About measures for prevention of noninfectious diseases, support of healthy lifestyle and increase in level of physical activity of the population

In the country measures for the prevention, treatment and control of noninfectious diseases and factors of their risk, decrease in premature death rate and population morbidity are consistently taken.

At the same time there is no effective system of coordination of preventive actions for public health care that does not allow to apply agreed measures on maintaining healthy lifestyle, maintenance of healthy food and physical activity of citizens.

There is low level of medical, sanitary and hygienic culture of the population therefore the main attention is paid to treatment of diseases, but not their prevention.

For the purpose of enhancement of mechanisms of the organization and management of prevention of noninfectious diseases, forming of healthy lifestyle and increase in level of physical activity of the population, and also according to the Presidential decree of the Republic of Uzbekistan of December 7, 2018 No. UP-5590 "About Complex Measures for Radical Enhancement of Health Care System of the Republic of Uzbekistan":

1. Approve:

The concept on prevention of noninfectious diseases, support of healthy lifestyle and increase in level of physical activity of the population for 2019 - 2022 (further - the Concept) according to appendix No. 1;

The program of measures for prevention of noninfectious diseases, support of healthy lifestyle and increase in level of physical activity of the population for 2019 - 2022 (further - the Program of measures) according to appendix No. 2.

2. Determine one of the main criteria for evaluation of efficiency of activities of heads of state bodies and the organizations - support of healthy lifestyle of group of workers, creation of all necessary conditions for increase in level of their physical activity, the organization of carrying out on regular basis of the actions directed to achievement of the specified tasks.

based on Republican educational scientific center of dietology under the Tashkent medical academy of the Center of support of healthy lifestyle and increase in physical activity of the population (further - the Center) in the form of public institution;

territorial departments of the Center under the Ministry of Health of the Republic of Karakalpakstan, managements of health care of areas and Head department of health care of Tashkent without formation of legal entity;

district (city) departments of the Center based on the centers of "Health" in case of district (city) medical associations without formation of legal entity.

4. Determine the main activities of the Center:

development and implementation of target programs of forming of healthy lifestyle, prevention and fight against noninfectious diseases and factors of their risk;

holding mass actions for promotion of healthy lifestyle, to fight against addictions, development of medical culture of the population, integration of sports and improving and sports grass-roots movement against preventive medicine;

cooperation with the international organizations for forming of healthy lifestyle, prevention and fight against noninfectious diseases;

creation of single system of monitoring of the state of health of the population, development of specific measures and assistance to implementation of recommendations about questions of strengthening of health and prolongation of life with use of modern information and innovative technologies;

carrying out regular population inspections and polls on risk factors of noninfectious diseases on the basis of international and acknowledged methodologies;

prevention and decrease in level of prevalence of the diseases connected with improper feeding, the organization of broad explanatory work and strengthening of promotion of healthy food as bases of healthy lifestyle of the population;

carrying out the scientific and practical researches directed to expansion of national production of main types of food products according to modern international standards of quality;

the organization and participation together with educational institutions in actions for preparation, retraining, advanced training and continuous professional development of personnel concerning forming of healthy lifestyle and prevention of noninfectious diseases.

5. Determine that:

The center is included into organizational structure of the Ministry of Health of the Republic of Uzbekistan and is accountable to it;

The center, its territorial departments and district (city) departments (further - territorial subdivisions) are created within the general number of staff and the salary fund of Republican educational scientific center of dietology under the Tashkent medical academy and the centers of "Health" in case of district (city) medical associations;

activities of the Center and its territorial subdivisions are financed by means of the Government budget of the Republic of Uzbekistan, the credits and grants of the international financial institutions and the organizations, charitable gifts of physical persons and legal entities, and also other sources which are not prohibited by the legislation;

the released funds from optimization of the number of staff of the centers of "Health" in case of district (city) medical associations are allocated for material stimulation of employees of the Center, its territorial subdivisions and are annually provided on the specified purposes when forming the Government budget of the Republic of Uzbekistan;
