About first-priority measures for strengthening of material and technical resources of the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan

As a result of implementation of state programs of reforming of health care system large-scale events for strengthening of material and technical resources of the medical organizations are held. For 2010 - 2018 within annually implementable investing programs in 830 medical organizations installation and construction works for the total amount of 3,3 of one trillion bags are carried out.

For 2010 - 2018 the amount of the raised funds allocated for strengthening of material and technical resources of the medical organizations made 2,8 of one trillion sum of capital investments at the expense of means of the state trust funds and 493 mln. dollars of the USA of foreign investments at the expense of the attracted loans and grants of the international financial institutions and the foreign government financial organizations.

At the same time, the level of equipment of the medical organizations by modern medical equipment remains unsatisfactory, in particular, there is not transparent process of implementation of modern mechanisms of determination of types and requirement quantity in equipment of the medical organizations by medical equipment based on objective data, and also not satisfactory situation regarding effective use of the purchased medical equipment, because of shortage of qualified personnel.

For the purpose of further strengthening of material and technical resources of the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan the Cabinet of Ministers decides:

1. Approve:

the list of the medical organizations which are subject to equipment by medical equipment in first-priority procedure according to appendix No. 1;

the list of medical equipment, component parts, spare parts and consumable materials which are purchased SUE Ozmedimpeks according to appendix No. 2;

"Road map" on the accelerated application of funds of the international financial institutions and foreign government financial organizations on strengthening of material and technical resources of the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan, according to appendix No. 3;

structure of the working group on selection of the best offers on purchase of medical equipment, component parts, spare parts and consumable materials (further - the Working group) according to appendix No. 4.

2. Determine the Ministry of Health of the Republic of Uzbekistan the customer on acquisition of medical equipment, component parts, spare parts and consumable materials.

3. To working group in ten-day time, according to the procedure of exception to make selection of the best offers on quality, the price and delivery dates of medical equipment, component parts, spare parts and consumable materials, according to the specification approved in accordance with the established procedure.

Resolve SUE Ozmedimpeks, according to the procedure of exception, the conclusion of import contracts with producers or official dealers on delivery of medical equipment, component parts, spare parts and consumable materials with delivery to the medical organizations on the basis of solutions of working group.

4. Grant to the Working group the right to bring in need of change in the list of medical equipment, component parts, spare parts and consumable materials approved by this resolution within the funds allocated by the Ministry of Finance of the Republic of Uzbekistan.

5. To the Ministry of Health of the Republic of Uzbekistan weekly to inform heads of the medical organizations on process of delivery of medical equipment, component parts, spare parts and consumable materials, according to appendix No. 1 to this resolution.

6. To the Ministry of Health of the Republic of Uzbekistan together with the Ministry of Finance of the Republic of Uzbekistan and the State committee of the Republic of Uzbekistan on investments in a month on the basis of critical studying to make offers on enhancement of the mechanism and procedures of equipment of the medical organizations in the Cabinet of Ministers of the Republic of Uzbekistan: from determination of requirement before commissioning of medical and other specialized equipment, technical and economic calculations including procedures of development (further - TER), selection and purchase, development of working documentation and carrying out tender (tender).

7. To the Ministry of Health of the Republic of Uzbekistan:

in two weeks to create the list of the medical organizations of system of the Ministry of Health with the address list of medical equipment and the consumable materials which are subject to equipment with the assistance of Fund of economic development and cooperation of "EDCF";

in two-month time to develop the project documentation on projects implementation on equipment of the medical organizations and to bring in the State committee of the Republic of Uzbekistan on investments and the Ministry of Finance of the Republic of Uzbekistan;

in a month to develop TER of the "Equipment by the Modern Diagnostic and Medical Equipment of Urological Departments of Regions of the Republic of Uzbekistan" project with participation of the Kuwaiti Fund of the Arab Economic Development (KFAED) and to bring on approval in the State committee of the Republic of Uzbekistan on investments and the Ministry of Finance of the Republic of Uzbekistan.

8. To the state committee of the Republic of Uzbekistan on investments:

take measures for the accelerated attraction of financial resources of Fund of economic development and cooperation of "EDCF" for purchase of necessary medical equipment and consumable materials;

if necessary with departure into place to take measures for renewal of the "Equipment by the Modern Diagnostic and Medical Equipment of Urological Departments of Regions of the Republic of Uzbekistan" project with participation of the Kuwaiti Fund of the Arab Economic Development (KFAED).

9. Assign providing to the Minister of Health of the Republic of Uzbekistan, the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and Tashkent:

preparation of premises of the medical organizations for installation and installation of the medical equipment acquired within this resolution;

monitoring and control of installation and effective use of the purchased medical equipment and consumable materials.

10. To the Ministry of Finance of the Republic of Uzbekistan to allocate in 2019 to the Ministry of Health of the Republic of Uzbekistan the means necessary for purchase and delivery of medical equipment, component parts, spare parts and consumable materials, according to appendix No. 2 to this resolution, at the expense of additional sources of the republican budget of the Republic of Uzbekistan.

11. And SUE O zmedimpeks" to provide to the Ministry of Health of the Republic of Uzbekistan acquisition of high-quality medical equipment, component parts, spare parts and consumable materials, taking into account the price, purpose, compliance to standards of ecological and technical safety.

12. To impose control of execution of this resolution on the deputy prime minister - the Minister of Finance of the Republic of Uzbekistan D. A. Kuchkarov, the deputy prime minister of the Republic of Uzbekistan - the chairman of the State committee of the Republic of Uzbekistan on investments S. R. Holmuradov, the deputy prime minister of the Republic of Uzbekistan A. A. Abdukhakimov and the Minister of Health of the Republic of Uzbekistan A. K. Shadmanov.
