About approval of Fire safety regulations in the companies, at the companies and in the organizations of energy industry of Ukraine

According to the Law of Ukraine "About fire safety" I ORDER:

1. Approve Fire safety regulations in the companies, at the companies and in the organizations of energy industry of Ukraine (daleepravil) which are applied.

2. To department of power industry (Ulitich Yu. I.):

2.1. Submit this order on state registration to the Ministry of Justice of Ukraine in accordance with the established procedure.

2.2. After state registration in the Ministry of Justice of Ukraine to send to State department of fire safety of the Ministry of Emergency Situations of Ukraine required materials for inclusion of Rules in the state register and the automated databank of information fund of regulations concerning fire safety.

3. Declare invalid the order of the Department of Energy of Ukraine of January 25, 1999 N27 "About Approval of Fire Safety Regulations in the Companies, at the Companies and in the Organizations of Energy Industry of Ukraine" registered in the Ministry of Justice of Ukraine 01.04.99 for N203/3496.

4. To impose control over the implementation of this order on the First Deputy Minister Prodana of YU.V.

Fire safety regulations in the companies, at the companies and in the organizations of energy industry of Ukraine

1 INDUSTRY OF APPLICATION

1.1 Fire safety regulations in the energy companies, the companies and in the organizations of energy industry of Ukraine (further Governed) N508 "About measures for accomplishment of the Law of Ukraine "About fire safety", and also according to the Fire safety regulations in Ukraine approved by the order of the Ministry of Emergency Situations of Ukraine of 19.10.2004 of N126 and registered in the Ministry of Justice of Ukraine 04.11.2004 for N1410/10009 are developed according to the Law of Ukraine "About fire safety", the Law of Ukraine "About alternative energy sources", the Law of Ukraine "About labor protection", the resolution of the Cabinet of Ministers of Ukraine of 26.07.94. Rules establish the requirements of fire safety obligatory for all companies, the companies and the organizations of energy industry, irrespective of patterns of ownership and departmental subordination (further - the energy companies).

1.2 Ensuring fire safety at the energy companies, it is also necessary to be guided by standards, the state construction regulations, "Regulations for electrical installation" (further - PUE) (the sixth edition, Energoatomizdat, 1987), "Rules of creation of electroinstallations. Electric equipment of special installations" DNAOP 0.00-1.32-01, "Technical operation of power plants and networks. Rules" GKD 34.20.507-2003, approved by the order of Ministry of Fuel and Energy of Ukraine of 13.06.2003 of N 296, and other regulations which regulate requirements of fire safety.

2.10 The safety rules of gas supply systems of Ukraine approved by Gosnadzorokhrantrud's order of Ukraine of 01.10.97 of N 254, registered in the Ministry of Justice of Ukraine 15.05.98 for N318/2758 (DNAOP 0.00-1.20-98).

2.11 The rules of safe operation of electroinstallations approved by Gosnadzorokhrantrud's order of Ukraine of 06.10.97 of N257 and registered in the Ministry of Justice of Ukraine 13.01.98 for N11/2451 (DNAOP 1.1.10-1.01-97).

2.12 The rules of safe operation of the heatmechanical equipment of power plants and thermal networks approved by the order of the Ministry of Labour and Social Policy of Ukraine of 15.11.2001 of N485 and registered in the Ministry of Justice of Ukraine 03.12.2001 for N1002/6193 (DNAOP 1.1.10-1.02-01).

2.14 The standard regulations on procedure for carrying out training and examination concerning labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 26.01.2005 of N15 and registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (DNAOP 0.00-4.12-05).

2.15 "All-union regulations of process design. Determination of categories of rooms and buildings on fire and explosion and fire risk. ONTP 24-86 (All-union regulations of process design. Determination of categories of rooms and buildings on fire and explosion and fire risk)", approved by the Ministry of Internal Affairs of the USSR 27.02.86, under approval of the State Committee for Construction of the USSR (the letter of 20.12.85 N DP 6141-1) (NAPB B.07.005-86).

2.16 GOST 12.4.026-76 SSBT "Colors alarm and signs of safety (Occupational safety standards system. Colors alarm and signs of safety)", the USSR approved by the order of Goskomstat of 24.05.76 N1267.

4 GENERAL PROVISIONS

4.1 Fire safety of the energy companies is ensured by holding the organizational, technical and other actions directed to the prevention of the fires, safety of people, decrease in possible loss of property, reduction of negative ecological effects, creation of conditions for bystry challenge of fire divisions and successful suppression of the fires and also evacuation from zone of origin and possible distribution of the fire of people, documents and material values.

4.2 According to the Law of Ukraine "About fire safety" heads of these companies and organizations, and also the responsible persons authorized by the order of heads and the job description are responsible for fire-proof condition of the energy companies.

4.3 Obligations of heads of the companies and bodies authorized by them are established by article 5 of the Law of Ukraine "About fire safety".

Heads shall:

develop complex actions for ensuring fire safety, implementing achievements of science and technology, and also positive experience;

develop provisions and instructions on fire safety which are effective in borders of the company, to exercise control of their accomplishment;

provide observance of fire-proof requirements of standards, regulations, rules, and also fulfillment of requirements of instructions and resolutions of bodies of the state fire supervision;

organize personnel training to fire safety regulations and promotion of measures for observance of these rules;

in case of absence in regulations of requirements concerning ensuring fire safety - to take adequate measures, approving them with bodies of the state fire supervision;

contain in good repair means of fire protection and communication, the fire fighting equipment, the equipment and stock, not to allow their use not to destination;

create in case of requirement according to established procedure of division of fire protection and material and technical resources for their functioning;

provide upon the demand of the state fire protection the information and documents on condition of fire safety of objects and products which is made by the company;

perform measures for implementation of automatic sensors and suppression of the fires and to use for this purpose of production automatic equipment;

to timely inform fire protection on defects of the fire fighting equipment, fire protection systems, water supply, and also closing of roads and drives in the territory;

make office investigation of cases of the fires.

4.4 For accomplishment of functions of fire safety in the office of the companies, organizations, companies services of fire safety which submit directly to the director are formed.

4.5 According to the resolution of the Cabinet of Ministers of Ukraine of 16.11.2002 of N1788 at the energy companies obligatory civil liability insurance of subjects of managing for damage which can be caused with the fires and accidents is carried out.

4.6 The personnel of the energy companies are responsible for ensuring fire safety on the operating objects, and also objects which are under construction.

5 ORGANIZATIONAL ACTIONS FOR ENSURING FIRE SAFETY

5.1 Ensuring fire safety is the constituting productive and other activity of officials and personnel of the energy companies. It shall be displayed in employment contracts (contracts) and charters of the companies.

5.2 The head of the energy company shall determine obligations of officials concerning ensuring fire safety, to appoint the order of certain buildings of workshops, constructions, rooms, the processing and engineering equipment, responsible for fire safety, and also for content and operation of technical means of fire protection.

5.3 For the purpose of employees engagement to holding actions for prevention of the fires, the organizations of their suppression at the energy companies are created voluntary fire teams (further - DPD) and teams (further - DPK) which activities shall be performed according to the Regulations on voluntary fire teams (teams) approved by the order of the Ministry of Emergency Situations of Ukraine of 11.02.2004 of N70 and registered in the Ministry of Justice of Ukraine 19.02.2004 for N221/8820.

5.4 At the companies with the number of workers of 50 persons more according to the solution of labor collective the fire and technical commissions are created (further - PTK). Their robot needs to organize according to Standard regulations on the fire and technical commission, the approved order of the Ministry of Emergency Situations of Ukraine of 11.02.2004 of N70 and registered in the Ministry of Justice of Ukraine 19.02.2004 for N222/8821.

5.5 At each energy company the all-object instruction about measures of fire safety and the instruction shall be developed for all explosion-fire-hazardous and fire-dangerous rooms (workshops, warehouses, workshops, laboratories, sites and so forth) according to the main requirements concerning documentation on fire safety (appendix 1).

5.6 Instructions shall be reviewed periodically based on the analysis of fire-proof condition of object and the relevant orders at least once in 3 years.

5.7 At all energy companies the corresponding fire prevention regime by which are determined shall be set by the order:

opportunity and places of smoking, use of naked flame, household heating appliances;

procedure for carrying out temporary fire-dangerous works (including welding);

rules of journey and parking of vehicles;

places for storage and admissible amount of raw materials, semifinished products and finished goods which can be at the same time in production placements and on the territories;

procedure for cleaning of combustible dust and waste, storage of the oiled rags and overalls, cleaning of air ducts of ventilating systems of combustible deposits;

procedure for disconnection from network of electric equipment in case of fire;

inspection routine and closings of rooms after completion of work;

procedure for passing by officials of training and examination concerning fire safety, and also carrying out with workers of fire-proof instructing and classes in fire technically minimum with appointment of responsible persons for their carrying out;

procedure for the organization of operation and servicing of available technical means of fire protection (fire-proof water supply system, pumping points, installations of the fire alarm, automatic fire extinguishing, smoke removal, fire extinguishers and so forth);

procedure for carrying out scheduled preventive maintenance and surveys of electroinstallations, heating, ventilating, processing and other engineering equipment;

actions of workers in case of fire detection;

procedure for collection of members of voluntary fire team and responsible officials in case of the fire, challenge at night, in days off and holidays.

5.8 Heads of these structural divisions or officials who carry out their obligations are responsible for fire safety of certain workshops, laboratories, workshops, warehouses and other factory and auxiliary buildings of the companies.

5.9 Heads of structural divisions of the energy companies, and also other officials responsible for fire safety shall:

provide observance of fire prevention regime and accomplishment at the scheduled time of actions which increase fire safety;

provide operability and normal operation of processing equipment according to production requirements and project decisions and to immediately take measures to elimination of the found defects which can lead to the fire or fire;

organize fire and technical personnel training and demand from it observance of fire prevention regime and accomplishment of the established requirements of fire safety, especially concerning the production technology;

provide control over the implementation of requirements of fire safety when carrying out repair work, and also shutdown of the power supply network after completion of work;

provide content in good repair and permanent readiness for operation of all sensors and fire extinguishing;

in case of fire detection immediately to cause fire division, to notify management of the company and to organize clearing of the fire and evacuation of personnel (in case of requirement).

6 MAIN REQUIREMENTS CONCERNING THE ORGANIZATION OF TRAINING OF PERSONNEL OF THE ENERGY COMPANIES AND THE ORGANIZATIONS

6.1 All workers shall pass special fire-proof training in system of inservice training and examination.

Fire-proof training of workers has such types:

special training of officials;

fire-proof instructing: introductory, primary, repeated, unplanned, target;

special training (fire and technical minimum);

fire-proof trainings.

6.2 Introductory fire-proof instructing is carried out with all workers who are just employed (permanent or temporary) on the energy company, and also with pupils and students who arrived to practice (inservice training).

It is carried out on the basis of the rules acting at the company, instructions and other regulations concerning fire safety in the room which is specially equipped for this purpose by the specialist of service of fire safety (further - SPB), and in case of its absence the technical worker or the chief of structural division in which the new worker is accepted. The program for carrying out introductory fire-proof instructing affirms the head (the deputy, the chief engineer) of the company.

Introductory fire-proof instructing sets as the purpose acquaintance just employed:

with general fire safety regulations which should be carried out in the territory of the energy company;

with features of fire safety on production site or in service where it goes for work;

with the basic rules of application of emergency firefighting equipment and security measures when using them;

with means and warning systems about the fire and procedure for challenge of fire divisions;

with features of fire extinguishing on electroinstallations.

Instructing in labor protection can combine introductory fire-proof instructing with introductory. Persons who did not undergo introductory instructing are not allowed to work.

6.3 Primary fire-proof instructing is carried out directly on workplace by the official responsible for fire safety of the workshop (production site, workshop, laboratory, warehouse), with the log entry of registration of instructing in questions of fire safety (appendix 2).

Primary instructing shall take place:

all just employed (permanent or temporary);

the workers translated from other structural divisions, production sites of the energy company;

persons who arrived to the company to business trip and shall participate direct in production process;

builders, assemblers, repairmen of third parties which carry out construction, repair and other work at the operating energy company;

students, pupils during the work practice (training), and also before carrying out with them practical training in educational workshops, laboratories and so forth.

The program for carrying out primary instructing affirms the head of the relevant structural division (the shop manager, department), responsible for fire-proof condition, or the director and is approved with the chief of DPD or SPB.

6.4 Repeated fire-proof instructing is carried out on workplace with all workers at least once a year according to the list of questions with which it is necessary to acquaint workers during introductory and primary fire-proof instructing.

6.5 Unplanned fire-proof instructing is carried out with workers on workplace or in the room specially allotted for this purpose in such cases:

when commissioning new or modifed regulations concerning fire safety (regulations, rules, instructions, provisions and so forth);

in case of change of engineering procedure, application new either change or upgrade of the existing fire-dangerous equipment;

in case of unsatisfactory knowledge workers of fire safety regulations on workplace, inabilities to be effective in case of fire and to use emergency firefighting equipment;

Unplanned instructing is carried out individually or with employee group of related specialties (work types). The amount and content of instructing are determined in each case separately depending on the reasons which caused requirement of its carrying out.

6.6 Target fire-proof instructing is carried out with workers before accomplishment of one-time (temporary) fire-dangerous works by them (welding, razogrevatelny and others), in case of recovery from the accident, natural disaster.

6.7 About carrying out all types of fire-proof instructing, except target, entries in special magazines are made (appendix 2) behind signatures of persons with which it is instructed, and those who saw off it.

Entry about carrying out target fire-proof instructing is made in the document which resolves performance of works (the work permit and so forth).

6.8 On fire technically minimum once a year the workers occupied at works with the raised fire risk are trained:

electric welders;

persons who shall be directly involved in production process in rooms of categories A and B (according to NAPB B.07.005-86);

persons who shall perform work on equipment, the equipment, devices where flammable liquids (далееЛВЖ) and combustible liquids are used (further - GZh), combustible gases and other explosive substances;

employees of warehouse economy, where flammable substances are stored;

electricians who work with electroinstallations in explosive and fire hazardous zones;

other employee categories which activities need more profound knowledge concerning fire safety.

Training is provided according to the programs developed at the energy companies, approved with local authorities of the state fire supervision and approved by the director. The recommended program of carrying out training in fire technically minimum is given in appendix 3.

After the end of training in the program of fire and technical minimum at personnel offsettings shall be accepted. Results of offsettings are drawn up by the protocol. The certificate of the established sample is issued to persons who passed tests.

6.9 Fire-proof trainings at the energy companies are held according to the developed schedules approved by the chief engineer of the company.

Fire-proof trainings are held with operational, maintenance force and fire brigades.

Holding compatible antiemergency and fire-proof trainings is allowed.

7 MAIN DOCUMENTATION ON FIRE SAFETY

7.1 At each energy company such documentation on fire safety shall be developed:

the all-object instruction about measures of fire safety at the company;

instructions on fire safety in workshops, laboratories, workshops, in warehouses and another;

instruction for servicing of installations of fire extinguishing;

instruction for servicing of installations of the fire alarm;

the plan of fire extinguishing at the company;

operational cards of actions on case of emergence of the fire;

plans and schedules of holding fire-proof trainings, training and examination of personnel, technical supervision of systems of fire protection, and also other documentation according to requirements of PTE.

7.2 According to requirements of PTE for each division (workshop) and production service the chief engineer the list of necessary instructions and other technical documentation shall affirm.

7.3 The all-object instruction is approved with object fire protection, DPD or SPB and affirms the director.

7.4 Instructions on fire safety in workshops, laboratories of workshops, in warehouses and in other rooms are developed by heads of the relevant divisions, is approved with DPD or SPB and departmental fire protection of the company and affirm the director.

7.5 Maintenance instructions of water supply systems, installations of detection and fire extinguishing shall be developed based on the project documentation and passport data on equipment in place.

Instructions affirm the chief engineer of the company and are reviewed in terms, PTE are established.

7.6 The plan of fire extinguishing is the main document which determines actions of personnel of the company in case of the fire, order of interaction with fire divisions, the directions of input of forces and funds for fire extinguishing taking into account security measures and rational placement of the fire fighting equipment and another.

It shall be developed jointly by workers of fire protection of the Ministry of Emergency Situations of Ukraine and specialists of the energy company and to affirm the chief of garrison of fire protection and the head of the energy company.

Basic provisions of the plan of fire extinguishing shall be led up to permission of employees of the company during training in fire technically minimum, periodic instructing and be fulfilled at fire-proof trainings.

The plan of fire extinguishing shall be reviewed or adjusted in such cases:

in case of expansion or reconstruction of the energy company;

in case of identification of shortcomings of the provided actions of personnel and fire divisions in case of fire extinguishing or fire-proof trainings;

if shortcomings are found during conducting checks of Gospozhbezopasnosti or Service of fire safety of the Ministry of Fuel and Energy of Ukraine.

7.7 Cards of fire extinguishing are developed on each compartment (room) of cable constructions, the generator, the transformer (block, bonds, own requirements), paths of fuel feeding, oversleeping nodes, airheaters of coppers and other objects, affirm the chief engineer of the company and the companies of power supply networks are stored at the shift supervisor of power plant (the shift supervisor, the workshop, the block), the duty dispatcher of substation with tension of 110 kV and above.

Operational cards shall be specified in case of change of schematic diagrams of production, expansion or reconstruction of power facility.

8 GENERAL REQUIREMENTS OF FIRE SAFETY TO THE TERRITORY, BUILDINGS, ROOMS, CONSTRUCTIONS

8.1 Content of the territory

8.1.1 The territory of the energy company shall be kept constantly clean, clean up from combustible waste.

It is forbidden to encumber with materials and the equipment drives around buildings and the road.

8.1.2 All territory of the energy company shall have capital barrier height at least than 2 m and the equipped check-points, and also outside lighting according to existing rules.

8.1.3 To all buildings and constructions of the company the open entry shall be provided. Fire-proof gaps between buildings, constructions, storage areas of materials, warehouses of coal shall meet the requirements of construction regulations.

8.1.4 The construction in the territory of the companies of new buildings and constructions (including temporary) can be performed only in the presence of the project documentation which passed preliminary expert examination in bodies of the state fire supervision on compliance to regulations on fire safety.

It is not allowed to complete to buildings with the protecting metalwork storage rooms with combustible polymeric heater, masterful and other rooms.

8.1.5 All travel roads shall contain in proper condition. The entrances to fire hydrants, reservoirs and other sources of water supply (ponds, coolers, channels and another) equipped with special platforms (piers) shall be constantly free, to be cleared of snow in the winter.

8.1.6 In the territory the corresponding route signs and the explaining texts about prohibition of stop of motor transport, other mechanisms in places of narrowing of travel roads, under arches and in locations of the fire fighting equipment on operational to the plan of fire extinguishing shall be established.

8.1.7 Closing of certain drives and sections of the road on repair or for other reasons can be executed after approval of DPD or SPB and the equipment of temporary detours or moving through sites which are repaired. For the entire period of repair it is necessary to establish route signs and indexes of route of transport, and also additional lighting.

8.1.8 Moving of the internal object railroads shall be free for journey of fire trucks and have continuous flooring at the level of heads of rails. The parking of rail cars without locomotive on moving is forbidden.

8.1.9 In the territory of power plants and substations it is necessary to mow and export grass regularly. Storage of the dried-up grass in the territory of the company is forbidden and around it at distance 100 m are closer.

8.1.10 Burning of garbage and waste in the territory of the company is strictly forbidden. All combustible waste and garbage during the working day should be exported for the territory of the company.

8.2 Content of buildings, rooms and constructions

8.2.1 Buildings, rooms and constructions of the energy companies shall be cleared timely of combustible garbage, production wastes and to be kept constantly clean. The term of cleaning is established according to production schedules and requirements of PTE.

8.2.2 It is forbidden to carry out re-planning of rooms without preliminary project development, without approval of local authorities of the state fire supervision.

It is forbidden to reduce quantity of emergency exits and to reduce fire resistance of building constructions, violating requirements of construction regulations and rules (further - GSN).

8.2.3 On the ways of evacuation working and emergency light shall contain in good repair, and also indexes of exits according to state standards shall be established.

8.2.4 On entrances to the room of production, warehouse appointment and production laboratories plates with designation of category of fire and explosion and fire risk according to ONTP 24-86 and zone class on DNAOP 0.00-1.32-01 shall be hung out.

8.2.5 In production, auxiliary and administration rooms it is forbidden:

encumber ways of evacuation and staircases with the equipment, materials and other objects;

clean the room using LVZh and GZh;
