I ORDER:

1. Bring in the order of the Minister of national economy of the Republic of Kazakhstan of April 21, 2015 No. 347 "About approval of standards of the state services rendered by the Ministry of national economy of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts for No. 11079, it is published on May 22, 2015 in information system of law of Ad_let) the following changes:

to state the standard of the state service "Licensing for Import and (or) Export of Separate Types of Goods" approved by the specified order in edition, according to appendix 1 to this order;

to state the standard of the state service "Issue of the Import Permit and (or) Import of Separate Types of Goods on the Territory of the Republic of Kazakhstan" approved by the specified order in edition, according to appendix 2 to this order;

in the standard of the state service "Licensing for the Occupation Right Dealer Activities in the field of Commodity Exchanges" approved by the specified order:

"4. Terms of rendering the state service:

in case of the appeal to the State corporation or on the portal:

issue of result of rendering state within 5 (five) working days;

renewal of the license within 3 (three) working days;

the maximum allowed time of expectation in queue in case of delivery of necessary documents - 15 (fifteen) minutes;

the maximum allowed time of servicing of uslugopoluchatel - 20 (twenty) minutes.

Day of documents acceptance does not enter rendering the state service in time, at the same time the service provider represents to the State corporation result of rendering the state service a day before the termination of term of rendering the state service.

5. Form of rendering the state service: electronic (completely automated).

Form of provision of result of rendering the state service: electronic.

In case of the address of uslugopoluchatel through the portal the result of the state service goes to uslugopoluchatel to "personal account" in electronic form, the authorized person of the service provider certified by the EDS.

7. The state service is rendered to legal entities on paid basis.

According to the Code of the Republic of Kazakhstan of December 25, 2017 "About taxes and other obligatory payments in the budget (Tax code)" the license fee is paid in the budget for the location of uslugopoluchatel before submission of the relevant documents to the service provider by non-cash money transfer through the banks or the organizations performing separate types of banking activities:

1) for licensing - 5 (five) monthly settlement indicators;

2) for renewal of the license - 0,5 monthly settlement indicator.

In case of submission of the electronic statement on receipt of the license through the portal, payment is performed through payment gateway of "the electronic government" (further - PShEP). In case of advance payment the electronic copy of the payment document joins.";

1) in the State corporation:

2) on the portal:

for receipt of the license:

the statement in form, according to appendix 1 to this standard of the state service, in electronic form, the uslugopoluchatel certified by the EDS;

the electronic copy of the payment document confirming payment in the budget of the license fee on the occupation right with separate types of activity or data on payment of the license fee if payment is made through PShEP;

the electronic form of data on compliance to qualification requirements to activities of stock dealers specified in appendix 2 to this standard of the state service.

For renewal of the license:

the statement in form according to appendix 3 to this standard of the state service;

the electronic copy of the payment document confirming payment in the budget of the license fee on the occupation right with separate types of activity or data on payment of the license fee if payment is made through PShEP;

electronic copies of the documents containing information on changes, which formed the basis for renewal of the license and (or) appendix to the license, except for documents from which information contains in the state information systems.

Reclamation from uslugopoluchatel of documents which can be received from information systems is not allowed.

Data on identity documents, on state registration (re-registration) of the legal entity, on the license, on payment of the license fee (in case of payment through PShEP), are provided to the service provider from the corresponding state information systems through lock of "the electronic government".

Uslugopoluchatel gives the written consent to use of the data which are the secret protected by the law, containing in information systems.

In case of documents acceptance employees of the State corporation reproduce electronic copies of documents then return originals to uslugopoluchatel.

In the State corporation issue of ready documents to uslugopoluchatel is performed by his worker based on the receipt, in case of presentation of the identity certificate (or his representative by proxy).

In cases if the uslugopoluchatel did not address for result of the state service in the time specified in it, the State corporation provides its storage within one month then transfers them to the service provider for further storage.

In case of the address through the portal to uslugopoluchatel in "personal account" the status about adoption of the statement with indication of the date of receipt of result of the state service is displayed.";

to state heading of Chapter 3 in the following edition:

"Chapter 3. Procedure for appeal of decisions, actions (failure to act) of the central state bodies, and also service providers and (or) their officials, the State corporation and (or) their workers concerning rendering the state services";

to state part one of Item 11 in the following edition:

"11. Appeal of decisions, actions (failure to act) of the service provider and (or) their officials: the claim is submitted addressed to the head of the service provider to the address specified in Item 14 of the standard of the state service or to the address: 010000, city of Astana, Prospekt Mang_l_k El, house No. 8, building "House of the ministries", entrance 7, phone 8 (7172) 74-28-09, fax 8 (7172) 74-31-48.";
