The word "executive" to replace 1) in preamble with the word "state";

2) in Article 1:

"ensuring accomplishment of actions for civil defense - complex of the actions directed to creation of conditions for effective solution of tasks in the field of civil defense by governing bodies, forces and means of civil defense and Universal State System of Prevention and Response to ES;

the organization providing accomplishment of actions for civil defense of federal executive body, the organization providing accomplishment of actions of regional or local level for civil defense - the organization performing activities in the field of civil defense for the benefit of federal executive body, public authority of the subject of the Russian Federation or local government body subordinated to respectively one of the specified bodies or performing such activities on contractual basis for mobilization plans of economy;
