1. 17) the standard of the state service "Licensing for Prospecting" according to appendix 17 to this order;

18) the standard of the state service "Licensing for Use of Space of Subsoil" according to appendix 18 to this order.";

to be reworded as follows the standard of the state service "Approval of the Water Preserving Actions Directed to Prevention of Water Objects from Depletion" approved by the specified order according to appendix 1 to this order;

to be reworded as follows the standard of the state service "Issue of the Conclusion on Construction, Reconstruction (Expansion, Upgrade, Modernisation, Reshaping), Operation, Preservation, Liquidation (Post-utilization) of the Objects Influencing Condition of Water Objects" approved by the specified order according to appendix 2 to this order;

to be reworded as follows the standard of the state service "Issue of the Conclusion about Absence or Insignificance of Minerals in Subsoil under the Site of the Forthcoming Building" approved by the specified order according to appendix 3 to this order;

to be reworded as follows the standard of the state service "Issue of Permission to Building of the Areas of Bedding of Minerals, and also Placement in Places of Their Bedding of Underground Constructions" approved by the specified order according to appendix 4 to this order;

add with appendices 16, of 17, 18 according to appendices 5, of 6, 7 to this order.

2. To provide to committee of geology and subsurface use of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within 10 (ten) calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulations of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Standard of the state service "Approval of the Water Preserving Actions Directed to Prevention of Water Objects from Depletion"

Chapter 1. General provisions

1. The state service "Approval of the Water Preserving Actions Directed to Prevention of Water Objects from Depletion" (further - the state service).

2. The standard of the state service is developed by the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial subdivisions of Committee of geology and subsurface use of the Ministry (further - the service provider).

Reception of an application and issue of result of rendering the state service is performed through Non-commercial joint-stock company "The Government for Citizens state corporation (further - the State corporation).

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service:

1) from the moment of delivery of document package in the State corporation - 10 (ten) working days;

2) the most allowed time of expectation for delivery of documents - 30 (thirty) minutes;

3) the most allowed time of servicing - 15 (fifteen) minutes;

day of documents acceptance does not enter rendering the state service in time.

5. Form of rendering the state service - paper.

6. Result of rendering the state service - approval of the water preserving actions directed to prevention of water objects from depletion or the motivated answer about refusal in rendering the state service in cases and on the bases, stipulated in Item 10 these standards of the state service.

Form of provision of result of rendering the state service: paper.

7. The state service is rendered on free basis to physical persons and legal entities (further - uslugopoluchatel).

8. Working schedule:

1) the service provider - Monday through Friday from 9:00 to 18:30 o'clock, lunch break from 13:00 to 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan;

2) the State corporation - Monday through Saturday inclusive, according to the established working schedule from 9:00 till 20:00 o'clock without interruption for lunch, except for Sundays and holidays, according to the labor law of the Republic of Kazakhstan.

Documents acceptance of uslugopoluchatel is performed according to the procedure of "electronic" queue, on the location of the service provider without the accelerated servicing, possibly booking of electronic queue by means of the web portal of "the electronic government" (further - the portal).

9. List of the documents necessary for rendering the state service in case of the address of uslugopoluchatel (or his representative by proxy):

1) the statement in form according to appendix 1 to this standard of the state service;

2) the program of the water preserving actions directed to prevention of water objects from depletion.

The employee of the State corporation receives data on identity documents, state registration (re-registration) of the legal entity of uslugopoluchatel from the corresponding state information systems through lock of "the electronic government".

In case of filing of application the uslugopoluchatel agrees to use of the data which are the secret protected by the law, containing in information systems when rendering the state services if other is not provided by the laws of the Republic of Kazakhstan.

When giving the uslugopoluchatel of all required documents in the State corporation issues the receipt on acceptance of the relevant documents.

2) concerning uslugopoluchatel there is decision (sentence) of court on prohibition of activities or the separate types of activity requiring receipt of certain state service which took legal effect.

Chapter 3. Procedure for appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials, the State corporation and (or) their workers concerning rendering the state services

11. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials, the State corporation and (or) its workers concerning rendering the state services is performed by submission of the claim addressed to the head of the service provider, the State corporation or the Ministry.

Claims are submitted in writing by mail or purposely through office of the service provider or the State corporation, and also by means of the portal. Also the complaint can be made in electronic form, video conferencing, video messages.

Confirmation of adoption of the written complaint is its registration (stamp, the entering number and date) in office of the service provider or the State corporation with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint.
