1. The rules of assignment of personal identification numbers codes approved by the specified order to be reworded as follows according to appendix to this order.

2. To provide to committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Finance of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. This order becomes effective after ten calendar days after day of its first official publication.

Rules of assignment of personal identification numbers codes

Chapter 1. General provisions

1. These rules of assignment of personal identification numbers codes (further - Rules) are developed according to subitem 8-2) of Item 2 of article 4 of the Law of the Republic of Kazakhstan of July 16, 1999 "About state regulation of production and turnover of ethyl alcohol and alcoholic products" and determine procedure for assignment of personal identification numbers codes on the made and imported ethyl alcohol and alcoholic products (except beer and beer drink).

2. Personal identification numbers codes are appropriated to producers and importers of the ethyl alcohol and alcoholic products (except beer and beer drink) made in the Republic of Kazakhstan or imported on the territory of the Republic of Kazakhstan.

Chapter 2. Procedure for assignment of personal identification numbers codes

Producers and importers (further - applicants) ethyl alcohol and wine material in electronic form by means of the information system "Control over Production and Turnover of Alcoholic Products with Use of Accounting and Control Brands with Holographic Protective Element" (the www.kgd.gov.kz web portal activities information systems IS UKM) (further - information system), and also through non-commercial joint-stock company "The Governments for Citizens state corporation (further - the State corporation) represent to bodies of state revenues on areas, the cities of republican value and the capital (further - body of state revenues) the statement on assignment of personal identification numbers codes on ethyl alcohol and/or wine material in form according to appendix 1 to these rules, not later than 5 (five) working days prior to implementation of production and/or import of ethyl alcohol.

In case of lack of personal identification numbers codes on alcoholic products the applicant of alcoholic products by means of information system submits in body of state revenues the application for drawing barcode on accounting and control brands in form according to appendix 6 to the Rules of obtaining, accounting, storage, issue of excise and accounting and control stamps and submission of the obligation, report of importers on target use of accounting and control brands when importing alcoholic products to the Republic of Kazakhstan approved by the order of the Minister of Finance of the Republic of Kazakhstan of February 8, 2018 No. 144 (it is registered in the Register of state registration of regulatory legal acts at No. 16437).

4. Reception of applications through the State corporation is performed according to the procedure of "electronic" queue, in place of registration of uslugopoluchatel without the accelerated servicing, possibly booking of electronic queue by means of the portal.

5. The body of state revenues within 2 (two) working days from receipt date of the statement by means of information system specified in Item 3 of these rules appropriates personal identification numbers codes or refuses their assignment.

In the State corporation issue of personal identification number code is performed based on the receipt on acceptance of the relevant documents, in case of presentation of the identity certificate (or his representative under the notarized power of attorney).

6. The body of state revenues refuses assignment of personal identification numbers codes in the following cases:

1) lack of statement on registration accounting as the taxpayer performing separate types of activity in the location of the taxation objects and (or) objects connected with the taxation according to article 88 of the Code of the Republic of Kazakhstan of December 25, 2017 "About taxes and other obligatory payments in the budget" (Tax code);

2) availability of the appropriated personal identification number code on ethyl alcohol and alcoholic products (except beer and beer drink).

7. In case of receipt of refusal in assignment of personal identification number code in cases, stipulated in Item 6 these rules, the applicant repeatedly submits the application for assignment of personal identification number code according to the procedure, established by these rules.

8. In case of creation of personal identification numbers codes in information system the structure of facet system of coding in form according to appendix 2 to these rules is used.

9. In case of disagreement with results of consideration of the application, the applicant takes a legal action according to the procedure, established by the legislation of the Republic of Kazakhstan.
