I ORDER:

1. Approve the Instruction about procedure for acceptance, storage, leave and accounting of gases hydrocarbon liquefied for household consumption and road transport (further the Instruction, is attached).

2. To submit to State department of oil, gas and oil-processing industry (Kalchenko) the specified Instruction on state registration in accordance with the established procedure.

3. To impose control of execution of this order on the Deputy State secretary Boyko Yu. A.

The instruction about procedure for acceptance, storage, leave and accounting of gases hydrocarbon liquefied for household consumption and road transport

1. General provisions

This Instruction establishes single procedure for acceptance, transportation, storage, leave and accounting of gases hydrocarbon liquefied for household consumption and road transport and is used at gas-filling stations (GNS), gas-filling Items (GNP), autogas-filling stations (AGZS) and autogas-filling Items (AGZP) irrespective of patterns of ownership.

The safety rules of gas supply systems of Ukraine approved by the order of the State committee on supervision of labor protection of October 1, 1997 N254 and registered by the Ministry of Justice on May 15, 1998 for N318/2758 (DNAOP 0.00-1.20-98) (further - Safety rules of gas supply systems).

The instructions for use means of the measuring equipment in the field of trade, public catering and provision of services approved by the order of Gosstandart of Ukraine of December 24, 2001 N633 and registered by the Ministry of Justice on January 10, 2002 for N18/6306 (PMU 21-2001).

Rules of structure and safe operation of the vessels working under pressure, N104 approved by the order of the State committee on supervision of labor protection of October 8, 1994 (DNAOP 0.00-1.07-94).

3. The designations and reducings which are used in the Instruction

SUG - the liquefied hydrocarbon gas.

GNS - the gas-filling station.

AGZS - the autogas-filling station.

GNP - gas-filling Item.

AGZP - autogas-filling Item.

SVT - means of the measuring equipment.

ATsSG - the automobile tank of the liquefied gas.

4. Means of the measuring equipment for SUG

4.1. Accounting of the liquefied hydrocarbon gas on GNS and GNP is performed in units of mass (kilograms), and on AGZS and AGZP - in units of volume (liter) (GSTU 3651.0-97).

4.2. The quantity of SUG is determined by one of the methods provided by GOST 26976-86:

mass - in case of determination of weight by weighing on scales for static weighing (GOST 29329-92);

volume - in case of scoping in reservoirs of storage base and truck tanks, and also for accounting of SUG during sale on AGZS, AGZP;

volume and mass - in case of determination of mass of SUG on amount and density in the conditions of the actual temperature.

4.3. Density of liquid and steam phases SUG is determined depending on component structure and temperature by the tab. of A1 - A4 GSTU 320.00149943.016-2000.

4.4. The component structure of SUG is determined by the quality certificate (passport) of SUG of the supplier or hromatografichesky method in accordance with GOST 10679-76, by the tests which are selected according to requirements of GSTU 4056-2001.

4.5. The actual temperature of SUG shall be taken by the thermometers established on technological pipelines in special stowage designs and also can be determined by ambient temperature provided that the reservoir is in this circle at least three hours.

4.6. For ensuring reliability and unity of measurements of mass of SUG the means of the measuring equipment allowed to application by Gospotrebstandart of Ukraine shall be used. Also GSTU 3215-95, respectively, and not having prints of the state testing brand or the certificate on the state metrological certification are not allowed to application of SVT which did not undergo checking or the state metrological certification, according to the procedure, established by the Law of Ukraine "About metrology and metrological activities" and GSTU 2708-99.

4.7. Responsibility for completeness and proper condition of SVT is assigned to heads of the companies - owners of SVT who, in turn, the order appoint persons who will exercise daily control of the PRELATE.

4.8 The companies - owners of SVT according to the Law of Ukraine "About metrology and metrological activities" constitute and approve the list of means of the measuring equipment which are applied in the field of the state metrological supervision with territorial authorities of Gospotrebstandart and are subject to checking (далееперечень SVT). Include in the list of SVT:

manometers;

level gages;

crossed-coil instruments;

thermometers;

railway truck scales;

scales automobile;

scales laboratory;

scales medical;

dosers weight discrete action for leave of the liquefied gas of byto-utility consumption;

columns for leave of SUG;

the reservoirs equipped with level gages also have certificates on the state metrological certification or checking;

the counters established on ATsSG.

The above-stated SVT which types are included in the State register of the means of the measuring equipment allowed to application in Ukraine, or undergone the state metrological certification according to the procedure, the established GSTU 3215-95 are allowed to application.

SVT having the electric equipment are allowed to application in explosive zones in operating time with SUG only under condition if they meet the requirements of Item 7.3 of Rules of safe operation of electroinstallations of consumers.

4.9. The heads of the companies and persons who are responsible for correctness of carrying out measurements and condition of SVT bear responsibility according to the current legislation of Ukraine.

4.10. In the course of the activities GNP, GNS, AGZS and AGZP shall be guided by Safety rules of gas supply systems of Ukraine operating with the regulating documentation on these questions and also this Instruction.

5. Procedure for acceptance of SUG

Acceptance of SUG by quantity is performed according to requirements of the current legislation, this Instruction and agreements on delivery.

5.1. Acceptance of SUG which arrived by rail

5.1.1. Acceptance of SUG can be performed by batches or separate cistern cars. The mass of SUG of each cistern car is checked by the consignee. After preliminary examination of each cistern car it is recommended to carry out its weighing on railway truck scales in the presence of the responsible person and to fix weight the act.

5.1.2. Survey of cistern cars, acceptance and draining of SUG is performed by the workers appointed by the order of the director and completed course of special training and examination concerning labor protection according to requirements of Item 2.1 of the Standard regulations on training in questions of labor protection. Review frequency of knowledge of these workers is carried out at least once a year. These workers shall be certified on knowledge of Rules of structure and safe operation of the vessels working under pressure (DNAOP 0.00-1.07-94), and Safety rules of gas supply systems of Ukraine (DNAOP 0.00-1.20-98) in volume of work which is performed by them.

5.1.3. In case of receipt of cistern cars the consignee shall check for drain platform GNS before acceptance of SUG:

compliance of the actual number of the cistern car to number specified in delivery note and the quality certificate (passport) of SUG;

absence of damage of the tank (dents, cracks and so forth) (in case of their stay it is necessary to demand from administration of the railroad of creation of the technical act in the established VU-25 form or VU-25a);

availability and integrity (safety) of seal on safety cap of the tank.

5.1.4. Having accepted the tank, the consignee checks:

before removal of seals from angular drain and bulk gates (opening the gate of control of level of the upper filling with flywheel of green color) compliance of the quantity poured in the SUG tank specified in delivery note and the quality certificate (passport) of SUG. At the same time it is necessary to consider that unlike the majority of liquids which amount in case of change of temperature changes slightly liquid phase SUG quite significantly changes on amount. Therefore during check (before discharge) availability in the SUG tank from the gate of control of level of the upper filling (flywheel of green color), perhaps, there will be no liquid phase as the amount of liquid decreased with decrease in its temperature concerning filling temperature. In this case to perform acceptance of SUG according to Items 5.1.9-5.1.12 of this Instruction;

operability of drain and bulk and shutoff valves.

5.1.5. Acceptance of SUG by quantity is carried out by the companies consignees of person authorized by the head, competent (by the form works and educations, experience of labor activity) in questions of determination of quantity of SUG. These persons bear complete responsibility for observance of rules of acceptance of SUG established by this Instruction.

5.1.6. Results of acceptance are drawn up by the statement of acceptance of SUG by quantity which is drawn up in day of arrival of load on GNS and affirms management of the company no later than the next day after its creation in the N 1-GS form (appendix 1).

5.1.7. If acceptance was carried out to day off or holiday, the act of acceptance shall be approved in the first working day after day off or holiday.

The act is signed by persons participating in acceptance of SUG. Persons signing the act shall be warned about responsibility for accuracy of the data, stated in it.

The statement is drawn up in two, and in case of provision of the claim to the supplier (or the railroad) - in triplicate, at the same time application of a copy of the telegram about challenge of the representative of the consignor for participation in acceptance of SUG is obligatory.
