1. Bring in the Order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of June 19, 2018 No. 260 "About approval of Rules of implementation of monitoring of creation of workplaces by the central and local executive bodies responsible for implementation of the state and government programs, provisions of data on creation of workplaces" (it is registered in the state register of regulatory legal acts of the Republic of Kazakhstan at No. 17198, it is published on August 1, 2018 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in electronic form) the following change:

Rules of implementation of monitoring of creation of workplaces by the central and local executive bodies responsible for implementation of the state and government programs, provisions of data on creation of workplaces, approved by the specified order to be reworded as follows according to appendix to this order.

2. To provide to department of employment of the population and market development of work of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Mukushev N. N.

4. This order becomes effective on the expiration of ten calendar days after day of its first official publication.

Rules of implementation of monitoring of creation of workplaces by the central and local executive bodies responsible for implementation of the state and government programs, provisions of data on creation of workplaces

Chapter 1. General provisions

1. These rules of implementation of monitoring of creation of workplaces by the central and local executive bodies responsible for implementation of the state and government programs, submission of data on creation of workplaces (further - Rules) are developed according to subitem 26-2) of article 7 of the Law of the Republic of Kazakhstan of April 6, 2016 "About employment of the population" and determine procedure of monitoring of creation of workplaces by the central and local executive bodies responsible for implementation of the state and government programs, submission of data on creation of workplaces.

2. The basic concepts used in these rules:

1) local executive body (akimat) - the collegiate executive body headed by the akim of area, the cities of republican value and the capital, area (city of regional value), exercising within the competence local public administration and self-government in the corresponding territory;

2) the state Internet resource "Employment exchange" (further - Internet resource "Employment exchange") - the electronic information resource containing single information base of the labor market, functioning on the Internet which is followed by the center of development of manpower for the purpose of rendering the state measures of assistance of employment of the population;

3) the center of development of manpower - the legal entity created according to the decision of the Government of the Republic of Kazakhstan, providing information and analytical support of state policy on regulation of the labor market and realization of active measures of assistance of employment, methodological support of local authorities concerning employment of the population and jobcenters of the population;

4) workplace - the place of permanent or temporary finding of the worker in case of accomplishment of labor obligations by it in the course of labor activity;

5) authorized body concerning employment of the population - the central executive body performing management and cross-industry coordination in the field of employment of the population according to the legislation of the Republic of Kazakhstan.

Chapter 2. Procedure of monitoring of creation of workplaces, central and local executive bodies responsible for implementation of state programs, provisions of data on creation of workplaces

3. Monitoring of creation of workplaces, is performed by the central and local executive bodies responsible for implementation of state programs for the purpose of evaluating and the analysis on the created workplaces.

4. The projects realized within state programs, development programs of the territories, investment projects, programs for stimulation of development of small and medium entrepreneurship where creation of workplaces is provided act as object of monitoring of creation of workplaces.

5. Monitoring of creation of workplaces is performed at two levels:

1) the regional level - the local executive bodies responsible for implementation of state programs;

2) republican level - the central state bodies responsible for implementation of state programs.

6. Carrying out monitoring of creation of workplaces includes:

1) collection, generalization and the analysis of data concerning creation of workplaces;

2) creation of the research opinion about situation on creation of workplaces within implementation of state programs, development programs of the territories, investment projects, programs for stimulation of development of small and medium entrepreneurship;

3) use of results of monitoring of creation of workplaces in case of decision making in the field of employment of the population.

7. The local executive body responsible for implementation of state programs (the administrator of the program) annually till December 5 of the current year in the integrated card of creation of workplaces on Internet resource "Employment exchange" places data on planned targets on creation of workplaces in the projects realized within state programs, development programs of the territories, investment projects, programs for stimulation of development of small and medium entrepreneurship the forthcoming accounting year by areas, the cities of district and regional value, areas, the cities of republican value and the capital, by types of economic activity in form according to appendix 1 to these rules.
