According to subitem 5.2.2.16 (1) Item 5 of the Regulations on Federal Service for Environmental, Technological and Nuclear Supervision approved by the order of the Government of the Russian Federation of July 30, 2004 No. 401 (The Russian Federation Code, 2004, No. 32, Art. 3348; 2018, to No. 29, of the Art. 4438), I order:

1. Approve the enclosed Federal regulations and rules of industrial safety "Safety rules for production of vegetable oils by method of pressing and extraction".

2. Consider not No. 72 which is subject to application the resolution of the Federal inspectorate for mining and industry of Russia of December 30, 2002 "About approval of Rules of industrial safety in production of vegetable oils by method of pressing and extraction" (it is registered by the Ministry of Justice of the Russian Federation on February 12, 2003, registration No. 4211).

3. This order becomes effective after six months from the date of its official publication.

I. General provisions

1. Federal regulations and rules of industrial safety "Safety rules for production of vegetable oils by method of pressing and extraction" (further - Rules) establish the mandatory requirements aimed at providing industrial safety, the prevention of accidents, incidents, and their effects on hazardous production facilities of production of vegetable oils (further - objects of production of oils).

Action of Rules extends to the following technological sites of objects of production of oils:

acceptance, cleaning, drying, storage, production purification, obrushivaniye of oily raw materials;

department of pod (peel, cover, shell) (further - covers);

crushing of oily raw materials, moisture thermal treatment, pressing, rough purification of oil, storage of oil and cake, preparation of material for extraction;

extraction (with systems: extractions, otgonka of the extraction solvent (further - the solvent) from the pro-extracted material, tostirovaniye, drying and chilling of meal, distillation of mistsella, recuperation of the solvent from vapor-air mixture, recuperation of the solvent from sewage), including reservoirs of the turnover solvent, reservoirs for emergency emptying of devices of the extraction line, system of catching of the solvent and sewage oil, systems of turnover water supply;

reservoirs for storage of the solvent with system of discharge of the solvent from vehicles;

reservoirs for storage of vegetable oils.

Rules are developed according to the Federal Law of July 21, 1997 No. 116-FZ "About industrial safety of hazardous production facilities" (The Russian Federation Code, 1997, No. 30, Art. 3588; 2017, No. 11, the Art. 1540) (further - the Federal Law No. 116-FZ), the Regulations on Federal Service for Environmental, Technological and Nuclear Supervision approved by the order of the Government of the Russian Federation of July 30, 2004 No. 401 (The Russian Federation Code, 2004, No. 32, Art. 3348; 2018, No. 29, Art. 4438), are also obligatory for all legal entities and individual entrepreneurs performing the activities in the field of industrial safety connected with production of vegetable oils.

3. Rules are applied in case of:

a) development of engineering procedures, development of documentation, operation, reconstruction, modernization, capital repairs, preservation and liquidation of objects of production of oils;

b) installation, adjustment, servicing, diagnosing and repair of the technical devices used on objects of production of oils;

c) expertize of industrial safety:

documentation on preservation, liquidation of objects of production of oils;

documentation on modernization of objects of production of oils if the specified documentation is not part of the project documentation of such object which is subject to examination in accordance with the legislation of the Russian Federation about town-planning activities <1>;

technical devices, buildings and constructions, declarations of industrial safety applied on objects of production of oils;

reasons for safety of objects of production of oils, and also changes made to reasons for safety of objects of production of oils.

4. When designing new or in case of modernization or reconstruction of the operating objects of production of oils in the developed documentation the project organization:

assessment of potential of explosion of technological blocks is performed;

radiuses of zones on levels of danger of possible destructions and injuring of personnel are calculated;

the conclusions about efficiency and reliability of measures and remedies are constituted, to provide to their capability explosion safety of the technological block and technological object in general according to regulations of technical documentation;

categories of rooms, buildings and outside installations on fire and explosion and fire risk are established;

need and type of system of protection by automatic installations of suppression and detection of the fire according to regulations of fire safety is established;

requirements to electrical safety are determined;

the choice of electric equipment and the electrotechnical devices on the level and types of explosion safety corresponding to categories and groups of substances is performed.

For the operating productions the category of potential of explosion of technological blocks, radiuses of demolition areas, categories of rooms, buildings and outside installations, requirements to electroinstallations in explosive and fire hazardous zones can be determined by developer of documentation or the organization specializing in development of documentation for similar objects according to requirements of normative and technical documents and these rules.

5. Commissioning new and operation of the operating objects of production of oils is made in the presence of project and technological documentation.

6. Procedure for conducting engineering procedures and works, and also conditions of safe operation of technical devices are determined by the production schedules developed and approved by the organizations operating objects of production of oils taking into account requirements of federal regulations and rules of industrial safety of "The requirement to production schedules of the chemical and technological productions" approved by the order of Federal Service for Environmental, Technological and Nuclear Supervision of December 31, 2014 No. 631 (registration No. 37426) (further - Federal regulations and rules of industrial safety of "The requirement to production schedules of chemical and technological productions" is registered by the Ministry of Justice of the Russian Federation on May 28, 2015), and also technical documentation of the organization - manufacturer of the equipment.

7. Modification of the existing technological scheme, hardware registration, of control systems, bonds, the notification and antiemergency protection is performed after modification of documentation on hazardous production facility, approved with developer of documentation or with the organization specializing in development of documentation for similar objects in the presence of positive experimental testimony of industrial safety of developed documentation, and in cases, stipulated by the legislation the Russian Federation about town-planning activities, - positive experimental testimony of the project documentation.

The made changes shall not influence negatively working capacity and safety of all technological system in general.

Application in production of new substances (solvents, absorbents, and also oil-containing materials, for example cakes) is approved with the specialized organization developing the specifications and technical documentation on process in which this substance is applied.
