In pursuance of the Presidential decree of the Republic of Uzbekistan of January 28, 2019 No. UP-5644 "About First-priority Measures for Increase in Responsibility of the Cabinet of Ministers of the Republic of Uzbekistan for Efficiency of Realization of Strategic Tasks of Social and Economic Development of the Country" and resolutions of the President of the Republic of Uzbekistan of January 28, 2019 No. PP-4136 "About implementation of qualitatively new system of the organization of work of the Government of the Republic of Uzbekistan" the Cabinet of Ministers decides:

1. Approve Regulations on the office of the Cabinet of Ministers of the Republic of Uzbekistan according to appendix No. 1.

2. Recognize invalid some acts of the Government of the Republic of Uzbekistan according to appendix No. 2.

3. To impose control of execution of this resolution on deputy prime ministers of the Republic of Uzbekistan, advisers to the Prime Minister of the Republic of Uzbekistan and the Managing director of the office of the Cabinet of Ministers of the Republic of Uzbekistan R. V. Abdukadyrov.

Regulations on the office of the Cabinet of Ministers of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision according to the Law of the Republic of Uzbekistan "About the Cabinet of Ministers of the Republic of Uzbekistan", the Presidential decree of the Republic of Uzbekistan of January 28, 2019 No. UP-5644 "About First-priority Measures for Increase in Responsibility of the Cabinet of Ministers of the Republic of Uzbekistan for Efficiency of Realization of Strategic Tasks of Social and Economic Development of the Country" and the resolution of the President of the Republic of Uzbekistan of January 28, 2019 No. PP-4136 "About implementation of qualitatively new system of the organization of work of the Government of the Republic of Uzbekistan" determines the status, the main objectives, functions and procedure for the organization of activities of the office of the Cabinet of Ministers of the Republic of Uzbekistan (further - the Office the Ministers/government).

2. The office of the Cabinet of Ministers (further - the device) in the activities is guided by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "About the Cabinet of Ministers of the Republic of Uzbekistan" and other laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, acts of the President of the Republic of Uzbekistan, regulations of Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers, acts of the Cabinet of Ministers, and also this Provision.

3. The device performs legal, organizational and technical, information and analytical and legal support of activities of the Government, preparation of cabinet meetings and its Presidium, drafts of the laws of the Republic of Uzbekistan, acts of the President of the Republic of Uzbekistan and the Cabinet of Ministers, development of "road maps", schedules, action programs, the practical measures directed to realization of priority tasks of social and economic development of the country.

4. The device performs the activities under the leadership of the Prime Minister of the Republic of Uzbekistan (further - the Prime Minister).

5. The device in case of accomplishment of the tasks assigned to it interacts with Administration of the President of the Republic of Uzbekistan, offices of chambers of Oliy Majlis of the Republic of Uzbekistan, judicial bodies and judicial community, and also bodies of the public and economic board, executive bodies on places and other organizations.

6. The device is legal entity, has seal and forms with the image of the State Emblem of the Republic of Uzbekistan, separate balance, treasurer personal and bank accounts.

7. Official name of the device:

in state language - Ўзбекистон Respublikasi Vazirlar Makhkamasi the device;

in Russian - the office of the Cabinet of Ministers of the Republic of Uzbekistan;

in English - The Office of the Cabinet of Ministers of the Republic of Uzbekistan.

Chapter 2. Main objectives and functions of the device

9. The main objectives of the device are:

elimination of the available shortcomings, and also timely, accurate and in full realization of the fundamental principle "Not the people shall serve state bodies, and state bodies shall serve the people";

providing together with bodies of the public and economic board, executive bodies on places and other organizations of realization of the powers of the Government determined by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "About the Cabinet of Ministers of the Republic of Uzbekistan", other laws of the Republic of Uzbekistan, and also acts of the President of the Republic of Uzbekistan;

ensuring carrying out the complex analysis of tendencies of social and economic development of the country, system monitoring of dynamics of macroeconomic indicators, structural and institutional transformations, execution of the State Budget of the Republic of Uzbekistan;

coordination of work on development of offers on the major priorities providing macroeconomic stability, further deepening of market reforms in industries and sectors of economy, complex development of the territories, broad development of entrepreneurship, steady employment increase and population level of living;

the organization of systems analysis of the course of implementation of state programs, and also economic, social and administrative reforms in industries of economy and territories of the country with involvement of the central economic departments and their territorial subdivisions, executive bodies on places, and also foreign experts;

creation of monitoring system of the course of implementation of state programs of strategic development of industries of economy and social sphere, state and territorial development programs;

development, proceeding from strategic objectives of development and economic safety of the country, offers on priorities of the external economic cooperation of the republic with foreign states, regional associations of the states, the international economic organizations and financial institutions aimed at the further development of foreign economic relations, attraction of foreign investments and increase in the export potential of the republic;

ensuring high-quality and comprehensive economic, financial and legal examination of drafts of regulatory legal acts, and also functioning of complex system of assessment of regulatory impact of acts of the legislation as integral part of process of their development and monitoring of application;

ensuring system and efficient control of execution of the laws of the Republic of Uzbekistan, acts and orders of the President of the Republic of Uzbekistan and the Government, the protocols approved following the results of visits of the President of the Republic of Uzbekistan to the territories of the republic, protocols of the meetings held under the chairmanship of the President of the Republic of Uzbekistan, plans of practical actions ("road maps") following the results of visits at the highest and high levels and also behind the course of implementation of target state programs of development;

preparation of offers on increase in personal role and responsibility of members of the government, heads of other executive bodies, hokim of all levels for effective and productive fulfillment of the tasks and functions assigned to them;

implementation of measures for strengthening of independence of the ministries, the state committees and departments in effective and high-quality realization of state policy in the fixed sphere, including in questions of management of financial resources, way of implementation of accurate system of coordination and control of activities of the subordinated organizations;

ensuring high-quality and timely accomplishment of the target tasks specified in the Main criteria for evaluation of efficiency of activities and achievement of target tasks by the ministries, state committees and other state bodies (further - the Main criteria), improvement of quality and efficiency of program implementation of strategic development of industries of economy and the social sphere on the next, medium-term and long-term perspectives;

ensuring the coordinated work of state bodies and executive bodies on places on effective solution of perspective tasks of development of the territories, first of all, which are lagging behind in economic and social development of rural districts and cities;

coordination of work on preparation of offers on further reducing administrative influence on industry of economy and to expansion of market mechanisms of management by means of accurate regulation of procedure and extent of participation of the state in economic activity, realization of complex measures for the prevention, decrease and system counteraction to "shadow economy";

ensuring high level of performing discipline, taking measures to the termination of practice of numerous meetings, excessive correspondence and inefficient business trips;

coordination of work on preparation of offers on decrease in excessive administrative regulation by means of transfer of separate state functions to private subjects for the purpose of reorientation of activities of executive bodies to elimination of the reasons and conditions of the arising problems, development and realization of complex measures for implementation of modern methods of the organization of work;

coordination of work on preparation of suggestions for improvement of mechanisms of vertical management system and interaction of executive bodies by means of decentralization of public administration, expansion of financial opportunities, role and responsibility of executive bodies on places, optimization of number of managerial personnel of the central and average link;

coordination of work on preparation of the offers providing further optimization and enhancement of activities of the ministries, state committees and departments entering into structure of the Government, and also bodies of economic board;

taking measures to increase in the personal responsibility of heads of structural divisions of the device for justification of the offers and draft documents made to the President of the Republic of Uzbekistan, efficiency of implementation of these orders and the made decisions, and also the achieved results on the respective site of work;

ensuring increase in professional level of heads and specialists of structural divisions of the device.

Priority tasks of the device are annually determined also proceeding from the President's letter of the Republic of Uzbekistan to Oliy Majlis of the Republic of Uzbekistan.

The device solves the problems assigned to it through the structural divisions.

10. For accomplishment of the tasks assigned to it the device performs the following functions:

develops and realizes specific measures for accomplishment of the tasks assigned to the Cabinet of Ministers according to the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "About the Cabinet of Ministers of the Republic of Uzbekistan", other laws of the Republic of Uzbekistan, and also acts and orders of the President of the Republic of Uzbekistan;

generalizes and prepares the corresponding analytical, reference, statistical materials and offers on orders of the President of the Republic of Uzbekistan, the Prime Minister, his deputies and advisers, and also comprehensively handles the issues requiring consideration in the Cabinet of Ministers;

performs legal, organizational and technical, information and analytical and legal support of activities of the Cabinet of Ministers;

provides accomplishment of the public and economic board by bodies, executive bodies on places of requirements of regulations of Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers when entering into the Government of drafts of the regulatory legal acts, international treaties of the Republic of Uzbekistan and other documents requiring consideration in the Cabinet of Ministers;

performs high-quality and comprehensive economic, financial and legal examination, and also assessment of regulatory impact of the drafts of the laws of the Republic of Uzbekistan and other regulatory legal acts submitted for consideration of the President of the Republic of Uzbekistan and accepted by the Government;

will organize systematic control over the implementation of the public and economic board by bodies, executive bodies on places, other bodies and the organizations of the laws of the Republic of Uzbekistan, acts and orders of the President of the Republic of Uzbekistan and the Government, the protocols approved following the results of visits of the President of the Republic of Uzbekistan to the territories of the republic, protocols of the meetings held under the chairmanship of the President of the Republic of Uzbekistan, plans of practical actions ("road maps") following the results of visits at the highest and high levels develops organizational measures for ensuring their accomplishment;

develops and represents to advisers to the Prime Minister, deputy prime ministers, the Prime Minister of the offer and specific (anticipatory) measures for the solution of problematic issues and realization of perspective tasks of dynamic development of industries and spheres of economy, and also the republic territories;

realizes measures for increase in level of performing discipline, the termination of practice of numerous meetings, excessive correspondence and inefficient business trips;

on the basis of modern information and communication technologies creates and keeps the corresponding systematized databases on the most important priorities of economy and the social sphere, implementation of state programs, accomplishment of the laws of the Republic of Uzbekistan, acts and orders of the President of the Republic of Uzbekistan and the Government;

provides holding cabinet meetings and its Presidium, the meetings and other events held with participation of the President of the Republic of Uzbekistan, the Prime Minister, his deputies and advisers, exercises control of implementation of the made decisions;

will organize work of the commissions, councils and other interdepartmental collegiate organs of the Cabinet of Ministers, exercises coordination and control over the implementation of the decisions made by them;

prepares and provides program implementation on development and entering into Legislative house of Oliy Majlis of the Republic of Uzbekistan of drafts of the laws of the Republic of Uzbekistan, interacts with chambers of Oliy Majlis of the Republic of Uzbekistan and their committees on the bills introduced by the Cabinet of Ministers and also participates in case of their discussion and acceptance at (plenary) meetings;

provides control of preparation of the materials connected with the action plans of candidates for positions of deputy prime ministers, ministers and chairmen of the state committees providing the legal, economic, social, organizational and technical measures interconnected with the action program of the Cabinet of Ministers on achievement of target indicators and tasks on perspective by consideration and approval of their candidates in Legislative house of Oliy Majlis of the Republic of Uzbekistan;

provides preparation of the materials connected with quarterly reports of the Prime Minister and members of the government about the course of implementation of the state program for the corresponding year following from the President's letter of the Republic of Uzbekistan to Oliy Majlis of the Republic of Uzbekistan for subsequent their submission to chambers of Oliy Majlis of the Republic of Uzbekistan;

considers the appeals of physical persons and legal entities addressed in the Cabinet of Ministers according to requirements of the Law of the Republic of Uzbekistan "About appeals of physical persons and legal entities";

provides the mode of privacy and protection of the data constituting the state secrets and other information protected by the law;

will organize informing in accordance with the established procedure the public about activities of the Government.

The device performs also other functions according to the legislation.

Chapter 3. Rights and responsibility of the device

11. For accomplishment of the tasks and functions assigned to it the device has the right:

request and receive in accordance with the established procedure from bodies of the public and economic board, executive bodies on places both other organizations the materials and data necessary for the analysis and study of the questions considered in the Cabinet of Ministers and also preparation of drafts of regulatory legal acts;

attract in need of established procedure to study of the questions considered in the Cabinet of Ministers, preparation of information and analytical materials, and also drafts of the laws and other regulatory legal acts of heads and representatives of bodies of the public and economic board, other organizations, to create temporary expert groups for these purposes;

demand from bodies of the public and economic board, executive bodies on places and other organizations completion of the drafts of regulatory legal acts and other documents introduced by them;

return if necessary the documents which arrived in defiance of requirements of the Law of the Republic of Uzbekistan "About the Cabinet of Ministers of the Republic of Uzbekistan", regulations of Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers;

hold meetings with participation of heads and representatives of bodies of the public and economic board, executive bodies on places and other organizations;

give in accordance with the established procedure instructions to heads of bodies of the public and economic board, executive bodies on places and other organizations for the questions requiring the operational solution and connected with accomplishment of the tasks and functions assigned to the device;

perform monitoring of course of execution by the ministries, state committees and departments, executive bodies on places and other organizations of the adopted regulatory legal acts, and also orders of management of the Cabinet of Ministers.

The device can have also other rights according to the legislation.

12. The device bears responsibility for:

high-quality and timely accomplishment of the tasks and functions assigned to it;

comprehensive and timely preparation of offers and draft documents according to acts and orders of the President of the Republic of Uzbekistan and the Cabinet of Ministers;

implementation of system monitoring of tendencies of social and economic development, the course of economic reforms in industries and spheres of economy in the Republic of Karakalpakstan, areas and Tashkent, timely identification of the reasons of problematic issues and preparation of the offers requiring consideration and decision making of the Cabinet of Ministers;

the organization of high-quality and timely study of the offers and documents introduced by bodies of the public and economic board, executive bodies on places and other organizations in the Cabinet of Ministers, their economic, financial and legal examination, and also preparation of the reasonable conclusions;

quality of study and examination of the chambers of Oliy Majlis of the Republic of Uzbekistan and the President of the Republic of Uzbekistan of draft documents and offers submitted by the Government for consideration, social and economic effects of implementation of the introduced drafts of the laws of the Republic of Uzbekistan and acts of the President of the Republic of Uzbekistan, and also the adopted acts of the Government;

ensuring control of timely and high-quality accomplishment of the public and economic board by bodies, executive bodies on places and other organizations of the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, acts and orders of the President of the Republic of Uzbekistan and the Government, the protocols approved following the results of visits of the President of the Republic of Uzbekistan to the territories of the republic, protocols of the meetings held under the chairmanship of the President of the Republic of Uzbekistan concerning development of industries of economy and the social sphere, plans of practical actions ("road maps") following the results of visits at the highest and high levels and also orders of management of the Cabinet of Ministers;
