About introduction of amendments to some resolutions of the Cabinet of Ministers of Ukraine of rather open data
The Cabinet of Ministers of Ukraine decides:
1. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.
2. To provide to the managers of information determined by the Law of Ukraine "About access to public information" placement on official websites of administrative documents on determination of responsible persons (person) of such managers which (which) answer (is responsible) for promulgation of information according to the specified Law.

1. In the resolution of the Cabinet of Ministers of Ukraine of October 21, 2015 No. 835 "About approval of the Regulations on data sets which are subject to promulgation in the form of open data" (The Official Bulletin of Ukraine, 2015, No. 85, of Art. 2850; 2018, No. 15, Art. 506):
1) in the resolution:
state Items 1 and 2 in the following edition:
"1. Approve such which are applied:
Regulations on data sets which are subject to promulgation in the form of open data;
Procedure for annual assessment of condition promulgation and updates of open data by managers of information on the Single state web portal of open data (further - the Procedure).
2. To provide to the managers of information determined by the Law of Ukraine "About access to public information" within six months promulgation and further updating on the official websites of data sets according to the Provision approved by this resolution and also to provide provision of information necessary for evaluating condition promulgation and updates of open data according to Procedure.
To the managers of information determined in Procedure Item 1 within two months from the date of entry into force of this resolution to send to the State agency concerning electronic control the filled condition assessment card promulgation and updates of open data for 2018 in certain form.";

Procedure for annual assessment of condition of promulgation and updating of open data by managers of information on the Single state web portal of open data
General provisions
1. This Procedure determines the procedure of carrying out annual assessment of condition of promulgation and updating of open data (further - assessment) the ministries, other central executive bodies, the managers of information determined in the list of data sets which are subject to promulgation in the form of open data which jurisdiction extends to all territory of Ukraine, the territory of area, of Kiev and Sevastopol, the city of regional value (further - managers of information), as component of monitoring of condition of promulgation and updating of data sets on official websites of state bodies and on the Single state web portal of open data.
2. The purpose of assessment is determination of condition of accomplishment by managers of information of requirements of the Regulations on data sets which are subject to promulgation in the form of open data, the Cabinet of Ministers of Ukraine approved by the resolution of October 21, 2015 No. 835 (The Official Bulletin of Ukraine, 2015, No. 85, of the Art. 2850).
3. Assessment is carried out by the State agency concerning electronic control (further - the Agency) with respect for the principles of objectivity, reliability, availability, transparency and in interaction with managers of information.
4. Assessment is carried out annually in two steps:
poll of managers of information;
analysis of survey results and determination of assessment.

5. Till March 1 of the year following after year of assessment, managers of information send to the Agency the filled card of assessment of condition of promulgation and updating of open data by managers of information (further - card) in the form determined in appendix to this Procedure.
6. The card consists of five Sections:
policy of open data;
potential of processing and analysis of open data;
quality of open data;
involvement of users to system of promulgation of open data;
influence of open data.
7. Each of Sections contains questions on which the manager of information who will pass annual assessment shall give answers. Answers to questions are provided by the unary or multiple choice, to each of possible answers there corresponds numerical the weight (assessment).
Answers characterize criteria of condition of accomplishment by the manager of information of requirements of regulatory legal acts in the field of open data.
8. The manager of information shall provide explanations, reasons, reference information, documents and so forth, confirming reliability of the provided answer.
9. Assessment of the Sections "Policy of Open Data", "Potential of Processing and Analysis of Open Data", "Involvement of Users in System of Promulgation of Open Data", "Influence of Open Data" is created by addition of numerical scales of answers by each criterion.
10. In the Section "Quality of Open Data" each data set of the manager of information determined in the list of data sets which are subject to promulgation in the form of open data is estimated.

11. The amount of estimates according to all Sections creates overall assessment of condition of promulgation and updating of open data of the manager of information.

12. The agency performs correctness of filling of cards and the provided answers, and also, if necessary, refining of the information provided by managers of information and determines overall assessment of condition of promulgation and updating of open data of the manager of information.
13. By results of assessment the Agency with involvement of institutes of civil society and representatives of the public till April 1 of the year following after year of assessment analyzes and generalizes information obtained during assessment, prepares the report concerning condition of promulgation and updating of open data by managers of information in the corresponding year, and also creates the rating of managers of information concerning condition of promulgation and updating of open data and gives them to the Cabinet of Ministers of Ukraine.
14. The report and rating will be promulgated on the Single web portal of open data and on the official website of the Agency.
