About approval of the Regulations on maintenance of the equipment of the companies of mining and metallurgical complex

According to the Regulations on the Ministry of industrial policy of Ukraine approved by the Decree the President of Ukraine of September 21, 2001 N 849, and for the purpose of enhancement of the organization of maintenance of the equipment I ORDER:

1. Approve Regulations on maintenance of the equipment of the companies of mining and metallurgical complex it (is applied).

2. (V. K. Granovsky) to provide to department of metallurgical industry together with Legal management (M. M. Davidchuk) registration of this order in the Ministry of Justice of Ukraine.

3. To assign the edition and distribution of the Regulations on maintenance of the equipment of the companies of mining and metallurgical complex (according to requests of the companies) to their developer - the State institute of work and social and economic researches (GIT SEI, the director V. N. Mayorchenko).

To department of metallurgical industry (V. K. Granovsky) and to the State institute of work and social and economic researches (GIT SEI, the director V. N. Mayorchenko) to organize holding seminars for specialists of repair services of the companies of mining and metallurgical complex of Ukraine.

4. (V. K. Granovsky) and to the State institute of work and social and economic researches (GIT SEI, the director V. N. Mayorchenko) to provide to department of metallurgical industry reduction in compliance to requirements of this provision all existing departmental regulations on maintenance of the equipment.

5. To heads of the companies of mining and metallurgical complex irrespective of patterns of ownership which include the field of activity of Minprompolitiki of Ukraine, further to be guided by this Provision and to provide reduction in compliance to it the internal ordering documents concerning maintenance of the equipment.

6. (V. K. Granovsky) and to the State institute of work and social and economic researches (GIT SEI, the director V. N. Mayorchenko) to provide to department of metallurgical industry bringing to Minprompolitiki's companies of Ukraine information on approval of the mentioned Provision.

7. I reserve control over the implementation of this order.

Regulations on maintenance of the equipment of the companies of mining and metallurgical complex

1. General provisions

1.1. This Provision determines general requirements, the basic principles, procedure for carrying out maintenance (further-) and the list of the works performed in time the equipment of the mining, ore dressing, coke-chemical companies, companies for production of pellets, ferroalloys, refractory materials, lomopererabatyvayushchy, agglomerative, melting, rolling divisions, divisions of production of pipes, rail fastenings, the hardware companies, balloon divisions, the companies making raw materials and semifinished products for the listed companies and divisions of the companies (further - the companies of mining and metallurgical complex), and also ensuring reliability, profitability, fulfillment of requirements of labor protection and the surrounding environment is directed to maintenance in technically serviceable condition of the equipment.

1.2 This Provision extends to the organization of works on THAT the mechanical, electrotechnical and energy equipment.

1.3 Requirements of this provision extend to the companies of mining and metallurgical complex of all patterns of ownership.

1.4 The provision does not extend to devices and the equipment of gas and thermal control, communication, alarm systems. Content, and repair of this equipment is regulated by other regulatory legal acts.

1.5 For the companies of mining and metallurgical complex of Ukraine the organization, procedure and structure of actions on THAT the equipment is regulated by such regulating documents:

1.5.1 The state and industry standards of system of maintenance and repair of equipment and the corresponding rules of technical operation (further - PTE) the companies of mining and metallurgical complex, PTE of separate types of the equipment.

1.5.2 This Provision.

1.5.3 The regulations on maintenance of the equipment of the mining companies approved by Minprompolitiki's order of Ukraine of 04.07.2003 of N 281, registered in Ministry of Justice of Ukraine 22.08.2003 for N733/8054, and other regulatory legal acts.

1.6 At the company local acts on THAT the equipment (management, instructions, standards, provisions and so forth) which consider specifics of production and local conditions, taking into account requirements of this provision are drafted.

1.7 Local acts of the companies for questions of the equipment shall answer the regulatory legal acts listed in Item 1.5 of this provision, including concerning labor protection, and to acts of normative and technical nature.

1.8 Responsible for equipment condition, the organization of the equipment and compliance of local acts of the company for questions to requirements of the regulations listed in Item 1.5 of this provision there is head or person authorized by it and chief specialists of the company, and also heads of structural divisions and specialists within their job responsibilities.
