1. 6) to state the subitem in the following edition:

"6) regulations of the state service "The License for Designing (Technological) and (or) Operation of Mining Facilities (Hydrocarbons), Petrochemical Productions, Operation of Trunk Gas Pipelines, Oil Pipelines, Oil Pipelines in the field of Hydrocarbons" according to appendix 6 to this order;";

to be reworded as follows the regulations of the state service "Issue of Permissions to Burning in Torches of Associated and (or) Natural Gas during the Testing of Objects of Wells, Test Operation of the Field, Technologically Inevitable Combustion of Gas in case of Commissioning, Operation, Maintenance and Repair Work of Processing Equipment" approved by the specified order according to appendix 1 to this order;

to be reworded as follows the regulations of the state service "Issue of Construction Licences or Placement of Sea Construction" approved by the specified order according to appendix 2 to this order;

to be reworded as follows the regulations of the state service "Licensing for Designing (Technological) and (or) Operation of Mining Facilities (Hydrocarbonic Raw Material), Petrochemical Productions, Operation of Trunk Gas Pipelines, Oil Pipelines, Oil Pipelines in the field of Oil and Gas" approved by the specified order according to appendix 3 to this order;

to be reworded as follows the regulations of the state service "Accreditation of the Gas-network Organizations" approved by the specified order according to appendix 4 to this order.

2. In spheres of hydrocarbons and subsurface use of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan to provide to department of the state control:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Issue of Permission to Burning in Torches of Sour Gas"

Chapter 1. General provisions

1. The state service "Issue of Permission to Burning in Torches of Sour Gas" (further - the state service) appears the Department of Energy of the Republic of Kazakhstan (further - the service provider).

Reception of applications and issue of results of rendering the state service is performed through the web portal of "the electronic government": www.egov.kz, www.elicense.kz (further - the portal).

2. Form of the rendered state service: electronic (completely automated).

3. Result of rendering the state service - permission to burning in torches of sour gas (further - permission) or motivated refusal in issue of permission (further - motivated refusal).

Form of provision of result of rendering the state service: electronic.

Chapter 2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

The basis for the procedure (action) for rendering the state service is availability of the statement of the uslugopoluchatel in form according to the standard of the state service "Issue of Permission to Burning in Torches of Sour Gas" approved by the order of the Minister of Energy of the Republic of Kazakhstan of February 23, 2015 No. 132 "About approval of standards of the state services of the Department of Energy of the Republic of Kazakhstan in spheres of hydrocarbons and gas and gas supply" (registered in the Register of state registration of regulatory legal acts for No. 11279) (further - the Standard) with the enclosed documents (further - the statement), served to the service provider electronic method.

5. Contents of each procedure (action), being part of process of rendering the state service, accomplishment duration:

1) registration in day of receipt of the statement for receipt of the state service by the worker of the service provider who arrived through the portal from uslugopoluchatel and its transfer for consideration to management of the relevant structural division of the service provider (further - management of the service provider);

2) within six hours:

determination by management of the service provider of the responsible chief of the department or ranking officer (further - the contractor);

determination by the chief of the department of the contractor;

3) consideration by the contractor within twelve hours of completeness according to the list, specified in Item 9 of the Standard;

in case of factual determination of incompleteness of the submitted documents:

the contractor during the term specified in paragraph one of this subitem prepares the project of motivated refusal in further review of the statement;

within six hours:
