About procedure for export licensing, commodity import in 2006

According to article 16 of the Law of Ukraine "About foreign economic activity" and in pursuance of the resolution of the Cabinet of Ministers of Ukraine of 30.12.2005 N1304 "About Approval of Inventories Which Export and Import Is Subject to Licensing, and Amounts of Quotas in 2006"

I ORDER:

1. Approve applied:

Regulations on procedure for import licensing of goods in 2006;

Regulations on procedure for export licensing of goods in 2006;

The instruction about procedure for filling of export licenses of separate types of metal products in the USA and to member countries of the European Commonwealth in 2006.

2. Delegate to the regional, Kiev and Sevastopol city public administrations and authorized body of the Autonomous Republic of Crimea (in their consent) the right of issue of export licenses, import of products to the subjects of business activity registered in the respective regions and book value of goods under agreements (contracts) of which does not exceed 300 thousand dollars of the USA, according to appendices 2, of 3, 5 and 6 to the resolution of the Cabinet of Ministers of Ukraine of 30.12.2005 of N1304 "About Approval of Inventories Which Export and Import Is Subject to Licensing, and Amounts of Quotas in 2006".

The list of authorized structural divisions of the regional, Kiev and Sevastopol city public administrations and authorized body of the Autonomous Republic of Crimea, and also the list of officials which are granted right to sign of export licenses, import of products are determined by the separate order of the Ministry of Economics of Ukraine.

To submit to the regional, Kiev and Sevastopol city public administrations and authorized body of the Autonomous Republic of Crimea to the 5th coming behind reporting to the Ministry of Economics of Ukraine information on the granted licenses for goods which export and import is subject to quoting and licensing according to above-mentioned appendices, in electronic and paper type.

3. Determine that the procedure for consideration of requests concerning implementation of export of separate categories of textile products to the USA according to appendix 7 to the resolution of the Cabinet of Ministers of Ukraine of N1304 "About Approval of Inventories Which Export and Import Is Subject to Licensing, and Amounts of Quotas in 2006" affirms of 30.12.2005 the separate order of the Ministry of Economics of Ukraine.

4. Confer responsibility for execution of the export licenses and commodity import which are subject to quoting and licensing in 2006 on department of non-tariff regulation.

5. To department of non-tariff regulation of department of the external economic policy:

to the 10th coming behind reporting to submit to the State Customs Service of Ukraine information on the granted licenses for goods which export and import is subject to quoting and licensing;

together with legal department to provide registration of this order in the Ministry of Justice of Ukraine in the time established by the legislation;

together with administrative department to bring this order to permission of the State Customs Service of Ukraine, authorized body of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations.

6. To impose control of execution of this order on the deputy minister of economy of Ukraine Berezny A. V.

Regulations on procedure for import licensing of goods in 2006

1. General provisions

1.1. This Provision determines single procedure for registration and issue of import licenses of goods according to appendices 2, of 3, of 5, 6 and 11 to the resolution of the Cabinet of Ministers of Ukraine of 30.12.2005 of N1304 "About Approval of Inventories Which Export and Import Is Subject to Licensing, and Amounts of Quotas in 2006" (further - the resolution of the Cabinet of Ministers of Ukraine of 30.12.2005 N 1304).

1.2. Action of this Provision extends to all subjects of business activity of Ukraine irrespective of patterns of ownership.
