1. Determine that the Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications is the federal executive body performing functions on the organization of creation and functioning of the Center of monitoring and management of communication network public, and also on the organization of creation of information system of monitoring and management of communication network public.

2. Add Item 5 of the Regulations on radio-frequency service approved by the order of the Government of the Russian Federation of May 14, 2014 No. 434 "About radio-frequency service" (The Russian Federation Code, 2014, No. 20, Art. 2542; No. 47, Art. 6554; 2018, No. 22, Art. 3171; 2018, No. 40, Art. 6142), subitem "sh" of the following content:

"x) creation and functioning of the Center of monitoring and management of communication network public, and also creation, operation and development of information system of monitoring and management of communication network public.".

3. To the ministry of digital development, communication and mass communications of the Russian Federation:

till May 1, 2019 to provide to the Government of the Russian Federation the federal law draft about determination of types of information represented to information system of monitoring and management of communication network public without fail and also projects of other regulatory legal acts necessary for implementation of this resolution;

till January 1, 2020 to approve in coordination with Federal Security Service of the Russian Federation regulations of interaction of information system of monitoring and management of communication network public with the state information systems, including with the state detection system, preventions and mitigations of consequences of the computer attacks.

4. To Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications:
