About introduction of amendments to some acts of the Government of the Russian Federation

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. Determine that release and implementation of the state housing certificates for the purpose of provision of housing for categories of citizens which state obligations on provision of housing are established by the federal legislation within implementation of the state program of the Russian Federation "Providing with affordable and comfortable housing and utilities of citizens of the Russian Federation" is performed according to the procedure, established by Rules of release and implementation of the state housing certificates within implementation of the departmental target program "Rendering the State Support to Citizens in Provision of Housing and Payment of Housing and Communal Services" of the state program of the Russian Federation "Providing with affordable and comfortable housing and utilities of citizens of the Russian Federation", "Providing with affordable and comfortable housing and the utilities of citizens of the Russian Federation" approved by the order of the Government of the Russian Federation of March 21, 2006 No. 153 "About approval of Rules of release and implementation of the state housing certificates within implementation of the departmental target program "Rendering the State Support to Citizens in Provision of Housing and Payment of Housing and Communal Services" of the state program of the Russian Federation.

3. Recognize invalid acts of the Government of the Russian Federation according to the list according to appendix.

1. Selection criteria of banks affirm the executive in charge of the Program in coordination with the Central bank of the Russian Federation.

The banks which are selected earlier for participation in implementation of the subprogramme "Provision of housing for young families" for the federal target program "Dwelling" for 2015 - 2020 or the main action "Provision of housing for young families" for the Program can participate in realization of the specified action.

It is supposed that the banks applying for participation in action for provision of housing for young families of the departmental target program "Rendering the State Support to Citizens in Provision of Housing and Payment of Housing and Communal Services" of the Program shall correspond to the following conditions:

experience of housing crediting of the population (term of implementation of housing crediting of the population more than one year);

absence of debt on payment of tax payments before budgets of all levels;

accomplishment of obligatory standard rates of the banks established by the Central bank of the Russian Federation;

lack of losses for the last accounting year;

availability of internal structural division of bank in the territory of the subject of the Russian Federation participating in realization of action.

Selection of banks for participation in implementation of actions on provision of housing for citizens at the expense of means of the federal budget with use of the state housing certificates within the departmental target program "Rendering the State Support to Citizens in Provision of Housing and Payment of Housing and Communal Services" of the Program is performed by the executive in charge of the Program or for its decision federal state institution "The Joint Directorate on Realization of Federal Investing Programs" of the Ministry of Construction and Housing and Communal Services of the Russian Federation on competitive basis. Conditions and procedure for carrying out tender affirm the executive in charge of the Program.

Check of accomplishment of actions for provision of housing for citizens at the expense of means of the federal budget with use of the state housing certificates within the departmental target program "Rendering the State Support to Citizens in Provision of Housing and Payment of Housing and Communal Services" of the Program by executive bodies of subjects of the Russian Federation, local government bodies of the closed administrative-territorial educations, local government bodies of municipalities which borders include the territories which were earlier entering the closed administrative-territorial educations and administration of Baikonur is performed by federal state institution "The Joint Directorate on Realization of Federal Investing Programs" of the Ministry of Construction and Housing and Communal Services of the Russian Federation on the following indicators:

the number of the certificates issued to citizens - to participants of the Program, and the size of the means of the federal budget provided on their realization;

the number of the realized certificates and the size of the means of the federal budget spent for provision of social payments;

other indicators according to the decision of the executive in charge of the Program.
