1. Determine that execution of visas in electronic form (further - the electronic visa) and entry into the Russian Federation based on electronic visas of citizens of foreign states which list is determined by the Government of the Russian Federation (further - the foreign citizen), arriving to the Russian Federation through the check points through frontier of the Russian Federation located in the territory of the Special economic zone in the Kaliningrad region (further - check points) is performed according to the procedure, determined by Regulations on features of execution of visas in electronic form and entry into the Russian Federation based on visas in electronic form of citizens of the foreign states arriving to the Russian Federation through the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok through air check points through frontier of the Russian Federation located in the territory of the Far Eastern Federal District, the approved order of the Government of the Russian Federation of May 30, 2017 No. 667 "About establishment of features of execution of visas in electronic form and entry into the Russian Federation based on visas in electronic form of citizens of the foreign states arriving to the Russian Federation through the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok through the air check points through frontier of the Russian Federation located in the territory of the Far Eastern Federal District and about modification of the Regulations on the state system of migration and registration registration, and also production, registration and control of the circulation of identity documents".

2. Provide to Federal Security Service of the Russian Federation readiness of software and hardware complexes of segment of the Border service of Federal Security Service of the Russian Federation of departmental segment of Federal Security Service of the Russian Federation of the state system of migration and registration registration, and also production, registration and control of the circulation of identity documents (further - the World system), for the purpose of verification of presence of electronic visas at foreign citizens and realization of entry into the Russian Federation and departure from the Russian Federation of the foreign citizens arriving to the Russian Federation through check points based on electronic visas in the following terms:

till July 1, 2019 - the air check point Kaliningrad (Khrabrovo), the sea check point Kaliningrad (sites in Kaliningrad, Baltiysk and Light), automobile check points Bagrationovsk, Gusev, Mamonovo (Gzhekhotki), Mamonovo (Gronovo), Sea, Boundary, Sovetsk, Chernyshevskoye and railway check points of Mamonovo, Sovetsk;

in process of equipment by software and hardware complexes of departmental segment of Federal Security Service of the Russian Federation of the World system by the Ministry of Transport of the Russian Federation - other check points.

3. Provide to the Ministry of Transport of the Russian Federation equipment of check points with software and hardware complexes of departmental segment of Federal Security Service of the Russian Federation, including actions for information security system of the World system, for the purpose of ensuring verification of presence of electronic visas at foreign citizens in the following terms:

after completion of works on construction (reconstruction) within the federal target program "Frontier of the Russian Federation (2012 - 2021)" - the automobile check point Sovetsk (Oaklets), the sea check point Kaliningrad (the site in. Pioneer);

in process of equipment by the corresponding software and hardware complexes based on decisions of the Government of the Russian Federation - other check points.

4. To the Ministry of Foreign Affairs of the Russian Federation till July 1, 2019 to finish and put into operation:

the specialized website for processing of statements of foreign citizens on receipt of the electronic visa with entering of necessary changes into the automated information systems existing consular;

the automated information system for informing the transport companies carriers on the issued electronic visas to the foreign citizens driving to the Russian Federation through check points.

5. To the Ministry of Transport of the Russian Federation in accordance with the established procedure to notify on adoption of this resolution state bodies in the field of transport of foreign states for bringing information on this resolution to data of transportation companies of the corresponding foreign states.

6. Realization of the powers following from this resolution is performed within the established number of staff of federal executive bodies, and also budgetary appropriations provided to the specified bodies in the federal budget in the field of the established functions.

7. Item 1 of this resolution becomes effective since July 1, 2019.
