About introduction of amendments to some resolutions of the Cabinet of Ministers of Ukraine concerning military accounting

The Cabinet of Ministers of Ukraine decides:

Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine

1. In the Regulations on military commissariats approved by the resolution of the Cabinet of Ministers of Ukraine of June 3, 2013 No. 389 (The Official Bulletin of Ukraine, 2013, No. 42, Art. 1503; 2015, No. 46, Art. 1487):

Item 8 to state 1) in the following edition:

"8. Task of military commissariats according to the assigned obligations is the management of military accounting of recruits and persons liable for call-up in the territory of the corresponding administrative and territorial unit, control of its condition, including in the local executive bodies, local government bodies and bodies providing functioning of system of military accounting of recruits and persons liable for call-up in the territory of the corresponding administrative and territorial unit (except the SSU), carrying out appeal of citizens on military service in peace and wartime, carrying out candidate screen for acceptance on military service under the contract, participation in selection of citizens for service in war reserve of Armed Forces, preparation and carrying out during the special period of mobilization of human and transport resources, providing social and legal protection of the military personnel, persons liable for call-up and reservists, called on educational (or checking) and special charges in Armed forces (further - charges), veterans of war and military service, pensioners from among the military personnel of Armed Forces (further - pensioners) and members of their families, participation in military patriotic education of citizens, implementation of measures for preparation and conducting territorial defense, other actions for questions of defense according to the legislation.";

Item 9 after the paragraph of the fourth to add 2) with new paragraphs of the following content:

"filling and refining of the database of the Unified state register of persons liable for call-up (further - the Register);

2. According to the procedure of conducting special check concerning persons who apply for holding the posts which provide occupation of responsible or especially responsible provision, and positions with the increased corruption risk, No. 171 approved by the resolution of the Cabinet of Ministers of Ukraine of March 25, 2015 (The Official Bulletin of Ukraine, 2015, No. 28, of the Art. 812, No. 36, of the Art. 1085):

The subitem 6 of Item 5 after the words "the relation of person to" add 1) with the word to "accomplishment";

The subitem 6 of Item 8 to state 2) in the following edition:

"6) copy of the military and accounting document: for the recruit - the certificate of addition to the draft site; for the person liable for call-up - the military ID or the temporary certificate of the person liable for call-up; for the military personnel - the identity certificate of the serviceman;";

3) in Item 9:

state subitem 9 in the following edition:

"9) the Ministry of Defence - concerning person to execution of military duty (concerning the military personnel of Armed Forces), military commissariats of the Autonomous Republic of Crimea, areas, of Kiev and Sevastopol - concerning person to execution of military duty (except cases of personal and high-quality accounting of persons liable for call-up of the SSU, Service of foreign intelligence);";

add Item with the subitem 10 of the following content:

"10) Service of foreign intelligence - concerning person to execution of military duty (in case of stay of the person liable for call-up on personal and high-quality accounting in Service of foreign intelligence).".

3. According to the procedure of the organization and conducting military accounting of recruits and persons liable for call-up, No. 921 approved by the resolution of the Cabinet of Ministers of Ukraine of December 7, 2016 (The Official Bulletin of Ukraine, 2016, No. 99, the Art. 3230):

"Executive committees of village, settlement and city councils" shall be replaced with words 1) in Item 1 of the word "executive bodies of village, settlement, city councils and executive offices of regional, regional councils";

Item 5 to add 2) with the paragraph of the following content:

"For ensuring military accounting the Unified state register of persons liable for call-up - the automated information telecommunication system which is intended for collection, storage, processing and use of data on persons liable for call-up (recruits) is created.";

The word "data" to replace 3) in Item 7 with the word "signs";

To exclude 4) in Item 8 of the word "in coordination with the Ministry of Defence";

5) in Item 10:

the paragraph one after words of "military accounting" to add with words "(The unified state register of persons liable for call-up)";

"3) at the companies, in organizations and the organizations in the presence on military accounting:

Item 53 to state 24) in the following edition:

"53. The local state administrations, executive bodies of city councils of the cities of regional value shall:

notify monthly to the 5th district (city) military commissariats on registration, liquidation of the companies, organizations and organizations registered (liquidated) in the territory of the corresponding administrative and territorial units (in case of availability) (appendix 6);

issue annually till February 1 of the order of chairmen of the regional, district state administrations, city chairmen of the cities of regional value about condition of military accounting in the territory of the corresponding administrative and territorial units for last year and tasks the next year based on information of regional, district (city) military commissariats on condition of military accounting in year and offers on its improvement next year, analysis results of reporting data, the held events and checks of condition of military accounting in the territory of the corresponding administrative and territorial units for last year, offers on conducting checks of condition of military accounting and reconciliations of accounting data the next year.

Orders of heads of the Regional State Administrations determine tasks by methodical ensuring military accounting of recruits and persons liable for call-up and advanced training of officials, ensuring functioning of system of military accounting of recruits and persons liable for call-up in the territory of the corresponding administrative and territorial unit and plans of conducting checks of condition of military accounting affirm. The specified orders go annually till February 10 to operational commands according to military administrative division of the territory of Ukraine, are brought to the attention of the district state administrations, executive bodies of city councils of the cities of regional value and regional military commissariats.

Orders of heads of the district state administrations, city chairmen of the cities of regional value determine tasks by methodical ensuring military accounting of recruits and persons liable for call-up and advanced training of officials, plans of conducting checks by district (city) military commissariats of condition of military accounting, plans of reconciliation of accounting these executive bodies of village, settlement, city councils, companies, organizations and organizations in the territory of the corresponding administrative and territorial units with accounting data of district (city) military commissariats affirm. The specified orders go annually till January 20 to the Regional State Administrations, district (city) military commissariats and executive bodies of village, settlement, city councils, the cities of district value, the companies, organizations and organizations according to the administrative-territorial device, and the corresponding orders of city chairmen of the cities of regional value - to the Regional State Administrations, district (city) military commissariats, the companies, organizations and the organizations according to the administrative-territorial device.";

Item 54 to state 25) in the following edition:

"54. Command of Land forces of Armed Forces based on analysis results of reporting data, the held events and checks of condition of military accounting by bodies of military management and regional military commissariats for last year is approved annually till February 10 by orders on condition of military accounting in bodies of military management and regional military commissariats for last year and tasks the next year. Besides, in orders tasks are determined by methodical ensuring military accounting and advanced training of persons responsible for conducting military accounting, and also by improvement of condition of conducting military accounting in bodies of military management and regional military commissariats. Statements from orders go till February 20 to the General Staff of Armed Forces and are brought to the attention of operational commands.";

26) in Item 56:

the fifth to state the paragraph in the following edition:

"will organize the notification of recruits and persons liable for call-up about their challenge in district (city) military commissariats for execution of military and accounting documents, passing of medical examination, addition to the draft site, statements on military accounting, appointments to wartime, conscription or on charges of persons liable for call-up and provide control of their arrival;";

control and the analysis of condition of military and accounting work in subordinate district (city) military commissariats, methodical maintenance of actions for military accounting of recruits and persons liable for call-up and the edition annually orders concerning condition of military accounting;

informing annually till January 20 of the relevant Regional State Administrations and provision of suggestions for improvement of condition of military accounting in the territory of the corresponding administrative and territorial unit;

carrying out archive work on questions of passing by citizens of military service and provision of information according to requirements of the legislation;

ensuring interaction on maintaining the Unified state register of persons liable for call-up according to the assigned obligations.

Based on analysis results of reporting data, the held events and checks of condition of military accounting of recruits and persons liable for call-up military commissioners of regional military commissariats approve by district (city) military commissariats for last year annually till January 25 orders on condition of military accounting in district (city) military commissariats for last year and tasks the next year. Besides, in orders tasks are determined by methodical ensuring military accounting and advanced training of persons responsible for conducting military accounting, and also other actions for improvement of condition of conducting military accounting in district (city) military commissariats. Excerpts from orders till February 1 go to operational commands.";

"82. Chairmen of the commissions on check of condition of military accounting of recruits and persons liable for call-up of the state bodies, the companies, organizations and the organizations located in the territory of the corresponding administrative and territorial unit are appointed:

the commissions of regional level - the vice-chairman of the Regional State Administration;

the commissions of district level - the vice-chairman of the district state administration;

the commissions of city level - the deputy city chairman (in Kiev, Sevastopol - the vice-chairman of the Kiev, Sevastopol city state administration respectively).
