About the Development program of light industry in the Republic of Tajikistan for the period till 2022

According to article 13 of the constitutional Law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1. Approve the Development program of light industry in the Republic of Tajikistan for the period till 2022 and the actions plan on its realization (appendices 1 and 2).

2. To the Ministries of Finance, developments of economy and trade, the industry and new technologies of the Republic of Tajikistan, to the State committee on investments and management of state-owned property of the Republic of Tajikistan, executive bodies of the government of areas, cities and areas to take necessary measures for attraction of internal and foreign investments for implementation of this Program.

3. And new technologies of the Republic of Tajikistan till 2022 annually to provide to industry ministry in the Government of the Republic of Tajikistan information on the course of implementation of this Program.

The development program of light industry in the Republic of Tajikistan for the period till 2022

1. General provisions

1. The development program of light industry in the Republic of Tajikistan for the period till 2022 (further - the Program) is developed based on provisions of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan", the National strategy of development for the Republic of Tajikistan for the period till 2030, Strategies of development of the industry in the Republic of Tajikistan for the period till 2030, the Medium-term development program of the Republic of Tajikistan for 2016-2020, the State program of export promotion and to import substitution in the Republic of Tajikistan for 2016-2020 and the orders of the Government of the Republic of Tajikistan of January 23, 2018, No. 34 "About results of social and economic development of the Republic of Tajikistan in 2017 and tasks for 2018", and also according to the long-term goals and priorities of development of the country stated in the president's letter of the Republic of Tajikistan, the Leader of the nation dear Emomalii Rahmon.

2. In case of development of the Program tasks of the operating strategy, programs and real opportunities of the priority directions of development of industry of light industry of the country were considered.

3. Are provided in the Program implementation of package of measures for encouragement of producers, to ensuring complete conversion of raw materials, including cotton fiber, the skin and wool within the country which are base of development of light industry and increase in export of finished goods. And also the plan of measures for transformation of Tajikistan from agrarian and industrial is provided in the industrial and agrarian country.

4. Proceeding from it, the main objective of light industry is updating of production technology taking into account finished product output with use of manpower and raw materials, and also continuation of reform of industry and compliance of activities of the companies to present requirements.

5. The program is the document providing basis of sustainable development of light industry as priority sector of national economy. The program implementation assumes attraction of foreign and internal investments.

6. Light industry of the country in the structure, combining the companies of the mixed occupational sectors, is priority industry of the national economy which is engaged in production of general consumer goods (yarn, fabric, clothes, jersey, socks, carpets, footwear, furniture), production of national crafts, industrial and technical goods for use of other sectors on the basis of conversion of local raw materials.

7. Growth of the raw prices, economic and financial crises, cost of electricity, the high tax rate, deficit of credit granting system, high interest rates on bank loans, non-regulated system import of similar products, lack of competitiveness of kinds of the made products, export of local raw materials out of limits of the republic and shortage of turnover means of the companies are barriers on the way of development up to standard of light industry. In this regard there was need of development of this Program and taking measures, directed for the problem resolution, revealed in this sector, determinations of the key directions and priorities in light industry and creations of conditions for its development. In this Program questions of development of conversion of cotton fiber, textiles, weaver's, sewing, knitted, hosiery носочного, conversions of wool, skin, footwear, furniture and national crafts are considered.

8. Cotton growing is one of the main sectors and has strategic importance, providing the light and food industry of the country with raw materials. Based on specific measures for providing with raw materials the companies overworking cotton fiber, to development of production capacities for the complete conversion of cotton fiber making in the republic and to gradual increase in their use and also for increase in production of names of the main products at the companies for conversion of cotton fiber and industries of light industry related specific measures are taken.

9. The livestock production is considered one of important industry, and raw materials collection (skin and wool) in Items acceptances at the acceptable levels is not adjusted. Part of raw materials, including skin is processed at the companies of industry and goes for providing the shoe companies of the country and other part after primary conversion is exported. Now the most part of the raw skins is exported as raw materials abroad.

10. Use of the existing production capacities of wool is caused by concern and the most part collected wool is lost.

11. In the Program results of development of production of livestock raw materials, initial and their further processing in the companies of industry are analyzed.

12. The present situation of providing the consumer market with sewing products of national production was considered. The analysis of the reasons of unsatisfactory condition of the industry in production of such products is provided and the conclusions and offers on the key directions of development are stated.

13. Considering the fact that in structure of light industry the textile industry holds the most dominant position and depends on development of other processing industries, the Program is focused on problems of textiles and are considered as more priority. In the Program questions of conversion of cocoons and production of finished goods from them, and also rug weaving as separate development programs of these sectors are effective are not considered.
