1. To Department of Energy. To the ministry of the coal industry and National joint-stock the Neftegaz of Ukraine companies till January 1, 2000 to organize as experiment periodic carrying out on emission-free basis of offsettings of overdue reciprocal debt with participation of the companies, organizations and organizations of power industry, the coal and gas industry with debtors and creditors irrespective of first-priority claims to participants of these offsettings from involvement of the servicing banks.
2. Approve the Procedure for carrying out offsettings of overdue reciprocal debt of the companies, organizations and organizations of power industry, the coal and gas industry it (is applied).
3. For the purpose of effective carrying out calculations for offsettings of overdue reciprocal debt and attraction to them of the greatest number of participants, including banks to approve the list of authorized banks - coordinators of the corresponding work it (is applied).
4. Carrying out offsettings of overdue reciprocal debt of the companies, organizations and organizations of power industry, the coal and gas industry by one-day crediting of his participants by commercial banks can be performed through correspondent accounts which open jars each other.
