calendar year for persons specified in subitems 2), 3) and 4) of Item 3 of these rules;

4) from May 10 to June 5 calendar year for persons specified in the subitem 5) of Item 3 of these rules;

5) from July 25 to August 3 calendar year for persons specified in subitems 2), 3), 5) and 7) of Item 3 of these rules.

5. For participation in ENT, persons provided by subitems 1) and 2) of item 4 of these rules students final 11 (12) classes of the organizations of secondary education file the following documents to PPENT:

1) the statement in form, according to appendix 1 or according to the established sample, in the form approved by the order No. 502, filled under the identity document;

2) two photographs of 3 x 4 centimeters in size;

3) copy of the identity document.

At the same time the persons which did not reach sixteen years and not having the identity document represents the copy of the certificate of birth;

4) receipt on payment for participation in testing;

5) the reference from the organization of secondary education in which it studies, in form according to appendix 2 to these rules.

6. For participation in ENT, persons provided by the subitem 1) of item 4 of these rules, persons enlisted in HIGHER EDUCATION INSTITUTIONS on full-time courses on paid basis before completion of the first academic period file the following documents to linear HIGHER EDUCATION INSTITUTIONS:

1) the statement in form, according to appendix 1 to these rules or according to the established sample, in the form approved by the order No. 502, filled under the identity document;

2) two photographs of 3 x 4 centimeters in size;

3) copy of the identity document;

4) receipt on payment for participation in testing.

7. For participation in ENT, the faces provided by subitems 1) and 5) of item 4 of these rules, the students of HIGHER EDUCATION INSTITUTIONS on group of educational programs requiring creative preparation and persons interested to be transferred to other groups of educational programs on paid basis file the following documents to linear HIGHER EDUCATION INSTITUTIONS:

1) the statement in form, according to appendix 1 to these rules or according to the established sample, in the form approved by the order No. 502, filled under the identity document;

2) two photographs of 3 x 4 centimeters in size;

3) copy of the identity document;

4) receipt on payment for participation in testing.

8. For participation in ENT, persons provided by the subitem 3) of item 4 of these rules graduates of the organizations of secondary education of the current year file the following documents to PPENT:

1) the statement in form, according to appendix 1 to these rules or according to the established sample, in the form approved by the order No. 502, filled under the identity document;

2) two photographs of 3 x 4 centimeters in size;

3) copy of the identity document.

At the same time not reached sixteen years and not having the identity document, represents the copy of the certificate of birth.

4) the reference from the organization of secondary education in which it studied, in form according to appendix 2 to these rules.

9. For participation in ENT, persons provided by subitems 3) 4) and 5) of item 4 of these rules, graduates of the organizations of secondary education of last years, technical and professional or postsecondary education, the graduates of the organization of secondary education studying through the international exchange of school students abroad and also the persons, the Kazakh nationality who are not citizens of the Republic of Kazakhstan, graduated from educational institutions abroad file the following documents to linear HIGHER EDUCATION INSTITUTIONS:

1) the statement in form, according to appendix 1 to these rules or according to the established sample, in the form approved by the order No. 502, filled under the identity document;

2) two photographs of 3 x 4 centimeters in size;

3) the certificate about general secondary education, the diploma about technical and professional education, the diploma about postsecondary education (original).

At the same time graduates of calendar year of the organizations of technical and professional, postsecondary education instead of the diploma about technical and professional education or the diploma about postsecondary education, represent the certificate of training completion in the current year issued by the organization of education in which it studied with indication of code and the name of specialty (qualification) of training, in form according to appendix 3 to these rules.

4) copy of the identity document;

5) the medical certificate in form 086-U approved by the order of the acting minister of health care of the Republic of Kazakhstan of November 23, 2010 No. 907 "About approval of forms of primary medical documentation of the organizations of health care" (it is registered in the Register of state registration of regulatory legal acts at No. 6697) (further - the order No. 907);

6) receipt on payment for participation in testing.

10. For participation in ENT handicapped children and disabled people (with violations of sight, hearing, functions of the musculoskeletal device) in case of presentation of the document on establishment of disability approved by the order of the Minister of health and social development of the Republic of Kazakhstan of January 30, 2015 No. 44 "About approval of Rules of conducting medico-social examination" (it is registered in the Register of state registration of regulatory legal acts for No. 10589) if necessary in addition submit the application in any form addressed to the chairman of state commission of need of provision:

1) separate audience;

2) the assistant, not being teacher of the objects which are handed over within ENT for handicapped children and disabled people with violation of sight, functions of the musculoskeletal device and (or) the specialist knowing sign language for handicapped children and disabled people with hearing disorder.
