According to part 4 of article 9 of the Law of the Republic of Armenia "About foreigners", the Government of the Republic of Armenia decides:

1. Approve the list of citizens of those states, and also persons having road the document which can receive the entrance visa of the Republic of Armenia only in diplomatic representations and consular establishments of the Republic of Armenia in foreign states and only based on the invitation according to Appendix.

1.1. Determine that the citizens of Iraq and persons having road documents can receive the entrance visa of the Republic of Armenia only in diplomatic representations and consular establishments of the Republic of Armenia in foreign states, also without invitation.

1.2. The citizens of the states included in the list approved by Item 1 of this Resolution, the Armenian nationality and person of the Armenian nationality, having the road document can receive the entrance visa of the Republic of Armenia also on border check points of the Republic of Armenia.

2. To the Minister of Foreign Affairs of the Republic of Armenia:

1) in three-months time to submit for approval to the Government of the Republic of Armenia procedure for receipt of the entrance visa of the Republic of Armenia on special conditions for citizens of the states established by this Resolution, the Armenian origin and other citizens of certain category;
