1. Bring in the order of the Minister of Internal Affairs of the Republic of Kazakhstan of April 24, 2015 No. 395 "About approval of standards of the state services in spheres of turnover of civil and office weapon and cartridges to it, civil pyrotechnic substances and products with their application" (it is registered in the Register of state registration of regulatory legal acts No. 11211, it is published in information system of law of Ad_let of August 5, 2015) the following changes and amendments:

to be reworded as follows the standard of the state service "Licensing for Implementation of Activities for Development, Production, Repair, Trade, Collecting, Exhibiting of Civil and Office Weapon and Cartridges to It" approved by the specified order according to appendix 1 to this order;

to be reworded as follows the standard of the state service "Licensing for Implementation of Activities for Development, Production, Trade, Use of Civil Pyrotechnic Substances and Products with Their Application" approved by the specified order according to appendix 2 to this order;

in the standard of the state service "Issue of the Direction to Physical Persons and Legal Entities on Sale on Commission of Civil and Office Weapon and Cartridges to It" approved by the specified order:

2. To provide to committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) in established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

3) within ten calendar days from the date of state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic type in the Republican state company on the right of economic maintaining "The republican center of legal information" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Standard of the state service "Licensing for Implementation of Activities for Development, Production, Repair, Trade, Collecting, Exhibiting of Civil and Office Weapon and Cartridges to It"

Chapter 1. General provisions

1. The state service "Licensing for Implementation of Activities for Development, Production, Repair, Trade, Collecting, Exhibiting of Civil and Office Weapon and Cartridges to It" (further - the state service).

2. The standard of the state service is developed by the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial subdivisions of the Ministry (further - the service provider).

Reception of an application and issue of result of rendering the state service is performed by means of the web portal of "the electronic government" (further - the Portal).

Chapter 2. Procedure for rendering the state service

4. Terms of rendering the state service:

when licensing and (or) appendices to the license - 15 (fifteen) working days;

in case of renewal of the license and (or) appendix to the license by reorganization of legal person licensee in the form of allocation or separation - 15 (fifteen) working days;

in case of renewal of the license and (or) appendix to the license - 3 (three) working days.

The service provider within two working days from the moment of receipt of documents by means of the Portal of uslugopoluchatel checks completeness of the submitted documents. In representation cases uslugopoluchatel of incomplete document package according to the list provided by the standard of the state service, and (or) documents with the expired effective period the service provider refuses reception of an application.

5. Form of rendering the state service - electronic (completely automated).

6. Result of rendering the state service - the license and (or) appendix to the license, renewal of the license and (or) appendix to license for activities on development, production, repair, trade, collecting, exhibiting of civil and office weapon and cartridges to it or the motivated answer about refusal in rendering the state service electronically in cases and on the bases, stipulated in Item 10 these standards.

Form of provision of result of rendering the state service: electronic.

The result of the state service goes to uslugopoluchatel to "personal account" in electronic form, the authorized person of the service provider certified by the EDS.

7. The state service is rendered on paid basis to physical persons and legal entities (further - uslugopoluchatel).

For rendering the state service the state fee according to article 554 of the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget" is collected.

When rendering the state service in the budget for the location of uslugopoluchatel the license fee is paid for the occupation right by separate types of activity:

1) the license fee when licensing for the occupation right this type of activity constitutes 10 (ten) monthly settlement indicators (further - MRP);

2) the license fee for renewal of the license constitutes ten percent from rate when licensing, but no more than 4 (four) MRP.

8. The working schedule of the Portal - round the clock, except for technical breaks in connection with carrying out repair work. In case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan. request in electronic form according to appendix 1 and 2 to this standard of the state service, certified by the digital signature (further - the EDS) uslugopoluchatel;

the electronic copy of personal leaf on registration of personnel;

the electronic copy of the medical certificate about lack of contraindications to ownership of weapon;

electronic copy of the certificate of check of knowledge of rules of safe handling of weapon;

2) for subspecies of activities for development of civil and office weapon and cartridges to it:

the electronic copy of set of normative and technical documents in the field of development of weapon, design documentation on the main (basic) models of weapon and (or) types of cartridges;

electronic copies of the documents confirming the property right or leases of the equipment and the equipment and lease of technological base;

electronic copies of acceptance acts in operation of object, systems and installations of fire automatic equipment;

the electronic copy of technical documentation with the description of the tactical technical characteristics planned to development of weapon and cartridges to it;

electronic copies of technical documentation, instructions, provisions and normative and technical documents on safe development of pilot models of weapon and cartridges to it;

the electronic copy of the insurance contract on indemnification to the third parties;

the electronic copy of the agreement on rendering security services;

3) for subspecies of activities for production of civil and office weapon and cartridges to it:

the electronic copy of set of normative and technical and scientific and technical documents concerning production of weapon and cartridges to it;

electronic copies of the documents confirming the lease right on it is production technical base;

electronic copies of acceptance acts in operation of object, systems and installations of fire automatic equipment;

the electronic copy of the protocol on intentions or the agreement (contract) for production of weapon and cartridges to it with the subject having the right of acquisition and use of weapon;

the electronic copy of technical documentation with the description of the tactical technical characteristics planned to production of weapon and cartridges to it;

electronic copies of technical and accounting documentation, instructions, provisions and normative and technical documents on safe works, and also documents on accounting and storage of materials, semifinished products (procurements), accessories, finished and defective products on: to accounting of details, assembly units and finished products in the course of their production, transportation and storage;

the electronic copy of the insurance contract on indemnification to the third parties;

the electronic copy of the agreement on rendering security services;

4) for subspecies of activities for repair of civil and office weapon and cartridges to it:

electronic copies of the documents confirming availability of special knowledge of repair of weapon (the diploma, the certificate, the statement from the service record);

electronic copies of the documents confirming the right of lease of specialized workshop;

electronic copies of acceptance acts in operation of object, systems and installations of fire automatic equipment;

electronic copies of the documents specifying availability of the corresponding equipment and equipment for repair of weapon;

electronic copies of technical and accounting documentation, instructions, provisions and normative and technical documents on safe works;

the electronic copy of the agreement on rendering security services;

5) for subspecies of activities for trade in civil and office weapon and cartridges to it:

electronic copies of the documents confirming the right of lease of specially equipped rooms for storage, realization of weapon and cartridges to it, hunting gunpowder;

electronic copies of acceptance acts in operation of object, systems and installations of fire automatic equipment;

the electronic copy of the agreement on rendering security services;

6) for subspecies of activities for collecting of civil and office weapon and cartridges to it:

electronic copies of documents of title or the lease agreement of rooms for storage of collection weapon;

electronic copy of the act of installation of the security alarm system;

electronic copy of the contract for protection of object (room) with storage of weapon;

electronic copies of acceptance acts in operation of object, systems and installations of fire automatic equipment;

7) for subspecies of activities for exhibiting of civil and office weapon and cartridges to it:

electronic copies of documents of title or the lease agreement of the certain rooms equipped with the security alarm system with the locked show-windows, safes or metal cases;

electronic copies of acceptance acts in operation of object, systems and installations of fire automatic equipment (for legal entities);

electronic copy of the act of installation of the security alarm system;

electronic copy of the contract for the round-the-clock protection of object (room) with storage of weapon;

form of data to the license for activities for development, production, repair, trade, collecting and exhibiting of civil and office weapon and cartridges to it according to appendix 3 to this standard of the state service;

8) for renewal of the license and (or) appendix to the license:

request in electronic form, according to appendix 1 and 2 to this standard of the state service, the uslugopoluchatel certified by the EDS;
