 According to Articles 5, 9, 16 and 20 Laws of Ukraine "About the market of electrical energy", the Regulations on the Department of Energy of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of June 17, 2020 No. 507 concerning preserving integrity and ensuring reliable and effective functioning of the integrated power system of Ukraine and for the purpose of determination of procedure for the organization concerning investigation of classification and accounting of technological violations in work of power plants, power and thermal networks and power supply systems of electric power industry of Ukraine

I ORDER:

1. Approve the Instruction about investigation and accounting of technological violations on power generation facilities and in the integrated power system of Ukraine (further - the Instruction) which is applied.

2. To the director of the department of power industry Ulitich Yu. I. submit this Instruction on state registration to the Ministry of Justice of Ukraine in accordance with the established procedure.

3. To self-supporting division "Scientific and engineering power service center" of Ukrselyenergoproyekt institute (Bilousov V. I.) enter the Instruction in the register and computer databank of the existing regulatory legal acts of Mintoplivoenergo of Ukraine.

4. To merging of the energy companies "Industry Reserve Investment Fund of Development of Power" (Haydurov G. P.) to provide the edition and receipt of necessary number of copies of this Instruction to the energy companies and the power companies.

5. The instruction about investigation and accounting of technological violations on objects of power and in the integrated power system of Ukraine

I. Terms and determinations of concepts

In this Instruction terms are used in such value:

automated control system for wind power plant (further - VES ACS) - system which is set of technical means (primary sensors, communication devices, computer facilities and so forth) and the software, intended for control of condition and parameters of operating mode of the equipment of wind power plant (further - VES) and controls of this equipment in the automatic mode or with the participation of personnel;

heat supply break - the termination of circulation of the heat carrier for any reason in thermal network or in the presence of circulation when heat energy is not released to consumers;

wrong actions - activities or divergence which brought or did not prevent emergence of technological violation;

violation of shop accounting - refusal which does not answer any of the signs given in Section 5 of this Instruction;

operating state - condition of object in case of which value of all parameters characterizing capability to perform functions, meet the requirements of normative and technical and/or design (project) documentation;

destruction - transition of object, installation to limiting condition upon which its further operation or recovery are impossible or inexpedient;

the sanitary protection zone - distance between the power company and the next residential or other buildings which is created for the purpose of protection of the population against influence of harmful production factors (harmful emissions, thermal and electromagnetic radiation, radiation, noise and so forth). It is established at the rate of not exceeding of these factors out of limits of the established predelnodopustimy sizes;

the spontaneous phenomena - exceeding of the key extreme parameters of the environment (wind speed, level and speed of movement of water, earthquake force, speed and size of ice and so forth) whom power stations and their separate elements are expected;
