ORDER OF THE GOVERNMENT OF THE KYRGYZ REPUBLIC

About modification of some decisions of the Government of the Kyrgyz Republic in the field of the state services

For the purpose of improvement of quality and availability of the state services rendered to citizens and legal entities according to the Law of the Kyrgyz Republic "About the state and municipal services", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About medical attendance of foreign citizens" of June 15, 2000 No. 346 the following change:

- To state the list of the public medical institutions rendering medical services to foreign citizens, approved by the above-stated resolution in edition according to appendix 1 to this resolution.

2. Bring in the order of the Government of the Kyrgyz Republic "About approval of standards of the state services rendered to physical persons and legal entities by state bodies, their structural divisions and subordinated organizations" of June 3, 2014 change No. 303 according to appendix 2 to this resolution.

3. This resolution becomes effective after ten days from the date of official publication.

Conditions of provision of the state service

Provision of service is performed:

- indoors, answering to the established sanitary standards;

- in the presence of easy access of citizens to the building and sanitary and hygienic rooms (toilets, washing rooms), including for persons with limited opportunities of health on sight and hearing, and faces with limited opportunities of health with violations of the musculoskeletal device, equipped (buildings, rooms) ramps, hand-rail.

Reception of citizens in the organizations of health care is made in day of their address, by the principle of queque.

Rooms have places for expectation, toilets (in regions, in case of impossibility of connection to the central plumbing and sanitary - outdoor), heating, water supply system, phone.

Servicing and rendering the state service

Communication with visitors

In the organizations of health care information plates on doors of offices of the employees involved in rendering service are placed.

All employees working with visitors have the personified plates (badges) with indication of surname, name, middle name and position.

In case of communication with visitors employees observe the following basic principles of ethics: be polite, benevolent, correct, patient, basic, aim to understand deeply being of question, be able to listen to the interlocutor and understand its line item, and also reason for the made decisions.

- non-admission of discrimination on the basis of floor, race, language, disability, ethnic origin, religion, age, political and other convictions, educations, origins, property or other status, and also other circumstances;

- availability, reclamation at citizens only of those documents for receipt of service which are specified in the standard;

- compliance of conditions of provision of service: access to the building, the room for LOVZ, availability of household conveniences, the convenient schedule for reception of citizens, availability and availability of information support (in printing and electronic formats), free forms;

- correctness and politeness of employees when rendering the state service, the help of employees in filling of necessary documents and consultation during all procedure of rendering service;

Procedure for appeal

By inadequate provision of service the consumer has the right to address with the oral or written complaint management of the organization of health care, in case of not solution of question - in authorized state body in the field of health care.

The written complaint is submitted in a free form and shall contain full name of the consumer of service, residence address, phone number, and also claim essence, the signature of the consumer of service and date.

The authorized employee registers the claim within 1 working day and sends for consideration to management.

Consideration of claims and claims is performed in accordance with the established procedure by management of authorized state body in the field of health care.

The term of consideration of the written address and the direction of the answer to the consumer shall not exceed 14 days from the date of its registration.
