About modification of some Presidential decrees of the Russian Federation

1. Bring in the Presidential decree of the Russian Federation of August 6, 2014 No. 560 "About application of separate special economic measures for the purpose of safety of the Russian Federation" (The Russian Federation Code, 2014, No. 32, Art. 4470; 2015, No. 26, Art. 3878; 2016, No. 27, Art. 4458; 2017, No. 27, Art. 4022; 2018, No. 29, Art. 4421) following changes:

a) in word preamble "special economic measures" shall be replaced with words "special economic measures and enforcement powers";

b) add with Item 1.1 of the following content:

"1.1. Import to the territory of the Russian Federation of the separate types of agricultural products, raw materials and food called in Item 1 of this Decree is allowed when implementing transit international motor transportations and transit international rail haulings through the territory of the Russian Federation to the third countries according to the procedure of such motor transportations and rail haulings established by the Government of the Russian Federation on condition of ensuring their traceability with use of the control system providing application of means of identification (seals) functioning on the basis of technology of the GLONASS global navigation satellite system, and also in the presence at the transport drivers performing such motor transportations, accounting coupons. In case of violation by transport drivers when implementing such motor transportations of procedure for imposing (removal) and application of means of identification (seals) functioning on the basis of technology of the GLONASS global navigation satellite system, accounting coupons are considered as invalid.".

2. Bring in the Presidential decree of the Russian Federation of July 29, 2015 No. 391 "About the separate special economic measures applied for the purpose of safety of the Russian Federation" (The Russian Federation Code, 2015, No. 31, of the Art. 4669) change, having stated Item 2 in the following edition:

"2. Provisions of this Decree are not applied in the relation:
