Institute - higher educational institution, which:

- realizes educational programs of higher education and, as a rule, educational programs of postgraduate professional education in one or several separate directions;

7. The status of higher educational institution is expressed in its name.

The name of higher educational institution is established during creation and changes without fail in case of change of its status. 8. Training of citizens in public institutions of the higher education is performed according to the state order on competitive basis free of charge.
