About approval of regulations of the state service "Documents Acceptance on Preparation and Advanced Training of Specialists in the field of Tourist Activities"

According to the subitem 2) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" I ORDER:

1. Approve the enclosed regulations of the state service "Documents Acceptance on Preparation and Advanced Training of Specialists in the field of Tourist Activities".

2. To provide to committee of the industry of tourism of the Ministry of Culture and sport of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within two working days after its enforcement placement of this order on Internet resource of the Ministry of Culture and sport of the Republic of Kazakhstan;

4) within two working days after execution of the actions provided by this Item, submission to Department of legal service of the Ministry of Culture and sport of the Republic of Kazakhstan of data on execution of actions.

3. To impose control of execution of this order on the supervising vice-Minister for Culture and Sports of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Documents Acceptance on Preparation and Advanced Training of Specialists in the field of Tourist Activities"

Chapter 1. General provisions

1. Regulations of the state service "Documents Acceptance on Preparation and Advanced Training of Specialists in the field of Tourist Activities" (further - Regulations) No. 361, registered in the Register of state registration of regulatory legal acts at No. 18005 is developed according to the standard of the state service "Documents Acceptance on Preparation and Advanced Training of Specialists in the field of Tourist Activities", the Minister for Culture and Sports of the Republic of Kazakhstan approved by the order of December 20, 2018 (further - the Standard).

The state service "Documents Acceptance on Preparation and Advanced Training of Specialists in the field of Tourist Activities" (further - the state service) appears the organizations which are performing activities for preparation, retraining and advanced training of personnel, having the corresponding licenses in the field of education (further - the service provider).

Addresses of places of rendering the state service are placed on official Internet resources of local executive bodies of areas, cities of Astana, Almaty and Shymkent according to the list specified in appendix 1 to these regulations.

Reception of applications and issue of result of rendering the state service is performed through the service provider.

2. Form of rendering the state service: paper.

3. According to Item 6 of the Standard the receipt on acceptance or on refusal in documents acceptance in any form is result of rendering the state service.

4. The state service is rendered free of charge.

Chapter 2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

5. The basis for the procedure (action) for rendering the state service is provision by uslugopoluchatel of document package according to the list, stipulated in Item 9 Standards.

6. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment:

1) acceptance and document registration - within 10 (ten) minutes;

2) consideration on compliance to qualifying standards, stipulated in Item 9 Standards of the statement (in form according to appendix to the Standard) with appendix of necessary documents from uslugopoluchatel or his legal representative - within 20 (twenty) minutes;

3) signing of the receipt on acceptance or about refusal in documents acceptance in any form - within 5 (five) minutes;

4) issue to uslugopoluchatel of the receipt on acceptance or about refusal in documents acceptance - within 5 (five) minutes.

Chapter 3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

7. Structural functional units (workers) of the service provider who participate in process of rendering the state service - the workers responsible for documents acceptance and issue of the receipt on acceptance or about refusal in documents acceptance;

8. The description of the sequence of actions between structural divisions (workers) of the service provider with indication of duration of each action is followed by the flowchart according to appendix 2 to Regulations:

1) acceptance and document registration by the worker responsible for documents acceptance and issue of the receipt on acceptance or about refusal in documents acceptance - within 10 (ten) minutes;

2) consideration on compliance to qualifying standards, stipulated in Item 9 Standards of the statement (in form according to appendix to the Standard) with appendix of necessary documents from uslugopoluchatel or his legal representative the worker responsible for documents acceptance and issue of the receipt on acceptance or about refusal in documents acceptance - within 20 (twenty) minutes;

3) signing of the receipt on acceptance or about refusal in documents acceptance in any form the worker responsible for documents acceptance and issue of the receipt on acceptance or about refusal in documents acceptance - within 5 (five) minutes;

4) issue to uslugopoluchatel of the receipt on acceptance or about refusal in documents acceptance by the worker responsible for documents acceptance and issue of the receipt on acceptance or about refusal in documents acceptance - within 5 (five) minutes.

9. The detailed description of the sequence of procedures (actions), interactions of structural divisions (workers) of the service provider in the course of rendering the state service is reflected in the reference book of business processes of rendering the state service according to appendix 3 to Regulations. The reference book of business processes of rendering the state service is placed on Internet resource of the service provider.
