About modification and amendments in the Law of the Republic of Kazakhstan "About the republican budget for 2019-2021"

to tax revenues - 6 859 679 761 thousand tenges;

to non-tax receipts - 119 822 186 thousand tenges;

to sales proceeds of fixed capital - 6 884 960 thousand tenges;

to receipts of transfers - 3 466 157 674 thousand tenges;

2) costs - 11 461 352 695 thousand tenges;

3) net budget crediting - 199 375 848 thousand tenges, including:

budget credits - 315 403 588 thousand tenges;

repayment of budget credits - 116 027 740 thousand tenges;

4) balance on transactions with financial assets - 156 451 524 thousand tenges, including:

acquisition of financial assets - 156 451 524 thousand tenges;

5) budget deficit--1 364 635 486 thousand tenges, or percent 2,1 to country gross domestic product;

6) not oil budget deficit--5 445 623 486 thousand tenges, or percent 8,5 to country gross domestic product;

7) budget deficit financing - 1 364 635 486 thousand tenges.";

"Article 5. Provide in the republican budget for 2019 amounts of budget withdrawals from regional budgets, city budgets of republican value, the capital in the republican budget in the amount of 285 972 085 thousand tenges, including:

Atyrau - 105 177 356 thousand tenges;

Mangystau - 35 365 489 thousand tenges;

the city of Almaty - 115 389 732 thousand tenges;

Nour-Sultan's cities - 30 039 508 thousand tenges.";

"Article 7. Provide in the republican budget for 2019 the size of the guaranteed transfer from National fund of the Republic of Kazakhstan in the amount of 2 700 000 000 thousand tenges.";

To add 2) with Article 7-1 of the following content:

"Article 7-1. Provide in the republican budget for 2019 target transfer from National fund of the Republic of Kazakhstan in the amount of 370 000 000 thousand tenges on the purposes determined by the President of the Republic of Kazakhstan.";

3) in Article 13 part one:

17) to state the subitem in the following edition:

"17) wages increase of separate categories of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies;";

subitems 20) to exclude 21), 22), 23), 24) and 25);

add with subitems 25-1), 32-1), 33-1), 33-2) and 33-3) of the following content:

"25-1) increase in compensation of teachers and educational psychologists of the organizations of initial, main and general secondary education;";

"Article 14. Distribution of the amounts of the credits to regional budgets, budgets of the cities of republican value, the capital on assistance to development of entrepreneurship in the regional centers, Nour-Sultan's cities, Almaty, Shymkent, Semey and monotowns for 2019 is determined based on the decision of the Government of the Republic of Kazakhstan.

Article 15. Distribution and (or) procedure for use of funds for implementation of actions of the State program of development of productive employment and mass entrepreneurship for 2017-2021 of Enbek are determined based on the decision of the Government of the Republic of Kazakhstan.";

Consider that as a part of costs of the Ministry of digital development, the defense and aerospace industry of the Republic of Kazakhstan for 2019 funds for forming and storage of the state material reserve are provided in the amount of 10 947 307 thousand tenges with reflection in the income of the republican budget of means from realization of the material values issued according to the procedure of refreshening in the amount of 6 884 960 thousand tenges.

Article 19. Consider that as a part of costs of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan for 2019 means for transfer to joint-stock company "The Kazavtozhol national company on accomplishment of agreement obligations of trust management of state-owned property are provided in the amount of 26 666 940 thousand tenges.

Article 20. Provide in the republican budget for 2019 646 417 thousand tenges for repayment and servicing of the loans guaranteed by the state.";

Appendices 1 and 4 to the specified Law to state 6) in edition according to appendices 1 and 2 to this Law.

Article 2. This Law becomes effective since January 1, 2019.
