About approval of the Regulations on special preparation and training in questions of technical operation of power generation facilities

According to article 21 of the Law of Ukraine "About power industry", for the purpose of completing of the companies of power industry by highly qualified personnel and creation of system of continuous training of the workers providing production processes in power industry I ORDER:

1. Approve Regulations on special preparation and training in questions of technical operation of power generation facilities (further the Provision) which are applied.

2. To provide to subjects of power industry (the energy companies, the companies, the organizations) irrespective of patterns of ownership observance of requirements of this Provision.

3. To the director of the department of power industry Ulitich Yu. I. submit this order on state registration to the Ministry of Justice of Ukraine in accordance with the established procedure.

4. Determine that the Provision becomes effective in thirty days after its state registration.

5. N30 "About Special Preparation and Examination" registered in the Ministry of Justice of Ukraine on September 26, 2000 for N658/4879, to nullify the order of the Ministry of Fuel and Energy of Ukraine of April 17, 2000.

6. To impose control of execution of this order on the deputy minister Cech S. M.

Regulations on special preparation and training in questions of technical operation of power generation facilities

1. General provisions

1.1. This Provision is developed according to requirements of the Law of Ukraine "About power industry" concerning completing of workplaces by highly qualified personnel and increase in their qualification for work in normal and extreme conditions with observance of single regulations, rules and standards, for the purpose of preserving integrity and reliable work of the integrated power system of Ukraine.

1.2. Requirements of this Provision are obligatory for execution by workers of all subjects of power industry (except nuclear power plants), and also the companies and the organizations which carry out repair, installation, construction, adjustment, research, project or other work on power generation facilities (further - the companies) irrespective of their departmental accessory and patterns of ownership.

1.3. The provision establishes procedure for carrying out special preparation, training and examination concerning technical operation of power generation facilities which are obligatory for accomplishment by all subjects of power industry.

Treat regulating documents which determine procedure for technical operation of power generation facilities the regulating document "Technical operation of power plants and networks. Rules", approved by the order of the Ministry of Fuel and Energy of Ukraine of June 13, 2003 N 296, and also normative and legal and regulations concerning use of electrical and heat energy, devices, constructions, operation, repair and dispatching management.

1.4. The provision extends to heads of subjects of power industry and workers who provide the production processes in power industry specified in appendix 1 to this Provision (further - workers of power industry).

At each company according to appendix 1 to this Provision the list of specialties and positions of the workers providing production processes in power industry is developed and affirms.

1.5. At the companies in connection therewith the Provision taking into account local conditions and structure of the energy equipment relevant provisions about special preparation and training in questions of technical operation which can unite with regulations on training in questions of labor protection are developed and affirm orders of heads.

1.6. The admission to work of workers of power industry who had no the special training, training and examination provided by this Provision is forbidden.

1.7. Workers of power industry pass such forms of education concerning technical operation:

special preparation;

periodic training in specialized educational institutions;

annual training at the company of power industry;

training;

duplication;

antiemergency trainings;

instructing.

1.8. Workers of power industry whose functional obligations are connected with technical operation of power generation facilities shall have vocational education of energy profile (complete the highest, basic the highest, professional).

Primary professional training of workers who had no working profession earlier can be carried out at the companies according to the Regulations on professional training of personnel on production approved by the joint order of the Ministry of Labour and Social Policy of Ukraine, the Ministry of Education and Science of Ukraine of March 26, 2001 N127/151 and registered in the Ministry of Justice of Ukraine on April 6, 2001 for N315/5506.

Workers of power industry prior to independent performance of work shall have special training.

1.9. All forms of education concerning technical operation including special preparation, shall unite with training in questions of labor protection which needs to be seen off taking into account and observance of requirements of the legislation and other regulatory legal acts about training of workers of power industry. Training is provided according to programs which amount concerning technical operation shall make at least half of amount of all educational process.
