These Administrative regulations of the Federal Service of troops of national guard of the Russian Federation on provision of the state service in issue to legal entity or physical person of the license for collecting and (or) exhibiting of weapon, the main parts of firearms, cartridges to weapon <1> determine terms and the sequence of ministerial procedures (actions) of officials of Rosgvardiya and her territorial authorities by provision of the state service in issue to legal entity or physical person of the license for collecting and (or) exhibiting of weapon, the main parts of firearms, cartridges to weapon.

Requirements to procedure for informing on provision of the state service

3. The procedure for receipt by applicants of information on questions of provision of the state service in issue to legal entity or physical person of the license for collecting and (or) exhibiting of weapon, the main parts of firearms, cartridges to weapon <1> includes:

Informing concerning provision of the state service, including data on the course of its provision (it is performed directly in premises of Head department of the state control and licensed and allowing work of Rosgvardiya <2>, the centers and independent departments (departments) of licensed and allowing work of territorial authorities of Rosgvardiya <3>, and also on the telephone number for enquiries (phone answerphone), with use of mass media and in the federal state information system "Single Portal of the State and Municipal Services (Functions)" (www.gosuslugi.ru) <4>);

informing on procedure for accomplishment of ministerial procedures and the course of provision of the state service (it is performed by the employee of the representative of division Rosgvardiya or the employee of division of licensed and allowing work to whom implementation of procedures for provision of the state service <7> is assigned, in case of the personal address of the applicant, and also with use of Internet network, mail service or by phone).

In case of the response to phone call the employee shall call the name of the representative of division Rosgvardiya or division of licensed and allowing work, surname, name, middle name (the last - in the presence) and position.

Time of conversation shall not exceed 5 minutes.

3.2. 5. The state service is provided by Rosgvardiya and her territorial authorities.

It is forbidden to demand from the applicant implementation of actions, including the approvals necessary for receipt of the state service and connected with the appeal to other state bodies and the organizations, except for receipts of the services included in the list of services which are federal executive bodies, State Atomic Energy Corporation "Rosatom" of the state services, necessary and obligatory for provision, and are provided by the organizations participating in provision of the state services, No. 352 <5> approved by the order of the Government of the Russian Federation of May 6, 2011.

6. Is result of provision of the state service:

issue/refusal in licensing;

renewal/refusal in renewal of the license.

Terms of provision of the state service, including taking into account need of the appeal to the organizations participating in provision of the state service, terms of issue (direction) of the documents which are result of provision of the state service

7. Terms of provision of the state service:

7.1. The issue/refusal in licensing is performed no more than 30 calendar days from the date of registration of a statement in time.

7.2. The renewal/refusal in renewal of the license is performed no more than 14 calendar days from the date of registration of a statement in time.

7.3. Licensing is performed in day of the address of the applicant after its informing on result of provision of the state service according to the procedure, the stipulated in Item 54 presents of Administrative regulations.

7.4. Issue (direction) of the notification on refusal in issue (renewal) of the license is performed within 2 working days from the date of preparation of the conclusion about refusal in licensing, stipulated in Item 47th these Administrative regulations.
